The Waterloo Police Department says Lakisha Quintel Williams was last seen around 5 pm on January 20 in the 3800 block of Paige Drive. The 40-year-old woman is described as 5’3’’ tall and 180 pounds with black hair and brown eyes. Authorities say she also goes by her maiden name of Lakisha Owens.

Anyone who has seen Williams or has information about her whereabouts is asked to call Waterloo Police at (319) 291-2515.

Meanwhile, Williams’ husband has been detained in Minnesota.

Details weren’t immediately available, but Fredrick Williams, 27, is being held on a fugitive from justice warrant, according to the Ramsey County Jail in St. Paul, Minn.

I have found 3 separate Facebook pages for this woman. All use the same photos, but the last name is different on two of them as is the timeline. In an older one (March 2013) she is pictured proudly displaying a wedding (or engagement) ring set and in a more recent one she lists her wedding day as Feb of 2017. Either long engagement or previous relationship, though one of the photos this last year looks like the same diamond set. Since her wedding day there have been lots of photos of her in lots of jewelry or displaying 100 dollar bills. Displaying such things may attract a criminal, but can't rule anyone out at this point. No one has been named a POI yet, as far as I know.
 
Police believe death of Waterloo woman is a homicide

Police believe the death of a Waterloo woman whose body was found after she was reported missing was a homicide.

The Courier reports that police have not released details of how 40-year-old Lakisha Williams died. An autopsy was performed earlier this week, but police say the full results are pending.

Williams’ body was found Friday on the ground in a remote area of Garden of Memories cemetery. Her mother reported her missing Jan. 25. She was last seen around 5 p.m. Jan. 20 near her apartment.

Williams’ husband, 27-year-old Fredrick Williams of Waterloo, was found in Minnesota last weekend and arrested on a parole violation. He was returned to Black Hawk County on Tuesday and on Wednesday ordered held without bond pending a parole violation hearing in the coming weeks.

WATERLOO, Iowa (KCRG-TV9) -- A judge has revoked the parole of a Waterloo man police said fled to Minnesota after officers questioned him about his wife's disappearance in January.

The judge ruled 27-year-old Fredrick Williams violated his parole by crossing state line without permission, and by failing to report being unemployed to his parole officer for about two months.

Williams has the option of appealing the parole violation ruling.

Waterloo police continue investigating the death of Williams' 40-year-old wife, Lakisha Williams. Her mother reported her missing in January and two days later police found her body at Garden of Memories cemetery on Logan Avenue. Investigators are treating her death as a homicide, but have not yet made any arrests.

Judge Michelle Becker said there was no information police were investigating Williams in his wife's death. She said Williams' did not offer an explanation as to why he left the state when he was arrested in St. Paul, Minnesota.

Cell tower mapping indicated Williams’ phone was in the vicinity of the cemetery not long after Williams was last seen alive, according to court records.

Friends and relatives said they had last seen Owens on the weekend of Jan. 20, 2018.

According to court records, people who knew Owens told investigators that she had been scared during her last days. Some had seen injuries on her, and she told them Williams was going to kill her.

Witnesses told police they saw Williams following Owens, who was in a taxi cab, on Jan. 20, 2018. The cab dropped off Owens at her apartment, and Williams pulled into the parking lot behind her.

Investigators also talked to a neighbor in the apartment building who reported knocking on Owens’ door around 7 p.m. that night, according to court records. After a while, Williams answered the door, opening it just a crack. It was dark inside the apartment, and Williams was brief with the neighbor before closing the door, records state.
