I followed Mikelle Biggs story I hope this is her and she can be laid to rest.
 
Mikelle was wearing canvas shoes when last seen, not sandals.
 
The tote box (or the similar tote box shown in the news article) looks to be fairly modern. I would doubt that it goes back to or before the early 80's (e.g., Amy Yachimec, Brandy Myers, or the Leslie sisters)

If the description given by the finder is accurate, Rita Gutierrez, Alexandra Billman, or Bany Galicia might be reasonable possibles:

I wonder if the tote was recently placed in the water and had been 'stored' somewhere else? Seems odd a tote would be there for so long without being noticed and without the tape deteriorating due to the water/sun/heat/ect.
 
the tote was not in the water actually. It was found wrapped with duct tape and pushed way under a bush. The area is desolate - not hard to imagine it going unnoticed IMO.
 
Oh, sorry. I saw the word Lake and thought it was in the Lake. Oops.
 
I think we just refer to the whole surrounding area as Apache Lake, but yes, there is a lake there, but also big swath of northern desert. I see there is lots of speculation about who this might be - hope there are answers soon... but there will be pain for someone somewhere, for sure... sadly...
 
What about Jhessye Shockley (sp?). I realize that she was only five, but since we have only heard from the eyewitness who discovered the crate, he could be mistaken on age. The timeframe for Jhessye seems more probable 2011 as apposed to 1999. IMOO
 
It could be Karen, Jhessye, Isabel and sadly many others. The one reason I don't think it's Jhessye is this statement from the article. They searched the landfill forever too. Never know though. It's one of the missing children. Sad.

The woman said seven to 15 days before Hunter reported her daughter missing, she gave Hunter a ride to Tempe. At the time, Hunter put a large, heavy suitcase in the woman's trunk. When they got to Tempe, Hunter put it in a dumpster. Hunter even apologized to the woman for the smell of the suitcase. Police tested the trunk of that car and it tested positive for blood.

Mikell Biggs story was featured on ID not too long ago! When they found her bicycle one of the tires was still spinning. They tried hard to pin it on the father. So sad so many are missing.
