Officials: Fox Lake cop killed himself because he feared discovery of crimes
Dan Hinkel and Lauren Zumbach, Tribune Reporters
November 5, 2015

[...]

To the contrary, authorities said Wednesday, Gliniewicz staged his suicide as it became clear that he could face repercussions for using the youth program to facilitate his thefts. Text messages Gliniewicz had sent, which authorities revealed Wednesday, appeared to suggest threats against Village Administrator Anne Marrin. Investigators have also seen evidence that Gliniewicz had made contact with a woman linked to the Outlaws motorcycle gang to discuss the possibility of a gang member doing harm to Marrin, said multiple sources with knowledge of the investigation. The interest in harming the official is one of several areas of possible wrongdoing still under investigation, the sources said.

[...]

"Gliniewicz committed the ultimate betrayal to the citizens he served and the entire law enforcement community," Filenko said. "The facts of his actions prove he behaved for years in a manner completely contrary to the image he portrayed."

Gliniewicz's family members, who have insisted he did not kill himself, declined to comment on the allegations in a statement released through attorneys.

"Today has been another day of deep sorrow for the Gliniewicz family," the statement reads. "The Gliniewicz family requests that their privacy be respected as they continue to cope with the loss of the beloved husband and father."

Officer’s Death Stuns Illinois Town a Second Time
By RICHARD PÉREZ-PEÑANOV. 4, 2015

[...]

There is “an overwhelming amount of evidence that Gliniewicz’s death was a carefully staged suicide,” Commander George Filenko of the Lake County Major Crime Task Force said at a news conference. He said that a review of tens of thousands of emails, text messages and phone calls, along with bank records, showed that for at least seven years, Lieutenant Gliniewicz had been embezzling and laundering money from the Fox Lake Police Explorer program, which he headed, as well as forging documents and signatures. The money had been spent on travel, mortgage payments and adult websites, among other things.

[...]

Crucial evidence, investigators said, lay in 6,500 text messages that the lieutenant deleted shortly before he died, but that were recovered by the F.B.I.’s crime lab. The messages contained incriminating statements and evidence of his crimes, investigators said, and showed his growing fear of being caught.

“The Village of Fox Lake had begun conducting a thorough internal audit of all of their assets,” Commander Filenko said. While the lieutenant was not yet a focus of the inquiry, “as we found indicated in some of those messages that were retrieved, that was a concern, that this audit was going to lead to discovery of his malfeasance.”

[...]

Cases of law enforcement officers killing civilians are “seized upon by Black Lives Matter and other radical groups to demonize the police,” Bill O’Reilly said on his Fox News show, the day Lieutenant Gliniewicz died. “Thus, we have open season on the cops. Today in Illinois, 52-year-old police Lieutenant Joe Gliniewicz, shot and killed in the Chicago suburb of Fox Lake.”

A large manhunt for the three suspects followed the shooting, and it shifted several miles to the south the next day, when a woman reported that men matching the description given by the lieutenant had tried to take her car. The next day, investigators arrested her and charged her with fabricating the report.

There were reports that a suspect had been caught and that the search had been called off — both turned out to be untrue. Days into the investigation, a former police officer was also arrested, charged with threatening officials if they did not rule the death a suicide.

The dirty Illinois cop who staged his suicide to make it look like he was murdered in the line of duty was suspended multiple times for alleged sexual harassment and once threatened to shoot and kill a 911 dispatcher because she was acting “foolishly,” according to his trouble-filled work file.

Fox Lake police Lt. Charles Joseph Gliniewicz’ personal file, released late Thursday, includes several accolades for good performance early in his career along with a slew of reprimands for a variety of infractions from lying about being sick to bullying and harassing his colleagues.

According to sources, Gliniewicz, who was married, had an affair with a woman. He later arranged to have that woman marry his son, D.J. Gliniewicz, who is in the army in order to boost the military benefits for D.J., since being married could add up to thousands more per year.

WGN Investigates learned that marriage did not last long between D.J. and a woman named Kathryn Grams. The marriage was dissolved just after Christmas, 2014.

