Huge US child *advertiser censored* ring is dismantled with 14 arrests

They say that 14 men running a secret, members-only child *advertiser censored* website have been arrested.

About 250 children - mostly boys from the US - appeared on the site.

The website had more than 27,000 subscribers, many of whom have been charged in individual cases.

"Never before in the history of this agency have we identified and located this many minor victims in the course of a single child exploitation investigation," Immigration and Customs Enforcement (Ice) Deputy Director Daniel Ragsdale told Reuters news agency.

Federal prosecutors say Jonathan Johnson, 27, was the architect of a digital child exploitation enterprise that routinely preyed upon young boys, producing and distributing pornographic videos of minors and coaching others on strategies to coerce underage boys into participating in sexual acts.

Johnson was indicted last June on 12 counts of production of child *advertiser censored* and 2 counts of distribution of child *advertiser censored*. In new court papers filed Tuesday, he is now only charged with one count, which suggests that Johnson may be cooperating with prosecutors.

The case against him has led to 25 arrests, said Anna Christman, spokeswoman for the U.S. Attorney's Office in New Orleans. The U.S. Department of Homeland Security was the lead investigating agency for the case.

WASHINGTON – Department of Homeland Security (DHS) Secretary Jeh Johnson, joined by representatives from U.S. Immigration and Customs Enforcement (ICE), U.S. Postal Inspection Service (USPIS) and the U.S. Attorney for the Eastern District of Louisiana today highlighted the complete results of one of the largest online child exploitation investigations in the history of ICE, involving victims in 39 states and five countries.

Fourteen men operating a child *advertiser censored* website on the Darknet’s Onion Router, also known as Tor, have been arrested and charged as part of a conspiracy to operate a child exploitation enterprise, following an extensive international investigation by ICE’s Homeland Security Investigations (HSI) and USPIS. Eleven have been federally charged in the Eastern District of Louisiana and three in other districts. All are in federal custody.

“Every day the men and women of the Department of Homeland Security work to keep our nation safe and a major part of that effort is the work of ICE Homeland Security Investigations, one of the largest investigative agencies with jurisdiction over a wide range of crimes spanning the U.S. and the entire globe,” said Secretary Johnson. “Today’s announcement underscores that work, with one of the largest online child exploitation investigations in the history of ICE, involving victims in 39 states and 5 countries.”

So far, investigators have identified 251 minor victims in 39 states and five foreign countries: 228 in the United States and 23 in the United Kingdom, Canada, New Zealand, Australia and Belgium. Eight of the victims were female and 243 were male. The majority of victims, 159, were 13 to 15 years old. Fifty nine victims were 16 and 17; 26 victims were 10 to 12; four victims were 7 to 9; one victim was 4 to 6; and two victims were 3 years old or younger. All victims have been contacted by law enforcement and U.S. victims offered support services from HSI victim assistance specialists.

“These indictments represent a strong coordinated strike – by Homeland Security, the U.S. Postal Inspection Service, and several U. S. Attorney’s Offices around the country – against child *advertiser censored* and those who allegedly seek to harm our most vulnerable citizens, our young children,” stated U. S. Attorney Kenneth Allen Polite, Jr.

The website’s primary administrator, Jonathan Johnson, 27, of Abita Springs, La., has been charged with operating a child exploitation enterprise. He admitted to creating multiple fake female personas on popular social networks to target and sexually exploit children and to coaching other child predators in his inner circle to do the same. Jonathan Johnson has been in federal custody since his arrest June 13, 2013, and faces 20 years to life in prison.

“Never before in the history of this agency have we identified and located this many minor victims in the course of a single child exploitation investigation,” said ICE Deputy Director Daniel Ragsdale. “Our agency is seeing a growing trend where children are being enticed, tricked and coerced online by adults to produce sexually explicit material of themselves. While we will continue to prioritize the arrest of child predators, we cannot arrest our way out of this problem: education is the key to prevention.”

“Protecting children from crimes of sexual abuse and exploitation is a priority for the U.S. Postal Inspection Service,” stated Gerald O’Farrell, inspector in charge of Criminal Investigations, National Headquarters. “I’m proud of the work of the Postal Inspection Service and our investigative partners to bring child predators to justice. U.S. Postal inspectors have investigated these crimes for more than a century. While the predators’ use of sophisticated technology has evolved, the core harm has not changed: a child’s lost innocence. We will not lose sight of this, and remain steadfast in our efforts to investigate, apprehend, and assist in the prosecution of those who seek to exploit children via the U.S. mail.”

