Six months after the death of 9-year-old Korbin Rager, Montour County coroner Scott Lynn ruled it a homicide and, on Monday, Point Township police filed six additional charges against Victor Hare for his role in the boys death.
Hare... faces additional charges of involuntary manslaughter and drug delivery resulting in Ragers death... Other charges include aggravated assault, two counts of endangering the welfare of children, indecent assault and two counts of recklessly endangering another person...
Investigators received the autopsy report and death certificate for Rager, and it indicated that the cause of his death was "oxycodone toxicity" and "homicide." The oxycodone levels were reported at 1,200 ng/ml... Police said, "This places the oxycodone level in the victims blood at 12 times the maximum therapeutic range"...
A cut straw was recovered from the crime scene, the police report said. The cut straw is "consistent drug paraphernalia used to abuse and snort drugs." The straw had oxycodone residue on the inside and had DNA matching Hare and Rager, police said. A "ped" egg and pill crusher at the crime scene had oxycodone within... Further, a penile swab taken during Ragers autopsy had DNA from the defendant, police added.

Township police said when they arrived at Hare's home on Springhouse Road about 8 a.m. that day they found Rager's 13-year-old half-brother crying on the front porch. In a bedroom they said they discovered Rager with blood coming from his mouth and nose. He had vomited, they said.
Hare had picked up the boys from their mother the night before with plans to ride dune buggies, arrest documents state...
A similar incident occurred earlier this summer when Rager became ill and had "stuff" coming out his nose, the half-brother told police, according to the arrest affidavit.

Hare, a convicted felon, has been accused in nine separate cases between 1974 and 1985, cases that included exposing himself to a 7-year-old boy while in bed, supplying alcohol to teenagers, corruption of minors and several criminal incidents with juvenile accomplices...
Point Township police say Angela Clark, who now faces two felony counts of endangering the welfare of children, was well aware of the kind of man Hare was... Numerous witnesses including Korbins half-brother provided written statements and reports to investigators that Clark had firsthand knowledge of Hares drug problem, details about the home environment not being suitable for children and warnings from friends and family not to leave the children in his care.
Sources close to the family say Hare often took Clark and the boys on expensive trips, including Walt Disney World in Florida or the Great Wolf Lodge in the Poconos. He would buy them gifts, the most recent being bicycles. Police say Clark would punish Hare when she learned he was taking drugs in front of the boys by not allowing him to see Korbin and his half-brother, but would change her mind when she needed money or help.
