Four French officials have told The Associated Press that police questioned and released the fugitive suspect hours after the Paris attacks.

The questioning came when police pulled over a car near the Belgian border, hours after authorities had already identified Saleh Abdeslam as the renter of a Volkswagen Polo that was abandoned at the scene of the attack.

Abdeslam is now the focus of an international manhunt. One of his brothers detonated a suicide vest in central Paris and another was ultimately detained in Belgium.

He was one of three people in a car stopped by police Saturday morning, hours after the attacks that left at least 129 dead, the officials said.

Three French police officials and a top French security official confirmed all that officers stopped Abdeslam and checked his ID and then let him go.

The officials spoke only on condition of anonymity because they were not authorized to publicly disclose details of the investigation.

Hi everyone, sorry for not checking in. It's been utter shock here. Myself and friends and family are deeply shaken. Several separate friends were in the thick of it and will never get over what they saw. I will post more tomorrow. We are deeply shocked but we won't let this take over our lives. Love you guys

The arms used prove how difficult it is for France – which has strict weapons laws – to tackle flow of illegal weaponry across Europe’s porous borders

Even if French security forces can track down the expert behind the vests, they will still have to grapple with the challenge of cutting off illegal gun supplies to potential attackers.

The country tightened weapon controls after the 1995 bombings of the Paris metro and RER commuter trains, and again in 2012 after Mohammed Merah went on a shooting spree around Toulouse, killing seven people including three students at a Jewish school.

Military-grade guns are banned in France, and even people who want to own a handgun or hunting rifle have to go through strict checks on their background and mental health.

But in recent years a black market has proliferated. The number of illegal weapons has risen at a rapid rate – double-digit percentages – for several years, according to the National Observatory for Delinquency, a body created in 2003.

“One of the reasons we see a lot of Kalashnikovs and AK-47s on the black market is because Russia has just upgraded the Kalashnikov, and that has created massive stockpiles of the older models,” Kathi Lynn Austin, an expert on arms trafficking and the director of the Conflict Awareness Project, told al-Jazeera after the Charlie Hebdo attacks.

PARIS SUICIDE VESTS MARK CHANGE OF TACTICS AND NEW THREAT

The suicide vests used Friday by attackers in Paris -- a first in France -- were made by a highly-skilled professional who could still be at large in Europe, intelligence and security experts say.

All seven of the assailants who died in attacks wore identical explosive vests and did not hesitate to blow themselves up -- a worrying change of tactic for jihadists targeting France.

Unlike the attacks in London in 2005 where the bombers' explosives were stored in backpacks, Friday's assailants used the sort of suicide vests normally associated with bombings in the Middle East.

"Suicide vests require a munitions specialist. To make a reliable and effective explosive is not something anyone can do," a former French intelligence chief told AFP, speaking on condition of anonymity.

"A munitions specialist is someone who is used to handling explosives, who knows how to make them, to arrange them in a way that the belt or vest is not so unwieldy that the person can't move," he added.

A SEA OF DEAD PEOPLE

Melissa took refuge in a technical room where she was with other people on Friday evening at the Bataclan. "We heard gunfire for an hour but also grenade explosions," says Melissa. "Everyone in the room remained calm, that is what saved us our life," she says. And: "We were very afraid, when a phone rang and one time a terrorist tried to open the door." Fortunately without success as a young man clutched the handle of the other side. "Every minute we thought we would die," recalls Melissa.
Special agents of RAID secured the place after the attack, and the people from the technical room were finally able to leave through the hall of the Bataclan. "It was a human sea of dead people, it was awful," Melissa recalls.

The Salah brothers lived in Molenbeek, an impoverished section of Brussels that is mostly populated by immigrants from the Arab world and that has been linked to violence. “We don’t have control of the situation in Molenbeek at present,” Mr. Jambon told VRT, a television channel.

Amedy Coulibaly, who was involved in the deadly assault on a Jewish supermarket in January, is believed to have bought weapons in Molenbeek, as is Mehdi Nemmouche, a Frenchman who targeted the Jewish Museum of Belgium in 2014, killing four people. Ayoub El Khazzani, a Moroccan who was thwarted in his attempt to attack passengers on a high-speed train traveling to Paris from Amsterdam, is also thought to have lived there for a while.

“I notice that each time there is a link with Molenbeek,” Prime Minister Charles Michel of Belgium said on Sunday. “This is a gigantic problem.”

The raid ... including 10 fighter jets, was launched simultaneously from the United Arab Emirates and Jordan. Twenty bombs were dropped," the statement said, adding that the mission had taken place this evening.

The operation, carried out in coordination with U.S. forces, struck a command center, recruitment center for the armed groups, a munitions depot and a training camp for fighters, it said.

He was apparently spoken to by officers on Saturday morning when they pulled over a car carrying three people near the Belgian border.

Police then checked Abdeslam's ID and subsequently let him go, officials told the Associated Press.

The incident came just hours after authorities had identified him as the person who rented the Polo which was abandoned at the scene of the attack.

Paris attacks: five things the world must do in response

"Terrorism is used by the weak against the strong. They cannot defeat us on their own. They improve their chances by recruiting the strongest possible ally – ourselves.

Terrorism works when it distorts our judgment with fear and anger, and we misjudge our responses. Terrorism turns our strength against us. It can only work if we let it."

France's Intelligence Failure
(Ouch..)

Snip

After January, the French took a number of minor steps, but avoided a comprehensive reform. The French should have trained additional, massive manpower to deal with situations of terror; to train legal personnel to file charges against terror elements and perform constitutional changes; to purchase a lot of equipment, mainly intelligence machines, which would allow an advanced infiltration of social media, and to get assistance from other countries that have dealt with such situations in the past.

That didn't happen as well. The American source says his country offered to help the French train manpower and sell them intelligence machines of the Palantir company, which specializes in the area of OSINT (Open Source Intelligence), but was turned down. Israel offered different types of aid too, and received a polite refusal.

A key failure is the hesitation to join international systems coordinating the war on terror. The French were very hesitant about exchanging information. Cooperation could have generated, for example, a list of suspects who would be banned entry by all countries, including France.