Fox Lake cop who committed suicide plotted to 'put a hit' on town administrator: authorities
BY Corky Siemaszko
NEW YORK DAILY NEWS
Updated: Thursday, November 5, 2015, 11:27 PM

The dirty cop in Illinois who killed himself to hide his thievery plotted “to put a hit” on a village administrator because he feared she was on to his scheme.

Fox Lake Police Lt. Joseph Gliniewicz, a once-beloved figure known as “G.I. Joe,” tried to hire a gangbanger to rub out Anne Marrin, a sheriff’s spokesman said.

Detectives also found cocaine packets in Gliniewicz’s desk after he offed himself on Sept. 1, and they suspect he had been plotting to plant the drugs on Marrin.

“It’s a very scary thing that an officer that’s sworn to uphold the law would even think about attempting to do something like that to an administrator,” Marrin said.
EXCLUSIVE: Cop who faked his own murder went into sex addiction rehab for forcing colleague to perform oral sex and watch him urinate - after targeting her through her son's youth group

[...]

The personnel file was obtained by the Associated Press but does not appear to mention the extremely detailed account made in federal court by a woman against him.

Denise Sharpe Gretz, a 49-year-old former Lake County officer, accused the heavily-tattooed former soldier of coercing her into performing sex acts on five occasions.

She also accused the married father-of-four of making lewd comments and urinating in front of her, according to a federal lawsuit.

In court documents seen by Daily Mail Online, Sharpe Gretz described how Gliniewicz invited her to a hotel in February 2000 to give her a military uniform he had purchased for her son.

Once there he 'directed her to his hotel room where he gave her a box of chocolates for Valentine's Day.'
Gliniewicz proceeded to rub her shoulders before pressuring Sharpe Gretz into performing oral sex, according to the complaint filed three years later.

The 'sexual favors' continued for months despite Sharpe Gretz pleading with Gliniewicz, by then a respected sergeant and her commanding officer, that she wanted it to stop.

'Gliniewicz continued during this time to indicate to Petitioner that these sexual favors were strongly encouraged and/or required to protect her job,' the suit alleged.

Gliniewicz's personnel files show different side of 'hero'

In a Feb. 1, 2009, letter sent to the village mayor, submitted by anonymous members of the Fox Lake Police Department, officers complained about Gliniewicz making threats and sexually harassing a dispatcher; having to be escorted out of bars by bouncers because he was highly intoxicated; stiffing another bar on a $300 tab; taking his family on vacation to Wisconsin in his squad car; grabbing women’s breasts at department Christmas parties; and being found repeatedly drunk in public and being belligerent with officers who confronted him.

A Fox Lake dispatcher wrote in an April 2003 memo about a comment Gliniewicz made about putting “a round of bullets” in her chest. She said she couldn’t recall the exact comment, nor her response. But she said Gliniewicz then replied, “not if they don’t find the body, and there are a lot of lakes around here.” She said she initially felt threatened, but later realized he was joking.

[...]

The day before Gliniewicz staged his suicide, Marrin had asked him to complete an inventory of Explorers equipment kept at a village building, a requirement for the village to review its liability insurance. Gliniewicz failed to turn over the list, and in a text message to an unnamed person, he wrote: “She now has demanded a complete inventory of exploder [sic] central and a financial report . . . FML.”
Marrin emailed Gliniewicz and asked for the inventory list again the morning of Sept. 1.

“He said, ‘I will have it to you by noon or 1 o’clock,’” Marrin said.

Q&A: With others yet to be charged, more drama likely in case of Illinois officer suicide
By DON BABWIN Associated Press

And the drama may not be over. Authorities say they have strong evidence at least two others were involved in the embezzlement of thousands of dollars from the Fox Lake Police Explorer youth program led by Lt. Charles Gliniewicz. One official says the officer's wife and one of their sons is under investigation. The family accepted thousands of dollars in donations when people thought Gliniewicz gave his life to keep them safe. What now?
___
Q: How did this all start?
A: Gliniewicz became anxious after Fox Lake hired its first professional administrator, Anne Marrin, who made it one of her first orders of business to review finances and inventory assets of all village departments, including the Explorer program.

Marrin told The Associated Press that the lieutenant didn't seem to have answers, which made her want to look deeper. She said their emails were neither heated nor tense, and that he responded, "Yes, ma'am," when she asked for documents. Still, he avoided producing the numbers through his dying day.

