Toronto police say they believe two Chinese students they first thought were missing persons are actually victims of a scam targeting their parents back in China.
Since Wednesday, police were made aware that two Chinese students studying in Toronto, Juanwen Zhang, 20, and Ke “Jaden” Xu, were reported missing to authorities.
After looking into the matter, investigators say they believe suspects contacted both students and told them to go into hiding and stay off their phones and social media, saying their families back in China would be in danger if they did not comply.
Police allege the suspects told family members of both students that they had been kidnapped and demanded a hefty ransom to secure their release.

The Toronto Police Service is requesting assistance locating a missing woman.

Juanwen Zhang, 20, was last seen on Wednesday, November 8, 2017, at 1:45 p.m., in the Yonge Street and Grenville Street area.

She is described as 5'4", 110 lbs. She was last seen wearing a grey jacket, grey University of Toronto trackpants, carrying a green knapsack.

Police are concerned for her safety. If located, please contact police immediately.

Ke “Jaden” Xu, 16, was last seen on Thursday, November 9, 2017, at 10:30 a.m., in the Eglinton Avenue East and Midland Avenue area.

He is described as 6'1", thin build, short black hair, brown eyes, wearing a red winter jacket, grey pants, carrying a black backpack.

Police are concerned for his safety. If located, please contact police immediately.

Let's just hope they are in hiding. This is terrifying for them, their families and the rest of us. How can people be so sick?

Police say the families of both victims are co-operating with the investigation.

"We would like to locate them and make sure that they're all right and that they're safe," de Kloet said.

De Kloet said Toronto Police have not identified any previous victims, but she said similar scams targeting Chinese students have been reported elsewhere in Canada.
De Kloet said fraudsters now have easy access to private information that may have been used against the victims, especially those isolated from their usual support network.

"It's very simple these days to get a lot of information from people on, say, their social media accounts," she said.
Anyone with information about them is asked to call Toronto Police or Crime Stoppers.

In July, RCMP in the Lower Mainland learned of a fraud trend that involved primarily young, Chinese women who were students in the area. The suspects allegedly pose as Chinese government officials or law enforcement and contact their victims via telephone, telling them they’ve been implicated in crimes in China.
Police said the suspects then threaten to harm the victim’s family unless the victim goes into hiding, saying if they contact Canadian police they will be deported.
The consulate general of the People’s Republic of China in Calgary is reminding all Chinese nationals that anyone involved in a criminal investigation in China would not be contacted in the described manner. Any legal documents would be sent through the Chinese Embassy in Ottawa, or via a consulate general in Calgary, Vancouver, Montreal or Toronto.

“Part of the reason we’re here today is that we felt the best way to combat these types of crimes is to be proactive and reach out to our partners in the Chinese community — from the Chinese consulate — to get a message out to the students at the universities and post-secondary schools, and say to be aware of these crimes.

Toronto police say they are looking for a third missing student who may be a victim of a scam targeting Chinese nationals studying in Canada.

Yue "Kandy" Lui, 17, was last seen on Friday at 10:30 a.m. in the Yonge Street and Finch Avenue West area.
Lui is described as 5 foot 6, with a thin build, long black hair, and brown eyes. When last seen, she was wearing a knee-length brown jacket, a white scarf, blue track pants, and black and white shoes

Police say they are concerned for her safety and think this may be related to two other recent disappearances by Chinese nationals.

Juanwen Zhang, 20, was last seen Wednesday afternoon in the Yonge and Grenville streets area.

Ke “Jaden” Xu, 16, was last seen Thursday morning in the Eglinton and Midland avenues area.

The scam involves people contacting Chinese students and telling them to go into hiding or their family back home will be hurt.

Edmonton police are warning the public about a “virtual kidnapping” scheme that targets young female Chinese students in Alberta and B.C.

Scammers pretending to be Chinese government officials or members of Chinese law enforcement agencies are calling young female students studying in Canada and convince them that they’ve been convicted of committing crimes back in China, police said during a press conference on Thursday.

The callers then tell the victims to go into hiding and threaten to harm their families if they refuse, police allege. The females are told they will be deported back to China if they try to contact Canadian law enforcement.
“They’re convincing them not to trust the local police agencies,” Sgt. Kevin Harrison of the Edmonton Police Service said.

Toronto police say 20-year-old Juanwen Zhang was located safe and sound on Saturday evening around 4:45 p.m
Friends and family began leaving messages on her phone, informing her of the alleged scam. When Zhang checked her phone and saw the messages on Saturday, she contacted police. She is safe and unharmed.
An investigation is ongoing and Toronto police are asking for help in locating two other missing people believed to be victims of the scam.
