Police officers arrested Potter on Sunday after officers responding to a call of a vehicle fire saw him throw the arms toward bystanders. Police said fires also were burning in two apartments, and that the dismembered body was inside one of them.............

Paul R. Porter, 49, Held on $1 Million Bond

A Kirksville, Mo., man was arrested late Sunday night by local police who said witnesses saw him throw two human arms in their direction. The Kirksville Daily Express reveals Paul R. Potter, 49, allegedly set fire to a vehicle and two apartments where he lived. When officers arrived, the grisly discovery was made and Potter was charged with second-degree murder on Monday afternoon. ...........

The Kirksville Daily Express also reports Potter was arrested on suspicion of first-degree murder and first-degree arson. He is currently charged with lesser arson crimes and tampering with a motor vehicle, according to a search of Missouri Case Net records. More charges may be pending as the case is complex and the investigation is ongoing............

* The accused is in Adair County jail on $1 million cash-only bond. The victim's name has not been released pending notification of relatives and an autopsy by the coroner's office.
 
Having arms - or legs, or legs - thrown at me would indeed make me squeamish about testifying.

A Kirksville man is in jail accused of a gruesome killing.

Paul R. Potter, 49, is accused of hacking off the arms of a person and throwing the appendages at witnesses. Potter is being held on a $1 million cash only bond. A judge said he would have to put up $100,000 cash to be released from jail on charges of second-degree murder, second-degree arson and felony tampering with a motor vehicle.

Paul Potter, 51, of Kirksville, will spend the rest of his life in the custody of the Department of Mental Health.

Potter had been committed to the care of the Mental Health Department after pleading not guilty by reason of mental disease or defect.

His case had been up for periodic review since late 2013.

Adair County Prosecutor Matt Wilson told KTVO that on Tuesday, that commitment became permanent.