The underground website was a hidden service board on the Tor network and operated from about June 2012 until June 2013, at which time the site contained more than 2,000 videos and had more than 27,000 members. The website shared webcam-captured videos of mostly juvenile boys enticed by the operators of the site to produce sexually explicit material. Tor enables online anonymity, directing Internet traffic through a volunteer network consisting of thousands of relays to conceal a user’s location.

The investigation was dubbed ‘Operation Round Table’ and began with the arrest of Jonathan Johnson by USPIS and HSI. Further computer forensic analysis by HSI revealed Jonathan Johnson to be the creator and administrator of the underground website. Ten additional individuals have been arrested and charged in the Eastern District of Louisiana as the primary operators, contributors and producers of material for the child exploitation enterprise:

Daniel Nolan Devor, 39, of Brunswick, Ga., charged with conspiracy to produce child *advertiser censored*, distribution of child *advertiser censored* and receipt of materials involving the sexual exploitation of minors
John C. Foster, 44 of Tipp City, Ohio, charged with conspiracy to produce child *advertiser censored*, distribution of child *advertiser censored*, and receipt of materials involving the sexual exploitation of minors
Aung Gaw aka Michael Gaw, 25, of Fremont, Calif., charged with receipt of child *advertiser censored*
Vittorio Francesco Gonzalez-Castillo, 26, of Tucson, Ariz., charged with conspiracy to produce child *advertiser censored*
Sean Jabbar, 32, of Minneapolis, Minn., charged with receipt of child *advertiser censored*
Christopher Jamieson, 30, of Douglassville, Ga., charged with receipt of child *advertiser censored*
Andrew Korpal, 29, of Granger, Ind., charged with receipt of child *advertiser censored*
Nicholas Saine, 27, of Seattle, Wash., charged with receipt of child *advertiser censored*

Roy Naim, 30, of Brooklyn, N.Y., was charged in the Eastern District of New York with conspiracy to produce child *advertiser censored*, attempted sexual exploitation of a child, receipt of child *advertiser censored*, and possession of child *advertiser censored*.
Minh Vi Thong, 30, of Denver, Colo., was charged in the District of Colorado with production of child *advertiser censored*, distribution of child *advertiser censored*, and possession of child *advertiser censored*.
Michael Eales, 24, of Westby, Wis., was charged in the Western District of Wisconsin with production of child *advertiser censored*. He was sentenced Oct. 29, 2013, to serve two concurrent 30-year terms in federal prison, followed by a lifetime of supervised release, for manufacturing child *advertiser censored*.

More than 300 investigations have been opened into potential subscribers of the website: 150 in the United States and 150 overseas. Investigators anticipate ongoing arrests and additional identification of victims as they continue to examine and analyze the more than 40 terabytes of data seized.

The prosecution of this case in the Eastern District of Louisiana is being handled by Fraud Unit Chief and Project Safe Childhood Coordinator, Assistant U. S. Attorney Brian M. Klebba.

Substantial assistance in this ongoing case is being provided by the National Center for Missing & Exploited Children, the U.S. Department of Justice’s Child Exploitation and Obscenity Section, and the Royal Canadian Mounted Police.

Operation Round Table was conducted as part of HSI’s Operation Predator to identify and rescue victims of online sexual exploitation and to arrest their abusers as well as others who own, trade and produce images of child *advertiser censored*.

Last fiscal year, 2,099 child predators were arrested by HSI on criminal charges related to the online sexual exploitation of children. In 2012, 1,655 child predators were arrested, 1,335 were arrested in 2011, and 912 were arrested in 2010. Since 2003, HSI has initiated more than 29,000 cases and arrested more than 10,000 individuals for these types of crimes. HSI encourages the public to report suspected child predators and any suspicious activity through its toll-free hotline at 1-866-DHS-2-ICE or by completing its online tip form. Both are staffed around the clock by investigators. Tips can also be made through HSI’s Operation Predator smartphone app, which can be downloaded at http://bit.ly/1eixbIM. Indiana man caught in massive child *advertiser censored* probe pleads guilty in New Orleans

Andrew J. Korpal, 29, of Granger, Indiana, appeared shackled and dressed in an orange jumpsuit Thursday when he entered his guilty plea before U.S. District Judge Carl Barbier.

Korpal pleaded guilty to a single count of receipt of child *advertiser censored*. Korpal admitted to trading pornographic videos with Abita Springs resident Jonathan Johnson, whom prosecutors say is the administrator of a pair of child *advertiser censored* websites with roughly 27,000 members.

