"My brother Jay Boyle and 5 of his friends went missing 19 years ago this week while out on a boat on a cold windy night on Lake Ontario. No one has seen or heard from them since. Their bodies and the boat were never found...Police say they don't see how the remains could be his given the estimated age of the bones (25-60), and where he was found..."

The petition shows a photo that appears to be an exact match on the jeans. But Jay Boyle was only 19, considerably younger than the UID's age range, and apparently the remains were found on the other side of Niagara Falls from where the boys were last seen. (Though I thought that hydroelectric plant was just below the falls.)

There is also apparently a second body found the same day in the same location, but I haven't been able to find anything yet.

p.s. It's not a new petition, just new to me.
 
Those families are getting a dreadful raw deal from the completely irrational decision by LE(?) to not even try and ID the remains. What kind of insanity is at play here? It's simply outrageous!!

It is downstream of Niagara Falls, so it appears it could have been reached by boat from Lake Ontario (barring obstructions). The river flows south to north, though, so the remains couldn't have drifted there naturally. They could have come from upstream, however, including the US side. There's also the question of whether the river ices over and if so was it still icy on March 17.

I can totally see a bunch of drunken joyriders in the middle of the night saying "hey, let's go up and see if the waterfall is still frozen," or something like that.

I'm confused about the water intake channel...that is different from the river no?

Usually the intake channel is the concrete watercourse that guides the river water into the power plant. it's got grates over it to keep logs and other debris from getting into the generating equipment; I presume that was the location where they found him.
 
Been there many times. The intake channel for this facility comes from above the falls on the Canadian side. They reversed part of the Welland River to get water to flow in from the Niagara River. He could have ended up in the channel from the Niagara River or anywhere along the banks of the channel, there is no grating or anything. It is a large ditch several miles long with a number of bridges over it. Best to look at aerial pix to understand. He did not end up there from below the falls.
 
I'm looking at the aerial view. I see the canal but it doesn't appear to go as far as the generating plant.

p.s. I'm not saying you're wrong. Just having trouble seeing it.

Hiya Carbuff,
The canal looks like it ends because the water goes down vertically there to feed the two Beck generating stations. It feeds the reservoir by the famous floral clock as well, for times of low flow. If he was found in that canal, no way he got there from Lake Ontario or the Niagara River below the falls. The canal is at a much higher level.
 
No updates that I could find.

Evidence would support a conclusion that the law enforcement agency with jurisdiction in this case doesn't have resolving this case as a high priority, though you never know what's going on behind the scenes.

On April 12, a DNA profile from the recovered bone was uploaded to the RCMP National DNA Database.

Eight days later, there was a positive match between the DNA of the bone and that of a man who had been reported missing in September 2011.

Police said the man’s mother had previously provided a sample to the database.

“This search for the missing person has been going on for most of the last decade and has left the mother of the deceased devastated, wondering if she would ever find her son again,” Det said. Const. Sara Mummery, missing coordinator with Niagara Regional Police.

“Regardless of the time that has passed, families need answers, they want closure and it is our responsibility to do what we can to provide it.”

The man’s name is not made public at the request of his family.
