Boaters rescued a six-year-old girl from a small reservoir after finding her clinging to the floating corpse of a family friend who had taken her to the lake to cool off.

Investigators were still trying to piece together exactly what happened to the child and her caregiver yesterday, identified by authorities as Pamela Kaner, 59, of Brewster.

No swimming or wading is allowed in Lake Gleneida, which is part of New York City's water supply system.

But boating is allowed? I'm very confused by the rules that govern drinking water.

You can fish and boat, but no swimming (I guess its unsanitary?). Your boat must not be used anywhere else, so as not to contaminate the lake with an invasive species of shellfish found in other local bodies of water.
I used to drive an ambulance in the area; I've worked a couple of drownings there, 1 was a teenager who had been drinking, the other was an elderly man who was fishing and may have had a diabetic attack, although I never found out for sure.
Here's a local news article, she is presumed to have had a heart attack.