"He emailed me ... and said I'll have it to you by 1 or 2 (o'clock). And then the incident happened," she said.

A second official who was briefed on the investigation told the AP that Melodie and D.J. Gliniewicz were recipients of a separate set of incriminating text messages from the lieutenant that investigators released Wednesday when they announced the staged suicide.

The official also spoke on condition of anonymity because he was not authorized to discuss the investigation publicly.
The official said Melodie Gliniewicz was the person identified as "Individual #1" in the messages released Wednesday, who at one point suggests in a message that she and Joseph Gliniewicz may "need to hide the funds some how."

The official said D.J. Gliniewicz was "Individual #2," whom the officer appears to scold for spending money on personal items. At one point, the officer warns that person that not repaying money to an unspecified account means that person "will be visiting me in JAIL!!" In another message, the officer tells Individual #2 that he has thought through many scenarios involving Marrin, "from planting things to the volo bog," a remote swamp in the area.

[...]

In a May 13 message to D.J Gliniewicz, the officer appears to be talking about new village administrator Anne Marrin, who was reviewing finances and assets of all village departments, including the Fox Lake Police Explorer program for young people interested in law enforcement careers. Her questions left the elder Gliniewicz feeling he was about to be exposed, authorities say.

Gliniewicz: "She hates me and I've never said more than 3 sentences to her the year shes been here. ... If she gets ahold of the old checking account, im pretty well f(asterisk)(asterisk)(asterisk)ed."

Son: "Hopefully she decides to get a couple of drinks in her and she gets a dui."

Gliniewicz: "She does, but not around here and no one knows where. Trust me ive thougit through MANY SCENARIOS from planting things to the volo bog!!!"

The volo bog is a remote swamp in northern Illinois.

[...]
In a June 22 message, Gliniewicz informs his wife that he used the Explorer account to pay for a travel expense:
Gliniewicz: "Used the exploder acct for the flight, $624.70. It can wait for a while, their acct is sitting at $3000'ish now."

Police in Illinois hunt for 3 suspects after officer killed

Police in helicopters, with dogs and armed with rifles conducted a massive manhunt in northern Illinois into Tuesday night after an officer was fatally shot while pursuing a group of men.

An emotional Fox Lake Mayor Donny Schmit described the slain officer, Lt. Charles Joseph Gliniewicz, as a personal friend, a three-decade member of the department and a father of four sons.

"We lost a family member," Schmit said of the 52-year-old officer known around town as "GI Joe." ''His commitment to the people of this community has been unmatched and will be dearly missed."

Hunt for 3 suspects widens after Illinois officer's death

Authorities broadened the hunt Wednesday for three suspects wanted in the fatal shooting of a popular Illinois police officer, even as they acknowledged that they had no indication the men were still in the area where the slaying happened.

After an intensive 14-hour "grid search" of homes, railroad tracks and marshland in the village of Fox Lake, the second-day manhunt turned to the painstaking detective work of chasing down tips, collecting and reviewing surveillance video and interviewing residents near the crime scene. Meanwhile, new search teams rippled out into subdivisions beyond the initial 2-square-mile perimeter established on Tuesday. At least 100 investigators were on the ground.

The initial, frenzied search for his killers involved law enforcement agencies from across the state. Some wore tactical gear and toted high-powered rifles. Officers took up positions on rooftops and along railroad tracks and scanned the terrain through rifle scopes and binoculars. Others leaned out of helicopters with weapons at the ready.

The Latest: Group wants donation to officer's family back

An organization that assists survivors of officers killed in the line of duty is asking the family of an Illinois police lieutenant found to have staged the scene of his suicide to return its donation.

On the day Charles Joseph Gliniewicz was found dead, 100 Club of Chicago CEO Joe Ahern presented a check to the officer's widow for $15,000.

Ahern told the Chicago Tribune this is the first time the organization has requested the return of a donation. He said the decision to seek repayment came after authorities announced Gliniewicz, of Fox Lake, took his own life amid fears his criminal activities were about to be revealed.

Motorola Solutions announced in September it would put up a $50,000 reward toward information leading to the arrest of Gliniewicz's killer. The company announced Wednesday the money will be donated to the Fox Lake Explorer post to replace stolen funds.