A New Orleans man charged with participating in a massive online child *advertiser censored* ring run out of St. Tammany Parish pleaded guilty to federal crimes on Wednesday.

Schwab confessed to posing as a woman and communicating with minors using Skype, an online video chat program. Schwab sent nude images of adult women to underage boys and in return, received nude photographs of the boys, according to court records. Schwab admitted to using the online moniker "scrubdat" to trade pornographic videos with other online users of the website Gigatribe roughly four times over two years.

New Orleans man booked with sexting, indecent behavior with juvenile

Kenner police have arrested a New Orleans man accused of recording sex acts involving a juvenile, then trading the videos online. Christopher Schwab, 23, is also under federal investigation, according to authorities.

Special Agent Bryan Cox, spokesman for U.S. Immigration and Customs Enforcement, confirmed that the Homeland Security Investigations division executed a federal search warrant in the case. According to a state arrest report, agents discovered sexually explicit videos of a 13-year-old on Schwab's computer while investigating the separate, federal case. No details about that case were available on Monday.
 
Tucson man arrested in federal child-*advertiser censored* sweep
Gonzalez-Castillo was charged in January in a Louisiana federal court with one count of conspiracy to produce child *advertiser censored*. The indictment accuses him of using similar means as Johnson to acquire content for the clandestine site. If convicted, he could face as many as 30 years in prison.

In addition to those charges, Gonzalez-Castillo already faced child-*advertiser censored*-related charges in a federal court in Tucson. He was charged in February 2013 with distribution of child *advertiser censored*, possession of child *advertiser censored* and knowing how to access child *advertiser censored* in the Arizona case.
Fremont man tied to deep-web child *advertiser censored* network
Investigators said Gaw communicated with a person in Louisiana who had enticed numerous minors between the ages of 13 and 17 to engage in sexually explicit conduct. Authorities traced the Internet activity to Gaw's home on Sonora Court in Fremont, said Matt Wright, a homeland security agent, in a court affidavit.

Agents searched Gaw's home in November and found child *advertiser censored* on a hard drive in his bedroom, Wright wrote.

[Abita Springs Mayor Greg] Lemons, seeking to spare his town from any guilt by association, said he has found proof that Johnson, who had an Abita Springs mailing address, lived three miles south of town, in rural St. Tammany Parish, before federal agents took him into custody last year.

“We cherish our children and we watch out for one another here,” Lemons said, referring to pedophilia as the “lowest of low” crimes. “This individual had nothing to do with Abita Springs — and nobody in town knew him.”
The above bolded would be almost comical under different circumstances. In this situation, however, I can't say I blame Mr. Lemons for overstating the relevance of "three miles". I'm embarrassed to say I live within 50 miles of this person. He's a disgrace to all of Louisiana.
Johnson, 27, is accused of organizing an underground website that featured a library of webcam-captured, pornographic videos and offered tutorials to more than 27,000 members on how to trick minors into creating sexually explicit videos.
 
ICE seeks public's help to identify 'John Doe' conspirator in one of the largest-ever child *advertiser censored* investigations. Unknown suspect is believed to be in southern Connecticut area

There is no picture available, at this time.

HSI special agents investigating this case believe "John Doe," whose real first name may be Shaun, is an adult male between 40 and 50 years old. They do not have a photo of the suspect.

Based on investigative clues, HSI special agents believe this person may be living within a 100-mile radius of the New Haven, Connecticut, area. They believe he works in construction management and travels out of town regularly. They also believe he has degrees in electrical engineering and construction management and is proficient with computer programming. He may have previously worked as a director of IT or information security. He may also have a family member living in Hamburg, Germany, who he intended to visit in late spring of this year.

the Germany trip information is what will garner the best tip - that's the piece that will send someone from being unsure into the shock of realization that they need to call police immediately IMO

I read this article earlier today and thought it would be easy to sleuth this person based on the information they seem to know. If the perp had a social media account, it would seem easy to find.

Hope this news release nails him.

Authorities said he also goes by the names “Rnold” and “Rnold Kvistniak” but have so far been unable to identify him. ICE said public can report information through a tip line at 1-866-DHS-2-ICE or by completing the Homeland Security investigative agency’s online tip form.

The suspect, whose real first name may be Shaun, but is known to law enforcement as John Doe, may live in southern New England within a 100-mile radius of the New Haven, according to U.S. Immigration and Customs Enforcement's Homeland Security Investigations.

"We know that because he has purchased gift cards in Norwalk and Wallingford, Connecticut, and mailed money from New York to co-conspirators," said Bruce Foucart, special agent in charge of the agency's New England office.
