Woman streams aftermath of fatal officer-involved shooting

By Eliott C. McLaughlin, CNN
Updated 4:57 AM ET, Fri July 8, 2016

CNN)As Philando Castile's head slumps backward while he lies dying next to her, Diamond Reynolds looks into the camera and explains a Minnesota police officer just shot her fiancé four times.

The nation is, by now, accustomed to grainy cell phone videos of officer-involved shootings, but this footage from Falcon Heights, outside Minneapolis, is something different, more visceral: a woman live-streaming a shooting's aftermath with the police officer a few feet away, his gun still trained on her bloody fiancé.
"He let the officer know that he had a firearm and he was reaching for his wallet and the officer just shot him in his arm," Reynolds said as she broadcast the details of Wednesday's evening shooting on Facebook ...

Philando Castile shooting: What happened when filming stopped?

By Rosa Flores and Catherine E. Shoichet, CNN
Updated 10:16 PM ET, Wed July 13, 2016

Falcon Heights, Minnesota (CNN)Days after police shot Philando Castile and Alton Sterling, the investigations into their deaths are far from over.

But new details are emerging in the two cases that have sparked protests nationwide and debate over whether officers used excessive force.

Here's a look at the latest developments: ...

But in this specific case, there is a video showing the couple smoking pot in their car, while behind the steering wheel of the car, with their baby strapped in her car seat. That is offensive, in my opinion. Added to the fact that he never had a valid drivers license, even after being stopped repeatedly for years, for driving w/out a license or insurance. That means to me that he was a pretty unreliable person and not the 'gold standard' that he is being held up to be. Now YES, I know that does not mean he deserves a death sentence. OBVIOUSLY. But it does make me wonder if the girlfriend is telling the true story of the event. It seems quite possible that he was distracted, erratic, and it did not happen in the way that she has described. JMO

The views are conflicting here - on one hand PC should not be dead under the circumstances, but it seems that PC being dead in his vehicle at that moment, under circumstances that so far do not include being high on weed is valid to some point.

Well, if that constitutes a reason for a death sentence in the USA, by all means many more Americans should be dead - now and in the near future. <modsnip>

The Science Museum of Minnesota has removed a sign in honor of slain school worker Philando Castile after it received a torrent of criticism.

The museum had erected the placard Saturday at the entry to its ongoing “RACE: Are We So Different” exhibit. The sign read, in part, “The staff and Board of the Science Museum of Minnesota join the community in mourning the tragic killing of Philando Castile.”

An undated photo shows a sign posted at the Science Museum of Minnesota's "Race" exhibit mentioning Philando Castile, an African American man who was fatally shot by police in Falcon Heights during a July 6, 2016, traffic stop.

Castile's shooting and other recent incidents prompted protests over the relationship between police and minority communities. The St. Paul museum has now removed the sign after Facebook commentators suggested it was disrespectful to law enforcement. (Photo courtesy Black Lives Matter St. Paul).

This week, the museum has been slammed with objections on its Facebook page. The facility also got negative calls and emails, said spokeswoman Kim Ramsden.

“We had several concerns raised by people who saw the sign, or were on social media, that identified themselves as either family members or friends of the law enforcement community,” Ramsden said. “As soon as we heard yesterday within the law enforcement community (that it) felt we were taking sides, we took (the sign) down immediately.”

LE didn't like the tribute to PC? LE hasn't 'given all the facts' regarding the case of PC that people have been asked to wait for. They know something we don't? Something is coming that we can't see?

Also from the museum article:

“But other Facebook posters took a different view.

“Thank you for honoring the life of Philando Castile with your exhibit on race,” one wrote. “You keep me coming back to the science museum. You are an example of how our state and our country can simultaneously do community healing and learning. I’m grateful.”

Another wrote, “ Thank you for your exhibit regarding race. And for your sign for Philando Castile. Racism is an ugly stain in this country’s history and just like with a washing machine, this stain will have to be agitated to get it out.

Yet another wrote, “Thank you for your display honoring Philando Castile, and inviting us into a deeper conversation about race and racism in our culture. We’ve always loved the SMM, but we’ll be making a special visit tomorrow with our five year old. Hopefully, with your help, he and his peers will grow up to unravel and unmake the messes we grown ups make with our fears and fragility!”

Maybe some in the coummunity would be better served by an exhibit on broken taillights and broad noses.

Or, maybe some in the community would be better served by an exhibit on how law enforcement officers and investigators work to investigate, identify, and pursue dangerous suspects who remain at large from armed robberies?

Or, maybe some in the community would be better served by an exhibit on how to behave and communicate when approached by law enforcement officers?

There are 2 sides to every encounter. At present, we have ONLY one side that is receiving any media and public attention: the interpretation of the encounter by the girlfriend, and those who think law enforcement is *always* predatory, racist, and wrong.

It's going to take quite a while longer, just as with Jamar Clark, and Freddie Gray, and Michael Brown, until we get to the truth.

New documents today released.

(Summary)

Records show police officer Jeronimo Yanez and officer Joseph Kauser had no records of any complaints filed against them during their 4 years on the force.

