He was last seen in the 1200 block of West Lehigh Avenue last Tuesday.
Elwood is described as 57″ tall, weighing 118 lbs., with a thin build, blue eyes, light complexion, and balding white hair, balding.
He was last seen wearing black pants and a black hat with a white W on it.
Police also say he frequents the Suburban Station area.
