Case History:
Water Department employee found a bag of bones (skull, hip, and leg bones) while cleaning a sewer drain that was determined to be those of a late teenage female with skull injuries

- bones were found in two plastic trash bags
- one bag contained the skull and torso
- the other contained leg bones
- both bags contained lye, which would speed up decomposition
- the woman was described as black, not white as the information above says
- the name associated to the investigation (as an investigator, not a suspect or witness): Capt. James Murray of the city's homicide division

I'm a bit shocked Carola hasn't been officially ruled out.

It wouldn't hurt to suggest her. It looks like they have DNA from her brother and daughter.
Are there any other rule outs for Jane Doe?

This is the most interesting IMO, it shows the letters MON inside of the bracelet

Also a Forensic Anthropology Report and a Chemical and Elemental Isotope Analysis.

The partially complete postcranial remains of a 16-20 year old Black (African American) female,
approximately 59.6 to 67.3 inches tall (4’11” to 5’7”), are present. Several weeks prior to death
the decedent sustained an injury to her face that resulted in fractures to the two mandibular central
incisors. An abscess and fistula formed as a result. A partial STR and full mitochondrial DNA
profiles were developed and uploaded into CODIS and NDIS.

Biochemical georeferencing using chemical and elemental isotope data indicate the decedent likely lived in the USA during the last decade of her life. Oxygen isotopes are consistent with Pennsylvania or the surrounding states. However, it is possible she lived within the broader Midwest or Southeast USA prior to death in Pennsylvania.

The MON is part of the name MONET is you look closely. Monet was a popular manufacturer of better quality costume jewelry, usually found in department stores. The brand is changed hands and is now sold at less expensive stores. I wish it was a set of initials of a person.....
