Someone strangled Holstead in August 1986, leaving her lifeless body in a marsh in a northwest side industrial park. Her killer has never been made to answer for the crime. Her slaying — labeled Green Bay Police Department case 14-47 — is the longest-running homicide investigation in Brown County, the Green Bay Press-Gazette reported.

The Green Bay woman was 22 years old on the last day she was seen alive, bolting from her boyfriend’s car at a west side intersection during an argument. She may have met someone at a bar along the way; may have caught a ride from a stranger. Her boyfriend said she never made it to their west side apartment.

Authorities believe she was killed and then her body was brought to the marsh. The murder weapon, investigators say, was a piece of her own clothing.

“This was a brutal homicide, and it bothers me that it’s still unsolved,” said Brad Linzmeier, the Green Bay detective who became the lead investigator on the case after Haglund retired. “Her family and friends should know that we have not forgotten.”

Holstead Cold Case Revisited

Police say evidence found on Holstead could not be directly linked to her boyfriend. As time went on investigators continued interviewing friends, family and those close to her to find out more about Holstead.

"I think, in my experience in most homicides, people who know things and for whatever reason, whether they're involved or not, they are reluctant to be truthful...and I think in this case there was a lot of untruthfulness," Runge said.

Last seen alive after argument with boyfriend after leaving Dave's Bar early morning of Tuesday, August 12, 1986.

Found strangled Bay Port Industrial Park, Green Bay, WI August 12, 1986, that afternoon, shortly after her family reported her missing.

Sounds like the same scenario of Bonnie Marie Repinski, age 34, disappeared 15 Aug 1975 from Menasha, Winnebago County, WI, Bonnie also was never found. She also left their vehicle after an early morning argument with her husband, David Repinski, who runs Dave’s Who's Inn, now located at 835 Indiana Ave., Sheboygan, WI.

Laine R. Shields aka Lloyd R. Repinski was a suspect in that disappearance.

This is the last known photo of Lisa Holstead before she was murdered in August of 1986. She disappeared less than a week after this photo was taken.

GREEN BAY (NBC 26) -- Green Bay Police announced Thursday an arrest in a 34-year-old cold case homicide.

Police said officers have made an arrest in the 1986 homicide of Lisa Holstead. Holstead’s body was found near what is now Ken Eures Nature Park in Green Bay on August 12th, 1986.

Police announced 57 year old Lou Archie Griffin has been arrested on multiple charges related to the homicide of Lisa Holstead.''

''The case is still being investigated. A news briefing on the case is scheduled for next week''.
 
The article has him at age 57 - but the court site has his date of birth 8-16-1955 - making him 65 years old.

At 16:29 in the press conference livestream it is mentioned that Griffin had "just" been released from prison for sexual assault and moved to Green Bay a month before the murder. So it seems he does have a criminal history. It was also mentioned they never had any CODIS hits on the DNA from the murder, so I guess Griffin's DNA was never collected because he didn't have any convictions after the time DNA collection was required.

Forensic genetic genealogy to his family tree led to the arrest. Griffin had a history of violence against women, including strangulation, according to a criminal complaint. He had been living in Green Bay for a month prior to Holstead's death after he was released on parole from the Green Bay Correctional Institution for second-degree child sexual assault.

A man has been bound over for trial on charges related to a 1986 murder in Green Bay.

At the hearing, a Green Bay Police detective who took over the case testified. Det. David Graf stated that investigators took beer cans from a dumpster outside Griffin’s apartment in Racine County and used it to obtain his DNA. They also found a cigarette butt that Griffin was seen tossing away, according to Graf’s testimony.

The defense asked the judge to dismiss the case, claiming there was no evidence to show Griffin murdered Holstead. They claim Griffin had sex with Lisa Holstead, but someone else killed her.

The prosecution stated there are reasonable inferences that the person who sexually assaulted Lisa Holstead also killed her.

The judge sided with the prosecution and agreed there was probable cause to bind Griffin over for trial. An arraignment hearing is scheduled for Feb. 8.

Local man’s work with FBI helps crack Green Bay cold case, colleagues say

For now, the FBI won't speak publicly about forensic genetic genealogy but according to Green Bay detective, David Graf the same technique Steve Kramer's colleagues credit him with inventing is what lead to an arrest in the Green Bay cold case of Lisa Holstead; the 22-year-old single mother who was murdered in 1986.

"It started with the media of the Golden State Killer case and I knew in the case we had a (DNA) profile that wasn’t identified. I didn’t know if this type of investigation was appropriate so I reached out to some people and I found out that it was the type of case that could be useful to them," says Graf about applying forensic genetic genealogy to Lisa Holstead's case.