Yanez and Kauser were involved in a traffic stop of Castile in Falcon Heights earlier this month; the Minnesota BCA continues to investigate the fatal shooting where they say Yanez fired his gun striking Castile.

A November 2011 incident report shows that Yanez and Castile had crossed paths before after a different traffic stop for defective equipment on Larpenteur Avenue.

According to records Castile was stopped by a different officer and arrested for driving on a revoked license, but it was Yanez that helped book Castile into jail in 2011.

Yanez lawyer says he pulled over Castile on July 6th because he believed he resembled a suspect in a convenience store robbery earlier in the month.

Documents show Officer Yanez had been assigned to work the robbery case.

July 21, 2016

During this batch of documents, the spokespeople for the city also offered a long explanation of things that will not be release, some just because they don’t exist. For example:

- There are no records of a complaint against officers Joseph Kauser or Jeronimo Yanez.

- There are no other incident reports, police reports, or any other data involing (sic) Diamond Reynolds than the July 6, 2016 traffic stop during which Castile was killed.

- Whether first aid was offered to Castile, and by whom; that’s been turned over to the Bureau of Criminal Apprehension for that agency’s investigation.

Lots and lots of documents.

I'm sorry you are lost - the questions still prevail. What's with 2011?

From K_Z's post above:

A November 2011 incident report shows that Yanez and Castile had crossed paths before after a different traffic stop for defective equipment on Larpenteur Avenue.

Nobody has claimed 2011 is relevant in any specific way that I have seen. There was a public information request, it produced certain documents, in those documents there was mention of a prior incident between these two people in 2011.

Bbm I'm not so sure because it obviously had something to do with him being pulled over. Can someone turn it on and off so quickly?

JMO

IMO he was pulled over because he matched the description of the robbery suspect but they are saying the shooting happened due to his actions and the presence of the gun. The reason for being pulled over doesn't have to be the same reason for the shooting, does it?

Regarding the girlfriend's continued statements that "no one" checked a pulse or gave any first aid to PC, there is video from a bystander that clearly shows 2 police officers administering CPR--first 10 sec of the video below. (Their uniforms identify them as police, not EMT's.) And Roseville Police Chief also has evidence to dispute the statements from the GF.

Roseville police Chief Rick Mathwig on Thursday disputed previous accounts that Philando Castile was not given first aid for 10 minutes or more after being shot.

Mathwig's account matches the timeline laid out in publicly available radio scanner traffic from the incident. Recordings show about four minutes passed between the report of shots fired and Roseville officers administering CPR.

No. I wasn't trying to say that.

So four minutes and not 10 - is that what this means?

Don't see how six minutes makes much of a difference.

Additionally, the GF was on "The View", and made a couple of statements that may end up being *very significant* to the investigation into understanding what exactly happened.

She said PC was having trouble getting to his license and registration, getting his wallet out. (Beginning at 5:28 in video below). Just prior to that, she says the officer did not know PC was carrying a weapon. "The officer didn't know it was on him."

She *thinks* they were pulled over for a broken tail light, which is just incidental to why the officer *actually* pulled them over.

We now know several additional pieces of information-- Geronimo Yanez was assigned to the investigation of the service station armed robbery, AND the car (white oldsmobile) AND the occupant/s both matched descriptions of the at-large perpetrator/s in the armed robbery, AND he or his partner radioed to dispatch that they were pulling the car over BECAUSE the car AND occupants MATCHED the description of the armed robbery suspect/s.

Yet the persistent reports in the media are that they were racially profiled and harassed simply for a broken tail light.

It's unfortunate that the armed robbery suspect at large was black, and that PC matched the description. But that pretty much refutes the persistent meme that they were "profiled" ONLY because they were black, and pulled over as some kind of racist harassment for a broken tail light by dirty, racist cops.

Police were trying to solve a felony armed robbery and identify an at-large suspect. Yes, it all went south from there, and we still need to determine exactly why a seasoned officer with no complaints and good work history pulled out his weapon and fired. And IMO, it's not because of a broken tail light and a "bad, dirty racist cop."

I think this will end up being like the Jamar Clark case all over again, by the time we get to the REAL truths.

So four minutes and not 10 - is that what this means?

Don't see how six minutes makes much of a difference.

Remember, the GF was video recording and uploading to facebook live after PC was shot, arguing with officers, instead of following the instructions from the officer, who had the gun pointed at her thru the window. She herself delayed getting out of the car, then she had to be "cleared" for weapons, and detained, while the child was removed, and PC was disarmed and removed to the ground. Roseville police were immediately enroute when shots were fired. 4 minutes seems pretty reasonable to do all those things, before CPR was administered. IMO.

Maybe some in the coummunity would be better served by an exhibit on broken taillights and broad noses.

IIRC The broad nose was what dispatch had given as part of a description of a suspect, if I am not mistaken that would have come from the person that placed the (911)call about a robbery, (if I am not mistaken). I can not find fault with what dispatch conveys to the responding officer. jmo idk
