At approximately 11:15 A.M., a shooting incident was reported at the intersection of St. Johns Heritage Parkway and Emerson Road, Palm Bay, involving off-duty Deputy Yousef Hafza.
Deputy Hafza is currently assigned to West Precinct Patrol and has been employed with the Brevard County Sheriff’s Office since November of 2015.
Deputy Hafza is an eleven year law enforcement veteran, having been previously employed by the Palm Bay Police Department, Orange County Sheriff’s Office and the West Melbourne Police Department.
The incident is being investigated by the Florida Department of Law Enforcement.
The incident is alleged to be road-rage related. As a result of the incident, an individual identified as 22-year-old Clarence Mahogany X Howard of Palm Bay was transported to a nearby hospital where he was pronounced deceased.
Deputy Hafza was unharmed, and has been placed on paid Administrative Leave pending the outcome of the investigation. An action that is routine in cases of this nature.


NOTE: Subsequent reports indicate accurate age of victim is 25 (not 22).

PALM BAY, Florida - The Florida Department of Law Enforcement has arrested Brevard County Sheriff's Deputy, Yousef Hafza, for the charges of second degree murder with a firearm and attempted second degree murder with a firearm following an alleged road rage incident on Emerson Drive in Palm Bay, Florida on Sunday, June 19, 2016.
The 32-year-old deputy shot and killed 25-year-old Clarence Mahogany X Howard while off duty during the incident.

Hafza testifies in stand-your-ground hearing in shooting death of unarmed man

Former Brevard County deputy Yousef Hafza made his case Monday for stand-your-ground in the Father's Day 2016 shooting of an unarmed man during an alleged road rage incident.

Hafza took the stand at the Viera courthouse on the second day of testimony to tell Judge Jeffrey Mahl why he believes he was justified in shooting and killing Clarence Howard on St. John's Heritage Parkway while off duty. The first day of testimony was held in March.

After a Florida Department of Law Enforcement investigation into the shooting, Hafza was charged with second-degree murder and attempted second-degree murder after the altercation with Howard and Jose Montanez.

He and his attorneys filed a motion to have the charges dismissed based on Florida’s “stand your ground” law. Under the law, a person does not have a duty to retreat if faced with an imminent threat.

Judge Mahl did not issue a decision Monday and it could take several months.

A jury acquitted an off-duty former Florida sheriff’s deputy for shooting and killing a passenger in a vehicle after he and the vehicle’s driver nearly collided with one another. The jury was forced to consider two very different versions of what occurred in a case where prosecutors accused the now-former deputy of road rage.
