County officials fired paramedics Wade Kearney, of Henderson, and Paul Kilmer, of Louisburg. The N.C. Office of Emergency Medical Services suspended their credentials earlier Monday. The state says emergency personnel present at the accident site say they saw Green breathe, but neither paramedic tried to resuscitate him.

State EMS officials released a statement Monday, saying, "State and Franklin County EMS policies require that if doubt exists, EMS personnel must start resuscitation immediately. Neither paramedic adhered to this policy, the agency found."

The state also believes Kearney made his determination of death without conducting a thorough assessment of the patient. The agency found that Kilmer made his determination of death by listening to Kearney, an off-duty paramedic who responded to the scene.

Franklin County commissioners gathered Monday night to hear the county attorney's report about the mistake. The eight-page report's findings are similar to the state's conclusions. The county report highlights disagreements among paramedics at the scene about Green's condition.

"The other six firemen and Kilmer heard Kearney state to [Franklin County medical examiner] Perdue either, 'Doc, I believe he is breathing' or 'Doc, is he breathing?'" said county attorney Darnell Batton. He said Perdue dismissed those concerns.


Sounds to me like someone is covering for the coroner. And EMS is getting the blame.
