At first, neighbors heard the naked boy crying outside the house, according to police. It was only later, after officers forced their way into the home, that police say they discovered the girl in the dog cage.

Temperatures were near freezing on Sunday when residents of a Tulsa, Oklahoma neighborhood found a 3-year-old boy alone, naked and shivering. They went to the boy's home looking for his family, but there was no answer when they knocked, so they called police, according to Tulsa Police Department Officer Leland Ashley.

Ashley said responding officers looked through a window of the house and saw what appeared to be a child in a cage. After kicking down the back door, they found a 16-month-old girl in a dog cage wearing nothing but a diaper filled with feces.

Didn't ya see the one comment? The person asked why when it's a father who abuses the kids everyone asks where the mom is, but when it's vice versa nobody asks where the father is. It's ended with women are on their own.

Lewallen has been named in eight felony cases in four counties since 1989. He was to remain on probation until December 2013 after being convicted of second-degree burglary in Osage County in 2003.

In August, he was given a suspended sentence after pleading guilty to a Tulsa County charge filed last year of possessing a precursor with intent to manufacture methamphetamine.

A jury found William Todd Lewallen, 49, guilty of neglecting the boy and two other children, one of whom was discovered locked in a dog cage and covered in feces when Tulsa police forcibly entered the home.
The jury recommended a 23-year prison sentence on a single count of child neglect after previous convictions...


Lewallen’s wife and the children’s mother, Erin Lewallen, was at work at the time. She told investigators that her husband had promised he wouldn’t drink or take his medication while watching the children.
She was also charged with child neglect, to which she pleaded guilty last year. Her sentencing was deferred for five years...

Three months before his arrest on the neglect charge, he received a two-year suspended sentence after pleading no contest to possessing a precursor to manufacture methamphetamine.
