FREEHOLD – Authorities are asking for the public's help identifying a man's body that washed ashore in Highlands more than a year ago.

The body turned up at Gateway Marina on Dec. 30, 2013, according to the Monmouth County Prosecutor’s Office. The cause of death is unknown and foul play has not been ruled out, prosecutor's office spokesman Charles Webster said Monday.

The man was white and in his 20s, according to a release. A forensic examination concluded the man is not American Indian, Japanese, Chinese or Guatemalan.

Investigators found no match for the man’s DNA in an FBI database. There have been no missing people reported that match this man’s description.

Police released a composite sketch of what they believe the man may have looked like at the time of his death, though facial features, hair length and color may vary.

Any thoughts about Joel Malia? An interesting case of a young man that went missing after a boating accident in Sea Isle City, Cape May County, 2002. Age/ height would be similar. I'm not sure how the tides move in the region, but I know they have been hit with some crazy storms. Just a thought.

There is definitely a strong resemblance. The big difference is that the UID is said to be in his 20s and Boudreau was 43. Let me see what else I can dig up.
 
Here is a map that shows where this UID was found versus where Boudreau's boat and some of his belongings were found. Boudreau went missing in June of 2013, UID was found December 2013. I don't know anything about ocean travel - can anyone weigh in on whether it is possible a body moved this distance in six months?

https://identifyus.org/en/cases/full_report/12281 is now reporting that he was between 18-50, so the age still works. His face has a strong resemblance to me. It's odd though, that I can't find a missing person case number for him on the Missing Persons Canada site. However, he was murdered, and he has never been found.

Is it possible that his body was moved in the fishing boat of the murderer? Thanks for the great map.

Edited to add: "It’s alleged that the lobster fishing vessel the Twin Maggies engaged in an on-water altercation with Boudreau on the morning of June 1, 2013, suspecting he was tampering with their traps. The Crown argued that Landry shot at Boudreau’s speedboat four times, issued directions to boat captain Dwayne Samson as he ran over Boudreau’s boat, hooked him with a gaff to tow him out to sea and that he helped weigh his body down with an anchor."

Dentals are available for the UID and I assume they are also available for the missing man, Philip Boudreau.

But could a body travel that far in 6 months? Gosh, I sure don't know. Was he wearing a floatation device when he was murdered? Don't know that either. There wasn't one found on the body. The body was missing a leg, and Boudreau was shot in the leg.

I think that the match is a long shot, but maybe worth a call.
 
Yes, bodies can travel that far in the water without flotation. Not common but it happens. A couple of years ago, there was a fisherman who drowned off Cape Fear whose body washed ashore on the southern shore of Cape Cod.
 
"Nova Scotia Supreme Court Chief Justice Joseph Kennedy found that Boudreau tried to get away but his smaller boat became disabled, enabling Landry to grab Boudreau's bowline and tie it to the Twin Maggies. They then started to head out to sea but Boudreau cut the bowline. The Twin Maggies then rammed Boudreau's boat three times. Boudreau ended up in the water, hanging onto a floating gas can. Kennedy found that Landry did gaff Boudreau’s body several times in an effort to drag him out to sea. He did not find that Boudreau’s body was weighed down with an anchor..."

I really hope they make an identification. He deserves a proper burial (or cremation) and his family deserves to know.
