Kimberly Marie Ratliff Unsolved Homicide

On Tuesday, January 12, 1999, Kimberly Ratliff, 22, was found in a car left in the parking lot of People’s Natural Gas at 1414 West Broadway in Council Bluffs, Iowa. She had been viciously mutilated and nearly decapitated.

An employee made the discovery at about 10:40 am on January 12, 1999. It is believed the car with the body inside had been parked on the lot over the weekend. To this day, no witnesses have come forward and police have not been able to gather enough evidence to charge anyone with the crime. Arrest made in 21-year-old murder case of Council Bluffs woman

An arrest has been made in the 1999 murder of a Council Bluffs woman.

On Friday, Council Bluffs police detectives requested and were granted an arrest warrant for Matt W. Kennedy, accusing him of first-degree murder. Detectives allege that Kennedy was involved in the murder of his stepsister, Kimberly M. Ratliff, a press release from the Council Bluffs Police Department stated.

On the morning of Jan. 12, 1999, Kimberly Ratliff’s body was discovered inside her vehicle, which had been abandoned in the 1400 block of West Broadway. Ratliff was 22 years old at the time of her death.

Kennedy is now a 52-year-old resident of Fairfield, Montana, but he was living in Council Bluffs at the time of the murder.

Kennedy was taken into custody and is being held in the Teton County Jail, pending extradition to Iowa.

Police say no further information will be released regarding Kennedy’s arrest until he is back in Iowa and the arrest warrant can be formally served to him.

A man who was accused of killing his stepsister in Council Bluffs in 1999 has been found not guilty of the crime, which the prosecutor attributed to poor police work at the time of her death.

Matt Kennedy, 52, was charged with first-degree murder after being arrested in October in Fairfield, Montana, in the death of Kimberly Ratliff, 22. She was found dead in a car on Jan. 12, 1999. Her throat had been slit.
