The body discovered by a fisherman Monday on Indianapolis' northeast side has been identified as one of the teenagers allegedly killed by an Indianapolis bounty hunter last year.

Police identified the body, found in the 6400 block of Olivia Lane, as Timmee Jackson, 15, who, along with 16-year-old Dionne Williams, went missing Christmas Eve.

Bounty hunter Kevin Watkins was later charged with the boys' slayings.

Jackson was identified by fingerprint comparison, police said, and his family has been notified. His cause of death is not being released, but the coroner has ruled it a homicide.

The search continues for the body of Williams, police said.

A bounty hunter is accused of killing two teenagers late Christmas Eve and burying their bodies overnight into Christmas morning.

The bodies of 15-year-old Timmee Jackson and 16-year-old Dionne Williams have not been found, but police say there is enough evidence to determine they are dead - murdered by 49-year-old Kevin Watkins.

Watkins' house on East 23rd Street is where police found large amounts of blood on leaves in the yard and leading to a nearby shed. Watkins denied knowing anything about the blood or the bloody clothing found in a garbage bag inside his SUV. Police say the clothes match what Timmee Jackson and Dionne Williams were wearing the last time they were seen on December 24th.

"He didn't come home," said Pleasure Jackson, speaking about her brother Timmee. "We was like, that's not like him, to not just come home and we was looking for him all night, calling around for him…on Christmas Eve."

Word in the neighborhood circulated the boys had broken into Watkins home, so his mother stopped by to talk to Watkins. When she saw blood on the front steps, she called police who searched the home, the SUV and Watkins' bail bonds business in the 6000 block of Massachusetts Avenue. Large amounts of blood as well as human tissue and a body part were found in various locations on Watkins property. By the day after Christmas, it became clear the boys were likely dead.

Outside Marion County Criminal Court 5, after Watkins' initial hearing on charges of double murder, emotions ran high. Some of the victim's family members had to be restrained by deputies.

"It's stressful on the families," said Marion County chief deputy prosecutor Denise Robinson. "It's this time of year, it's the circumstances of this case, it's the unknowing of certain things."

As for the man accused of murdering the boys and disposing of their bodies - which still haven't been found - family and friends struggled to believe the accusations.

"I just think it's not him... He's just not that type of person," said Kathy Parks-Winfrey, who said she’s known Watkins more than two decades.

Though Watkins made a living providing bail for accused criminals, he himself isn't eligible for bail since he's accused of murder. He'll remain in jail at least until he goes before a judge on February 16th.

Disturbing scene

Investigators found blood in Watkins' front yard Christmas morning leading into two trails - one that went into his own back yard and a second that went behind the garage of the vacant house next door. They also saw blood on the rear bumper and doors of Watkins' SUV.

Oh wow.
I'm so happy both bodies have been found. Now the family and friends have some kind of closure.
If convicted, I hope this man burns in H E double hockey sticks.

How horrible...even if the boys did indeed steal from this man (and it doesn't seem he even knew for certain, just thought) it is NO excuse to murder them.

RIP Dionne and Timmee.

The prosecutor handling the case of an Indianapolis man accused of killing two teenagers, one of whom he allegedly believed had burglarized his home, says the man’s double-murder trial likely won’t be held until early next year.

Watkins faces an Aug. 26 pre-trial hearing. He’s charged with killing 15-year-old Timmee Jackson and 16-year-old Satori Williams.
 
I read about this before but never commented. what did he do, just shoot them in his front yard? on Christmas? and he held and cuffed another teen about the same dang burglary? call the cops, dang!!! you are 49 years old dude.
 
now that I think about it, I don't even know that he shot them, he may have just beat them to death. and a finger?

Last week, Watkins wrote a letter to the judge presiding over his case, Judge Grant Hawkins, telling him he has PTSD and that his incarceration is exacerbating it. Watkins also wrote “54:17” twice on the letter – apparently a reference to the Bible verse Isaiah 54:17: “No weapon formed against you shall prosper / And every tongue which rises against you in judgment you shall condemn.”

The letter is one of two Watkins has written to Judge Hawkins.

In April, Watkins wrote a lengthier letter outlining his belief that the authorities have “manufactured a case and or cases against me” in order to “obtain a tainted conviction.” Specifically, he accuses IMPD detectives of harassing a witness in the case.

Kevin Watkins, 51, faces two counts of murder for the deaths of 16-year-old Satori Dionne Williams and 15-year-old Timmee Jackson.

“It is a circumstantial case," Crawford said. "But the circumstantial evidence is so overwhelming. It’s a mountain of evidence against Mr. Watkins. In fact, I would characterize the evidence as a Mt. Everest of evidence. It’s more circumstantial evidence than I’ve seen in 40 years of this work and hundreds of murder cases. I’ve never seen so much circumstantial evidence against a criminal defendant.”

Marion County deputy prosecutor Mark Hollingsworth used his opening statements to paint a picture of Watkins as a man who was “hunting” for the people who broke into his house. On Dec. 18, 2015, Watkins’ home was burglarized, and several guns were stolen. That theft led Watkins on a quest, Hollingsworth said, for revenge and, ultimately, murder.

Hollingsworth also gave jurors a glimpse of the gory nature of the evidence in the case – including bloody trails leading from Watkins’ front yard and a severed finger found in his SUV.

Confronted with the prospect of days’ worth of gruesome evidence, Watkins attorney, Jeff Neel, didn’t shy away from his own vivid description of how the boys died. In fact, he made it quite clear: Watkins killed them both with tomahawk blows to the head.

But, Neel argued, Watkins was acting in self-defense for himself and his family.

“This verdict is gratifying for many reasons, most importantly that it brings justice to the families of Timmee Jackson and Dionne Williams. They endured months of not knowing what happened to their loved ones, only to find that their worst fears were true. We mourn the senseless and tragic loss of these young men,” Prosecutor Terry Curry stated after the verdict was announced. “Further, the conviction assures the public that Kevin Watkins will no longer be free to use his self-appointed position of power to threaten or injure others in our community.”

For Watkins, the verdict could mean as much as 130 years in prison. For the families of his victims, it meant the end of more than two years waiting for justice.

Amber Partlow, Williams’ mother, said she was glad the jury saw the case for what it was. And, she said, she hopes people now know her son wasn’t a criminal.

“They were wonderful kids and they stood up for people in their lives,” Partlow said. “In this, they are standing up in their deaths as well because no one will ever have to be tortured by this person again.”

An Indianapolis bail bondsman found guilty of killing two teens has received 110 years in prison.

During his trial, Watkins admitted to killing the two boys, but claimed he acted in self-defense.

Watkins repeated that claim during sentencing, but in the end the judge gave him 55 years behind bars for each of the two teens he killed, adding up to 110 years total.

Prior to the sentencing, the boys’ families had the opportunity to read letters to Judge Grant Hawkins. Williams’ grandfather told the judge that Watkins was a “human biohazard.”

“If this man has not shown a departed indifference to human life, then I’m not sure what would,” he said.

Outside of the courtroom, Marion County Prosecutor Terry Curry said he felt the verdict matched the crime Watkins committed.

“On occasion, murder rises to pure evil, and Kevin Watkins is evil and deserves every single day – every single day – of the 110 years he was given by the court today,” Curry said.
