Ocean Parkway
Gilgo Beach
Nassau County, NY

4 April, 2011

"The unidentified child, found wrapped in a blanket is between 16 and 32 months of age and is related to one of the victims found near Jones Beach in Nassau County [she is not related to the woman found within yards of her (Jane Doe #6)]"

"The child, possibly the woman’s daughter was wearing a set of hoop earrings and a rope necklace. They are both believed to have been killed between four and five years ago." (LI Press)

"...and a female sex worker and her toddler child, who was found wrapped in a blanket. Both mother and daughter had on inexpensive jewelry. Officials displayed the girl’s earrings and necklace in the hope that someone might recognize the items." (NY Post 2015)

"While the other victims had clearly been murdered, Suffolk County officials said, the toddler’s body showed no sign of injury or trauma, and her death has not been classified as a homicide..."

At the site where she was found, the tangled and thorny branches stretch so high and thick that they form a kind of impenetrable wall. There is neither surf nor sand nor the sound of waves. It is one of those forlorn places on the side of the road where bits of trash and car parts and license plates end up.

The police cut a path into the brush and made a small clearing where the body was found: She appeared to have been laid on a patch of dirt about 50 steps from the edge of Ocean Parkway, at the foot of a thin tree, leafless and largely branchless." (NY Times)

The remains of a child were one of the four sets of remains recently recovered by investigators, according to a report form the New York Post.

http://www.cbsnews.com/8301-504083_162-20052775-504083.html

A law enforcement source told media that the remains are not that of a grown woman, but instead belong to a child or a baby. “One doesn’t match the others. It’s a young person, possibly as young as an infant, or a child,” the source told the New York Post. “If that’s the case, then that wouldn’t fit the pattern.”

An eighth body was that of a girl, 18 to 24 months old, and wrapped in a blanket, who may not be a homicide victim and "very possibly" was hidden at the beach to conceal her death, Suffolk District Attorney Thomas Spota said at a news conference in Hauppauge.

"It is clear that the area in and around Gilgo Beach has been used to discard human remains for some period of time," Spota said.

"As distasteful and disturbing as that is, there is no evidence that all of these remains are the work of a single killer."

In the past when the body of a child has been found that was not identified... they have released information.

Asked people to help them identify the child.

Released the age, gender, race and any other identifying features.

Grandparents, aunts, neighbors... have you noticed a child that has disappeared?

Made a sketch and released it. Even gone so far as to make a replica of what the child would look like alive.

Why are they not doing that here?

Do they already know the identity of the "unidentified" child?

Is that not their focus since she isn't the victim of a serial killer?

Why are we hearing nothing about the attempt to find out the identity of this baby?

Maybe le should read this and do the same as was done in these cases.

This is an article I haven't seen before. My apologies if it has already been posted. Has a few more details about the child.

"A spokesman for the Suffolk County Police Department said that DNA tests had not yet been completed, and that if the tests did not lead to an identification, officials might seek the public’s help."

http://www.nytimes.com/2011/05/30/n...rded-on-a-beach-one-that-doesnt-fit.html?_r=1

I still find that absurd. They might seek the public's help.

Why not seek it now???

What DNA are they going to try and match it to?

Riley Ann Sawyer, Erica Green, Camden Hughes...

DNA would have made no difference. They had to ask for help to identify them because they weren't reported missing.

I don't believe this girl matches any missing person's reports. So I don't understand, since they believe the baby is not connected to the others... what DNA they are going to match it with?

I'm lost.

I cannot help but to wonder if this toddler might be Samantha Kibalo. ( link ) I realize that her father & LE appears to think she is still alive. And his atty has even posted to this site. ( link ) However, in light of the allegations against the mother ( link ) along with the fact that New Hyde Park is fairly close, it seems quite possible that the mother could have gone too far, resulting in the baby's death. Also, the wrapping in a blanket tends to be something a mother who did not intend to kill the child, would do. That, and since LE has not ruled this child's death a homicide, it sounds like they did not find signs indicating trauma. Which arguably points to accidental death and leaves the question, what would motivate someone to try to hide a tragic accident? Imho, someone who has a history of harming their child via munchausen syndrome by proxy would certainly fit this profile.

Concerning Samantha Kibalo.

her mother Ann Kibalo (48 years old) has relatives at 4 town on Long Island, so it seems like a fair possibility that the child remains could be Samantha.

Here are the 4 towns were Ann Kibalo has relatives:

NEW HYDE PARK, NY
PLAINVIEW, NY
HUNTINGTON STATION, NY
FRESH MEADOWS, NY

Distances from the childs remains to thise 4 towns are ca 20-30 miles.

Here are all the names Ann Kibalo is listed as:

KIBALO, ANN P (Age 48)

Associated names:

KIBALD, ANN P
SAUL, ANN P
YERMAK, ANN P

ICR where the baby was found (I know on the beach)
From this map ( link ), she was found approx 0.04 miles (64.37m) east of the unidentified Manorville victim, Jane Doe 6. Outside of stating that she was btwn 18 and 24 months old, was wrapped in a blanket and that they don't think her death was a homicide, they've not said much else.

Thank you, I knew that; but was hoping that I had missed something! Dang, so all we know is that it was a baby girl wrapped in a blanket...

I know I saw or heard somewhere that they didn't believe that child had been there all that long, about the same time frame as the identified victims. Definitely not years. But I can't find it anywhere... so maybe they retracted that or it was misreported?

Either way, it would be worth sending the information about Samantha to make sure they have it.

See THIS is why they should release more information. If they said "the body has been there between 6 months and a year" then you could eliminate Samantha and not send the tip. But since they have given you nothing to use to eliminate her... I would feel I needed to send it.

Maybe they are comparing the DNA from the child to see if matches the mdna from one of the other unidentified female victims found there first. I do not know, but they are at least doing something, even if they wont share the specifics with us. I do not believe that the LE does not care for the child victim, but I am sure that there may be more in play going on right now then we know about.

What would they be thinking caused her death then? Weird.

Do they have a race listed for her?

The little child was not murdered? Then what was her body doing out there?

I mean alright, maybe the child died of natural causes or in some sort of accident ... why not report it? Even if the family/parent(s) are low on cash the child could have at least had a decent burial done through the medical examiner's office! Why dump the body in the middle of nowhere off some state parkway?

A lack of trauma to skeletal remains does not necessarily mean that the death was accidental. Just means that the manner of death is not indicated on skeletal remains. The child could have died at another's hands in any other number of ways, such as strangulation, poisoning, drowning, suffocation (see: Caylee Anthony - there was no indication of MOD found on her bones either.) We don't know which bones were found either - sometimes the hyoid bone will break from strangulation/suffocation but if it's only a skull that is found and it is intact you wouldn't be able to tell. So manner of death is probably "undetermined" or "unknown".

Have you called in Samantha Kibalo to LE as a tip for the unidentified child?

I agree. Why would you not release as much information about this child as possible ? While I don't belive this is related to the SK, that's no reason not to make every concievable effort in enlisting the public's help. Every life has equal worth.
In many ways, the young & unborn deserve even more of an effort in so far as they are the most helpless & dependant to begin with.
