Investigators including state police Cpl. Thomas C. McAndrew and forensic anthropologist Dr. Erin Kimmerle of the University of South Florida will exhume the man’s remains from Maple Hill Cemetery in Hanover Twp. at 9 a.m. Monday.

Not much info to go on, but the height, weight and age match the Namus range (30-50yo). The article linked in OP mentions that they tried to match dental and fingerprints in 2009. Owen was entered in Namus on 12/29/2009 and his dentals are available but not entered and he has no fingerprints available. The article also says the age range is 30-35yo, which would exclude him.

Case Details
On September 17, 1996 a worker from the state Department of Transportation discovered the victims body about 20-25 feet north of I-80 in Dennison Twp, near mile marker 268.
The victim was partially clothed (no shirt) and was partially wrapped in a multi-colored comforter. His legs had been bound with white, nylon twine at the knees. He appeared to have been dragged to the area where he was discovered.
