Police say Grant Ayerst, 21, and Norman Whalley, 36, flew to Toronto from B.C. to sell drugs.

Ayerst had lived in Barrie and had only moved out west two months prior to his return visit to Ontario.
Whalley had never been to Ontario before.
In the video created for social media, Leon’s voice-over says police know the two men stayed at a Toronto hotel during the Toronto International Film Festival and then checked out to visit the Barrie area.
“We know they had return flights booked to return to B.C. on Sept. 13, and they never took that flight,” Bamford said.
Both men disappeared and haven’t been seen or heard of since.
“We know people move away and may live in a different city or even a different country now,” she said. “But if people share the videos, it may be that one little thing that jogs someone’s memory. Even the smallest detail matters.”

My guess is that someone decided that killing them and stealing their drugs would be a better idea than buying drugs from them. The murderer could be any random junkie or pusher, so it's hard to know where to start in terms of sleuthing.

so they flew into YYZ with drugs in tow....

On September 7, 1991, Grant and his friend, Norman Whalley Jr. flew from Vancouver, British Columbia to Toronto, Ontario. The two men checked into the Bond Place Hotel in downtown Toronto and stayed until September 11, 1991.

Grant and Norman then traveled to the Barrie area. Although they had return tickets booked for September 13, 1991, they were not on the flight. Neither Grant nor Norman have been seen since.

Based on the subsequent police investigation, it is believed that both men were victims of foul play. To this date, neither man, nor their remains, have been located.
