Judge Perry: Mistakenly-released killers 'had some help' in forging paperwork

Inmates forged orders granting their release from life sentences, authorities say.

Orange-Osceola Chief Judge Belvin Perry's signature was forged on a pair of fraudulent orders that freed two Orlando-area killers — both lifers —in an elaborate paperwork prison break that has sent shockwaves across Florida.

Authorities are hunting for Charles Bernard Walker and Joseph Ivan Jenkins, both 34, after they left the Franklin Correctional Institution in the Panhandle within two weeks of each other using fabricated documents authorizing their release.

Ninth Judicial Circuit Court officials said the phony paperwork contains the forged signatures of at least two judges and members of the State Attorney's Office — including State Attorney Jeff Ashton.

"I strongly believe they had some help," Perry told the Orlando Sentinel Thursday. "It is unlikely [the documents] were produced by the inmates."

A manhunt is on for a pair of Florida inmates, both convicted of murder, after a prison released the two based on what it says was falsified court documents.

Charles Walker and Joseph Jenkins, both 34 and serving life sentences, were freed from Franklin Correctional Institution in Carabelle, Fla., the Orange County Sheriff's Office said it learned on Tuesday. Jenkins, who was serving time for a 1998 murder, was released on Sept. 27; Walker, who was incarcerated for 1999 murder, was released on Oct. 8.

Perhaps the judge and any other person signing these papers should also have to finger print them. When the papers get to the jail they are then scanned for authenticity.
 
I'm finding it odd that Judge Perry said in his 35 years in the system, he has never seen anyone released for the reason these guys were released. That would tell me neither has the corrections folks. So, the question I have, is WHY didn't anyone double check before releasing them? :waitasec:
 
Judge Perry was on Greta tonight. These guys need to be caught ASAP!

Judge Perry was saying that his signature is out there, and these guys used it to their advantage. Pretty scary, that it was this easy to get out of a life sentence for MURDER!

Jeff Ashton and Judge Perry's names were both used!

I seen on the national news tonight while reporting on this that there was another inmate almost released early also, but that prison official went a step further and made a call.

It didn't say if it was the same way?

Now these guys are desperate they are going to need money, a vehicle, clothes, food. I heard that being on the run is harder than being in prison. It amazes me these guys come up with these brilliant escape plans but then don't have a plan b.
 
Wouldn't they have had outside help in fabricating the paperwork? Must have. The same people who helped with the papers will probably help them now that they are out. And I hope ALL of them are caught quickly.

Released killers registered as felons in Orange County three days after their release.

As authorities continue their nationwide manhunt for a pair of convicted killers accused of conning their way out of lifetime prison sentences, corrections officials announced a policy change Friday intended to ensure they don't get fooled again.

Officials also confirmed that Charles Bernard Walker and Joseph Ivan Jenkins walked into the Orange County Jail days after they got out of prison — not to turn themselves in, but to re-enter society.

Jenkins and Walker, both 34, arrived at the jail Sept. 30 and Oct. 11, respectively, to register as felons, a requirement for newly released convicts that includes getting fingerprinted.

Within days, authorities would realize that the pair never should have gotten out of prison: Corrections officials had been duped by fraudulent court orders that said their sentences had been reduced.

The Florida Department of Corrections told judges across the state that, in light of the forgeries, orders that modify inmate sentences will now have to be verified by a judge before they're carried out

So when the judge signs the papers, there isn't a clerk that then stamps and certifies the document?
The judge's orders don't have to be originals.....they can be photocopies?

There is a significant "loophole" to this process & something very nefarious going on for sure!
 
Details emerge on Orange killers' capture, how they spent time on lam

Orange County killers Charles Walker and Joseph Jenkins checked into a motel on Panama City Beach Friday for a two-day stay.

Their plans were cut short Saturday when about 20 law officers swarmed Coconut Grove Motor Inn and arrested the men about 5:30 p.m. local time.

Over a loudspeaker, they ordered Walker and Jenkins to surrender.

They came out of Room 227 with their hands up about a minute later, the Bay County Sheriff's Office said.

The peaceful capture happened about four hours after a news conference in which relatives of the two men, who were serving life sentences at Franklin Correctional Institution, implored them to turn themselves in.

FDLE investigating how inmates were wrongly freed

Forged court documents to be tested for DNA.

Detectives are testing the forged documents that secured the inmates' release for DNA and fingerprints as they explore a theory that the men paid someone on the outside thousands of dollars to prepare the phony paperwork, said FDLE spokeswoman Gretl Plessinger.

Meanwhile, local new outlets reported the dropbox used to submit court orders to the Orange County Clerk of Courts has been removed.

However, Clerk of Courts spokeswoman Leesa Bainbridge said the dropboxes are still in place but the trays at the counters where people could drop off paperwork were removed.

In a May 2011 attempt, a fake motion to reduce Jenkins' sentence appeared in his court file and was stamped by a clerk's office employee. The only way to have a document stamped is for the deliverer of the documents to request the receipt of service in person.

For unknown reasons, that attempt did not result in Jenkins' release. The 2013 forged documents that did win Walker and Jenkins' freedom were not stamped

Suspects identified in case of wrongly freed killers

Investigators have found 5 additional cases involving forged prison-release documents.

Investigators are building a case against people they suspect of helping two Orlando-area killers forge documents that released them from a Panhandle prison where they were serving life terms, the Florida Department of Law Enforcement said late Monday.

FDLE agents have identified five similar cases, including one in which an inmate was erroneously released but recaptured a day later, the agency also revealed.

Investigators hope DNA and fingerprints will help them determine who prepared the forged documents.

"We have pinpointed suspects," FDLE spokeswoman Gretl Plessinger said.

The forged documents that granted Walker's freedom on Oct. 9 and Jenkins' on Sept. 27 were not stamped.
