'We believe he was coming here to meet somebody, because who else comes down here at 2 a.m.?' she said. 'I wouldnt, and then he just disappeared.'"

So I do think it's reasonable to assume that Jesse went to the apartment building based on his friend's and sister's comments in the first article (by the way, did the reporter mean to say, "... she does believe ...," rather than "... she doesn't believe ..."?).
In the second article, Jesse's sister says, "He just went behind that shed and now he's gone," which leads me to believe that perhaps she has seen surveillance video from the area of the apartment building, in which he goes behind a shed and does not reappear.
Then there is the car that was "observed on surveillance video driving around the back of the Empire Apartments at around 1:30 a.m. Saturday morning and leaving a few minutes later."
Was Jesse picked up by whoever was driving the car?