Retired Cop Arrested for Threatening Investigators in Slain Officer Case

Joseph A. Battaglia

A retired Chicago police officer has been arrested after allegedly making threats against all officials involved in the investigation of the fatal shooting of Fox Lake, Illinois, officer Lt. Joe Gliniewicz.
Joseph A. Battaglia, 54, called the Lake County coroner's office at 2 p.m. on Friday from a blocked phone number and threatened to harm all members of the Task Force and all investigators involved in the death investigation unless they declared Gliniewicz's death a suicide, according to the Lake County sheriff's office.

Lake County sheriff's detectives arrested Battaglia at his home in the 5600 block of West 103rd Street in Oak Lawn on Saturday. He was subsequently charged with two felony counts of disorderly conduct.
Battaglia is being held in the Lake County Jail on $100,000 bond. He is scheduled to next appear in court on Sept. 15.

“Lake County Judge Christopher Starck told attorneys in court Friday not to discuss the case outside the courtroom.

"Clearly it's the duty of the attorneys not to try the case in the media," Starck said.

Gliniewicz family members and their attorneys have declined to comment. Assistant State's Attorney Ken LaRue also declined to comment after Friday's hearing.

"We believe that the evidence we have supplied so far strongly supports the action we have taken. Because this matter is now in litigation, we would be unable to comment publicly. We look forward to litigating this case in a court of law," State's Attorney Mike Nerheim said earlier in the week.

The matter is scheduled next up in court on Nov. 30, with a hearing on Gliniewicz's attorneys' motion to dissolve the freeze order set for Dec. 7. The freeze on the Gliniewicz bank accounts is expected to remain in place at least until then.”

Fox Lake police Lt. Joe Gliniewicz's secret stash of military surplus equipment

FOX LAKE – The basement that is home to the Fox Lake Police Explorers post looks like disgraced Lt. Joe Gliniewicz was preparing for a zombie apocalypse rather than teaching youth about police work.
.
.
It was Marrin’s visit on Friday, Aug. 28, to the community center basement – which the Explorers had taken over despite no paperwork or written agreement – that apparently marked the beginning of the end for Gliniewicz. “Wow” was the first thing that Marrin said came to mind when she saw all the gear.
“Where did this all come from, was my first thought, and why do we need so much of it?” Marrin said.
Marrin approached Gliniewicz after morning roll call on Monday, Aug. 31. She wanted answers.
“I said, ‘Lieutenant, I need a full inventory of everything in the Explorers’ building – every item, every purchase order, every authorization. Do you have that?’ He answered, ‘Yes, ma’am,’ ” Marrin said.
Marrin said she told Gliniewicz that she wanted everything by 2 p.m., and he again responded, “Yes, ma’am.”
But Gliniewicz was upset and worried about where the inventory would lead next, according to his deleted text messages. Shortly after his exchange with Marrin, he texted former chief Behan, who retired under pressure days earlier over an unrelated issue.
“She has now demanded a complete inventory of exploder central [sic] and a financial report…FML,” which is a text abbreviation for, “(expletive) my life.”
“It was very clear that what was coming next would be the village administrator would want documents pertaining to the [Explorers] financials," Covelli said.
Five o’clock came and went, and Gliniewicz had not submitted any paperwork. Marrin sent him an email again demanding it.
At 6:54 a.m. the next day, Gliniewicz sent Marrin an email saying he would have everything to her by noon. He would not – his body was found by his fellow officers, in what turned out to be an elaborately staged scene, an hour and 15 minutes later.

The widow of Fox Lake police Lt. Charles Joseph Gliniewicz was indicted Wednesday on felony charges of misuse of charitable funds and money laundering, stemming from what authorities have said was her husband's theft from a village-controlled fund before his death almost five months ago.

Authorities have said that Lt. Gliniewicz took his life Sept. 1 — staging it to look like he was shot by three suspects he was pursuing — amid fears that his "extensive criminal acts" were about to be exposed.

Wednesday, authorities formally charged his wife, Melodie Gliniewicz, with being an accomplice to those acts. Her lawyers, however, contended in a statement Wednesday that she was "a victim of her husband's secret actions."
