Police say a 14-year-old girl is in custody and has been charged with capital murder of a person under 10. The teenager is the daughter of a woman who was watching the baby while her biological mother is in jail.

The drowning was reported shortly after 6 a.m. at the Rosemont at Hickory Trace apartments on South Westmoreland Road. The baby, Justice Hull, was dead when officers and paramedics arrived, Dallas police Maj. Rob Sherwin said.

Hull’s mother requested that Child Protective Services place her baby in the home of the woman, a family friend, when she was put in jail shortly after giving birth, he said. The woman was not at home at the time of the drowning, police said. Neighbors said they could hear the woman wailing shortly after she returned home.

Details are few. According to police, the teenager called 911 to report the death. Police say they still don't know the motive...

A family member said Justice's mother was jailed because of problems with traffic tickets.
 
Oh NOOO. Not another tiny infant dying at the hands of another. We have had about 5 in the last week or so. :rose:
 
:( This has been a horrible trend. So many wee little babies killed lately, by their caretakers.

The CPS agreed to put the baby in this home where there was no adult available 24/7? They knew the child was not daycare eligible and this woman was not available for parts of days. What gives with that decision?
 
The girl went to bed planning to kill Justice Hull and the next day, Jan. 26, drowned the baby in a shallow bowl of water, according to testimony. The girl told police that she did not want her mother to adopt the child...

Evidence showed that the girl and her twin sister took turns caring for Justice an hour each morning before school while their mother was at work. After that, another family member would care for the baby. The day Justice died, the girl told her twin that she would take care of the infant.

In court, the girl’s mother sobbed as she asked Shannon to send her daughter home, saying that her daughter was opening up to her. The girl has been in counseling since her arrest in January.

The girl was paroled. Only served 4 years. Wow.
 
January 2019:

A Dallas judge ruled Friday that a young woman who intentionally drowned a baby girl at age 14 should be paroled and freed into society rather than serving the remainder of her 40-year sentence in prison.

Now 18, she will spend the next 36 years on parole for the capital murder of 2-month-old Justice Hull, a child the teen's mother intended to adopt but the teen considered an "extra" burden...

Shannon, a longtime juvenile court judge, cited a psychological report that said the young woman felt guilt, remorse and shame about the baby's 2015 murder. The report also said the teen believed she had no chance at being released. Shannon was the judge who originally sentenced the teen after deciding she should remain in the juvenile system instead of being tried in adult court.
