Reconstruction of Victim by NCMEC

Unidentified White Male

* The victim was discovered on September 25, 1998 near Mebane, Alamance County, North Carolina
* Skeletal Remains
* Died sometime during 1998.

Vital Statistics

* Estimated age: 10 - 11 years old
* Approximate Height and Weight: 4'11" (150 cm); 50 lbs (23 kg)
* Distinguishing Characteristics: Brown hair; unknown eye color.
* Dentals: He had sealant on the surfaces of some of his teeth.
* Clothing: He was wearing "Fox Polo Club" brand khaki shorts, size 3 "2XS Sports" brand black and white athletic shoes, and white tube socks.

Case History
The child's body was found along Industrial Drive near Mebane, NC on September 25, 1998.
He may have been part of a migrant worker group that populates the area every harvest

Please note: The NCMEC did the reconstruction. The Doe Network has the information as he was 10-11 years old when he died in 1998. The NCMEC has him listed in the "age now" field as 10-11 years old! Further in, under "circumstances" they list him as 10-11 yrs old when he was found, in 1998.

That would make him 17-18 years old, in 2005, in the "age now" if he's listed as a missing child.
 
I have found no "aha!" matches. I searched for children reported missing from January 1, 1998 to January 1, 2000. I will list the closest matches... but ALL have problems.

6. Luis was thought to possibly be in New York State. Is it possible that he travelled with migrant workers, and was with them in NC?
 
Actually I elimated another possibility I had because he'd be too old now.

So that's it. I checked U.S., Canada, and Mexico through NCMEC and either the missing dates don't match up, or the age is way off.

So who is this boy??????? Could John Doe indeed be Luis????

Case History
On June 15, 1989, a Polaroid photo of this boy, bound and gagged in the back of a van, was found in a Port St. Joe, FL convenience store parking lot by a customer. The lower part of the face of the child is reconstructed. The tape was on his face from below the nose to the point of the jaw.
The photo also showed an unidentified girl, also bound. The photo was found where a white Toyota cargo van with no windows had previously been parked.
Investigators are still trying to ascertain the boy's identity, which would allow them to close the case or investigate further.
There have been speculations that the girl in the photo is Tara Calico who disappeared from New Mexico in 1988.

1. The both look a lot alike, if the age is based around when the photo was found then they are the same age.
2. Since the photo was taken sometime before 1989, its possible that it was taken in 1988, when John Doe was thought to have been killed
3. Both John Doe and the boy in the photo had brown hair.
4. John Doe is estimated to be 4'11", boy in photo is estimated to be 4"0"-discrepancy
5. There is no eye color listed for John Doe, but boy in photo had blue eyes.
6. Tara Calico disappeared on September 20, 1988. John Doe's remains were found on September 25, 1998 and they were skeletal, so he would have had to have died sometime before. Boy in the photo - its unknown if he was even a victim as all they found was the photo.

I know that the general concensus is that Michael Anthony Hughes is dead, but I have always thought that he resembled the unidentified Mebane boy.

I'm not one to discount anything. It would be a stretch, but what if Floyd gave the child away, and he was later murdered? Their ages match up, and I think they resemble one another.

Yes they all look alike... and have brown hair... and would be about the same age. John Doe is unknown eye color, Michael has brown eyes, and boy in photo has blue eyes... so at least one of them doesn't match John Doe... but which one.... or both?

Note: Please disregard boy in the photo on right - dating error, can not possibly be him!
 
Floyd had ties to NC, I think. I recall that Sharon's high school friend got a strange call from Sharon asking her (while at the same time NOT asking her) to come to NC. I might have my states mixed up.

I always wanted to believe that Michael didn't die by Floyd's hand, although I know he has said to some that he murdered the boy, and cadaver dogs did sniff out a scent in the pickup truck shortly after Michael was taken from school. Still, Floyd had a large network of "friends." Maybe he passed the boy on and something happened to him later.

I followed up on Mr. E's theory and went through the NCMEC records for all boys:

1. Who would be 9-12 years old in 1998
2. Who had been abducted/diappeared between Jan 1, 1994-Jan 1, 1997 (which covers an earlier period that I hadn't previously searched)
3. Who had brown hair & brown eyes.
4. Please note, most of these boys would have to fall between their actual photos and their age progression photos.

Bumping again. I lived near Mebane when this John Doe was found and have often wondered if anyone had ever identified him. Since he did not match any missing children from NC, I thought at the time that someone brought his body there from out of state. So sad to think that a family may be looking and not aware of an unidentified body found in NC.

Dead child found; caregivers missing

HILLSBOROUGH - Orange County Sheriff's investigators have a different kind of missing person case.
For more than eight years, they have been trying without success to find the parents and loved ones of a deceased boy. On Sept. 25, 1998, someone cutting grass and underbrush around a billboard near Interstate 85 in Hillsborough discovered the boy's skeletal remains at the edge of a wooded area. Authorities think the child was murdered.
"Someone just dumped his body on the side of the road," Orange County Sheriff's deputy Tim Horne said. "They didn't bury the body or even try to cover it up with anything."
Deputies think the boy was white or Hispanic and between 8 and 12 years old, Horne said.
The brush cutter had last worked in the area in April and had seen nothing unusual. So, investigators think the remains had been in that patch of woods for three to four months. They found a pair of khaki shorts, underwear and white tube socks still inside a pair of black, size three athletic shoes. Medical examiners measured the bones and estimated the child's height at 4 feet 11.
The sheriff's office contacted the news media, talked with Hispanic residents and distributed fliers about the boy, but they couldn't identify him. No missing person report that fit the description was filed locally, and no school authorities reported a student who had suddenly vanished.
Worse still, no one came forward to claim the remains.
In 2001, authorities decided to move the case into the national spotlight by contacting "America's Most Wanted."
"It was supposed to air in 2001," Horne said, "but then the terrorist attacks happened, and it got bumped."
The sheriff's office did receive assistance from the FBI and the Smithsonian Institution, where a series of facial sketches were created based on the child's skeletal structure and DNA.
Sheriff's investigators tried to trace the manufacturer of the child's pants and shoes. They found that the inexpensive 2SX sport shoe is sold at a number of retail outlets. They also learned that the khaki shorts worn by the child appeared to be an Izod knock-off commonly found at the Buckhorn Flea Market, which is near where the child's remains were found.
After examining the clothing, Horne came up with a theory: "This child was with someone who was here illegally. Something happened to this child, and they were scared to contact somebody, so they left the remains."
A team of sheriff's deputies worked on the case. But Horne, who did the forensics work, has been with it since day one. He keeps a box of evidence related to the case under his desk.
Horne wants justice done, if possible, and to help parents who may be out there with no clue about what happened to their son.
"Everyone is alarmed when something happens to a child," Horne said. "There's a universal concern to give the parents closure."

Odd that he had $50 in his pockets. I don't remember that detail from before.
 
I've wondered about this case, doing some lil research I found out that North Carolina had a "seal the state" campaign the year this boy was found for kids from poor families. I read there were about 3000 kids who beneficiated from this campaign, I dk if LE have tried checking the wellness of all the kids who participated to the campaign, maybe 3000 is a lot though but by then they could have asked schools their listings of students it would probably have removed a bunch of them as most probably hadn't moved out of the state. Now it'd be a little to late for that I think. I haven't read that other states organized this campaign. He could very well be from NC. I just don't get the motive of his death. Maybe a violent parent.
