The victim was discovered on April 27, 1988 in the Hudson River at Dyckman Street, New York, New York

There isn't a lot of info on this Jane Doe, but Isabel Rizzo would seem to be an excellent candidate, given the age, timeframe, and location.

She is listed as White/Hispanic, and from what I understand, she was from Chile, but with only a torso available, she might not be distinguishable from a Caucasian.

Unfortunately, there are no photos available of her. But if you google the search terms (Isabel Lopez Rizzo LaPuma), you will find plenty of articles about her disappearance, and her husband's subsequent conviction on a different offense.

Isabel's husband reported her missing in 1987. 18 years later, he was convicting of killing his longtime girlfriend, Carmela LaPuma. He shot LaPuma while the police had his house surrounded. He committed suicide in prison in 2011.

Isabel had an infant child at the time of her disappearance. If that child (who would now be in her late 20's) could be located, they would be able to get a DNA profile for her.
 
There's also Regina Brown. She's African-American, but has very light skin and I think almost everyone who saw her would think she was white. Queens (where she went missing) is 11.4 miles from Dyckman Street. The timing is questionable since she went missing about a year before the torso was found and the postmortem interval says ''Months'', but the probably year of death IS listed as 1985 - 1988, so that doesn't really rule her out.

ETA: Just noticed there's no mention of a Cesarean scar on the UID. That would make Regina less likely to be a match. Then again, maybe the remains were so decomposed that you wouldn't be able to tell?

According to this article, Frank Rizzo, Isabel's husband, claimed that he believed that mother and child went to Chile. So it would be unusual to say the least for the daughter to be around when he said they both deserted him.

The article says:

Isabel Lopez Rizzo, who police believe was killed and who left behind their infant daughter.. New Rochelle police said they could never find any physical evidence. Rizzo said he believed his wife left him and their baby to return to her native Chile.

This seems to indicate that the baby was still around after Isabel's disappearance.

I thought at first both women were missing from the wrong side of the city, but after poking at maps and rivers and such, both women look possible.

Here's Rizzo's home address compared to where the body was found: https://goo.gl/maps/h4axZ It would be easy for him to enter the city via 9A and drop her off the bridge there, or pull off into the park, which is a rather isolated and unfriendly area. In the late eighties, it was even worse.

Brown's addresses area ll downstream from where the body was found, so I doubt if it's her.

It is said that Rifkin didn't murder his first victim until 1989 when he killed Heidi Balch.

Hunt's Point is on the wrong side of Manhattan, though. A body thrown in there would end up in the East River or, more likely, the north shore of Long Island. It could eventually reach the Hudson, but it would be several miles south of where these remains were found, which is up near the northern tip of Manhattan.

But the Rifkin connection seems likely on the face of it.
 
This person does not have a namus or doenetwork but they where never found. Just throwing it in for consideration. She was 40 at the time.

I remember Wedtech. It was a big scandal at the time (http://en.wikipedia.org/wiki/Wedtech_scandal). I vaguely remember his wife being missing, too.

I see at the bottom of the link you posted that his first wife also committed suicide. Makes one wonder.

I went ahead and passed this contact info along to Lori Bruski, and suggested that she pass it along to authorities. I also included a suggestion that if they do obtain a FRS, that they compare it to the DNA profile on file for UP9180.
 
They lived on Sutton Place in Manhattan at the time but the wedtech plant was in the South Bronx.
I noticed that this doe could have been between 20-50 yo and that est time could have been 1985-1988 so do you think it's a possibility? Could have dumped her in the Hudson River off the South Bronx.

BTW, I met her once but I really can't discuss that on here publicly
 
She certainly sounds possible, I agree. The only issue I see is that the South Bronx and their home address are both well south of the place where the remains were found, and that's not insurmountable. She might have been taken somewhere else to be killed, for instance.

Just received an email from Lori Bruski. She says that Isabel's daughter has been contacted, and she submitted a FRS for comparison to UP9180.
