So nothing to indicate whether she was in the driver's seat or the passenger's one. It's more likely that it would be the latter, since a male is more likely to steal and drive a stolen vehicle, and presumably the (male) driver escaped unharmed or with only very minor injuries and simply left her there in the vehicle.

Briefly searching about Baltimore Leakin Park I found that it is known for its notoriety and locals call it cemetary. By 2010 around 80 bodies have been found there, some still unidentified.

Location of body found - Leakin Park near 4200 Franklintown Road and Weatherville Road. I wonder if Weatherville Road is not mistyped/misspelled and it should be rather Wetheredsville. Might look into it sometime later.
 
While searching more on this case, I came across missing person Tomeka Jefferson, who disappeared few month after this Jane Doe was found. Her boyfriend, who went missing with her, was located dead in the same Leakin Park (on Wetheredsville Road) in April 1996.

Maybe to keep an eye on other Jane Does in the near vicinity. I have opened thread for her

A pettyfogging detail that may aid future researchers:

Baltimore City is independent of any county, and has a role in state government equivalent to a county. Baltimore County surrounds Baltimore City on three sides. Leakin Park is in Baltimore City, but not in Baltimore County.
 
1995 and what did they do with the evidence?? No DNA?? How are they ever going to solve this case! :(
 
I can't believe how many bodies are buried there, this is crazy.
