A father and son have been arrested after a 13-year-old girl claims she was held captive in a Toledo home for more than a year.

Timothy Ciboro, 53, and Esten Ciboro, 27, were arrested early Thursday morning at a home on Noble Street in north Toledo.

Two employees found the girl wandering outside the Port Authority building on Water Street around 9 p.m. Wednesday.

The father and son allegedly kept the girl shackled, by the ankle, to a support beam in the basement of the home for more than a year. She told police she was fed spoiled and old scraps of food and forced to go to the bathroom in a bucket.

(...) They were officially charged with kidnapping and endangering children in Toledo Municipal Court Thursday morning. Both are being held on $500,000 bonds.

The child's mother is believed to have been gone before the 2014 incident. Her current whereabouts are unknown.

ARGH SERIOUSLY?!

The girl said she had run away from home because her step-father chained her up in the basement. She managed to escape when the two men left the home to go on a run.

One of the women who found the girl called Timothy Ciboro to tell him where his daughter was, and he hung up on her. The woman then called police.

A 13 year old tells you her stepfather has been chaining her up in a basement ... AND YOUR REACTION IS TO CALL THE STEPFATHER TO COME GET HER?

TOLEDO, Ohio - An Ohio man and his 27-year-old son kept a teenage girl shackled in a basement for as long as a year, according to court documents.

Timothy Ciboro, 53, and Esten Ciboro, 27, were taken into custody early Thursday at the home on Noble Street in Toledo. Esten is charged with kidnapping to terrorize or to inflict serious physical harm. Timothy is charged with endangering children, torture and cruelly abusing a child. I will go find the article to quote, but I distinctly remember reading that all of the kids in this situation were homeschooled.

ETA:
The family reportedly had contact with Lucas County Children Services in 2014 when a neighbor saw a child eating food out of a trash can. The children were reportedly not removed from the home because they didn't appear malnourished.

Reese said the family is religious and the children were home-schooled. She said her agency is in the process of reviewing past contact with the family to investigate whether policies were followed.

Hmmm... I wonder how they managed to keep suspicions at bay, even using the good old "homeschooling" excuse. OH seems to be pretty hands on with HSers.

Parents should start by notifying the superintendent of the school district where they reside about their intent to home school their child/or children.
Parents agree to:
Provide 900 hours of instruction per year;
Notify the superintendent every year; and
Provide an assessment of the students work, this link will provide the O.R.C. requirement.
a. have an Ohio licensed teacher administer one of the nationally normed tests, such as TerraNova, Stanford, Iowa

b. keep a portfolio of students work, have an Ohio licensed teacher provide a written assessment of the students work

c. the student can take the Ohio achievement tests with the public school district classroom

I normally just lurk on WS and this is my first time posting...Toledo is my hometown, and I still live about 20 min away. It absolutely breaks my heart that a person could do this to a child, but moreover they interviewed neighbors and one even said that they noticed the child was gone, but never bothered to ask where she went. JMO, and I know that this area of town that this occurred in is not the nicest of area and this man allegedly is not the nicest of people, but I'd think if I noticed a child outside playing for years and then all of a sudden she was gone but the other ones were still around, I might ask a question or two. Seems only the 13 year old was targeted for this kind of abuse. The kids did not go to school, and only the 13 year old victim was actually registered with the district as being homeschooled (per this article: http://www.toledoblade.com/Police-Fire/2016/05/20/Teen-flees-N-Toledo-basement.html). I wonder why Children's Services didn't pick up on this when they were called out a couple of years ago?
 
I live about 30 miles East of Toledo. This is horrible, how can people be so evil? I do not understand. I guess one good thing (if there is any good to this) is that this child was able to get away alive, and that she wasn't held captive for ten years. Now, I am wondering where are the children's parents? Specifically, where is Mom and the BIOLOGICAL father? I have not heard from any news source answers to that question. Where are the children's grandparents, aunts, uncles, cousins??? So sad that these things happen, and TWO cases here in Northern Ohio! How many other missing children, or adults for that matter, are being held captive?

TOLEDO (13abc Action News) - Karen Loudermill had to make a 911 call to save a girl's life

The 13-year-old told Loudermill and Hummer that she lives on a point system. The teen said if she wet the bed then her step-father would shackle her in the basement.

The teen victim told them her step father Timothy Ciboro and her stepbrother Esten Ciboro shackled her to a beam in the basement for a year.

She said she hasn't seen her mother since 2012. She lives with her step daddy. She has problems at night and if she loses 50 points she goes down in the basement and gets handcuffed. We said that's wrong."




Police arrested the father and son. Investigators stopped them in front of the house just as they were about to leave. According to a police report, the teen was kept in the dark and allowed to sit on a plastic bucket or concrete floor and had to defecate in a bucket containing ammonia.
 
So after I started following this case, I actually realized who this guy was and I've been around him, the older son, and the younger children several times. I never knew his name or his family's name, but he's pretty well-known in a certain recreational group that I belong to. I am not sure how much more I can say here as it is my own experience and not media....but wow, I was floored when the "light bulb" came on and I realized I have seen him in social settings before and what I've witnessed from him behavior-wise before.

His latest media interview says he's in fear for his life in prison and is pretty sure he will not live to see the trial, but he doesn't say too much more because he thinks the media should pay him for it before he interviews again (he says this in the last few seconds of the video): [video=youtube;HzD5QGMrLYw]https://www.youtube.com/watch?v=HzD5QGMrLYw[/video]

So the mother just up and left her children with him and hasn't made contact with them since? Yeah, right buddy. How many times have we heard that before? I hope they try to verify her whereabouts ASAP.

Good im glad he is scared for his life in jail. Serves him right. Playing the victim card will not work you .
