TOWN OF BELOIT—An autopsy is planned and authorities are continue to investigate after a woman was found dead Saturday in the garage of a town of Beloit residence, a police official said.

Town of Beloit Police Chief Steve Kopp said late Saturday that a man was being held at the Rock County Jail after police took him into custody at his residence at the 1900 block of South Dewey Avenue, town of Beloit.

The man, whom police have not named, was taken into custody on a probation hold shortly after 9:30 a.m. Saturday after police came to his residence on an unspecified “check welfare” complaint. Police said they found the body of a woman in the garage of the man's residence.

Kopp confirmed the man lives at the residence, but he said the woman did not live there.

Authorities have not given details, but they called the death “suspicious” in a news release Saturday. Her identity had not been released as of late Saturday.

A town of Beloit man accused of killing a Beloit woman he invited to his home for sex has pleaded guilty to a reduced charge in Rock County Court.

As part of a plea agreement, Andre D. Robinson, 39, of 1966 S. Dewey Ave., Beloit, pleaded guilty to second-degree intentional homicide.

Judge Michael Haakenson found him guilty and dismissed but read into the record a charge of resisting an officer.

The reduced charge means Robinson intended to kill Brandy L. Carroll, 19, on May 9, 2015, but that the killing involved a mitigating factor known as “adequate provocation,” Deputy District Attorney Perry Folts said.

Wisconsin statutes define “adequate provocation” as something that would cause “complete lack of self-control in an ordinarily constituted person” and that the defendant reasonably believes the victim did something to cause the defendant to lose control and cause the death.

What kind of prison sentence should be handed to a man who admitted he stabbed a young woman to death because he didn't want to go back to prison?

Andre D. Robinson, 40, received a 30-year sentence Tuesday for the crime of killing Brandy Carroll, 19, at his town of Beloit home in May 2015.

Deputy District Attorney Perry Folts called for the maximum sentence, 60 years in prison.

Defense attorney Walt Isaacson said 20 years was sufficient.

Judge Michael Haakenson agreed with Isaacson that Robinson has redeeming qualities, but he said 30 years was needed to protect the public from a man who has “cognitive issues” that have led him to commit numerous crimes.
