On March 5, and again on April 9, 2018, police released a photograph of a deceased man. On April 12, 2018, police identified the man as Kirushna Kumar Kanagaratnam, of Toronto.

On April 16, 2018, an eighth charge of First Degree Murder was laid against Bruce McArthur in relation to the death of Mr. Kanagaratnam.

Det-Sgt Hank Idsinga called releasing the photo of Kanagaratnam — with his head tilted back and his eyes closed — a “last resort” in March. Police received 500 tips on the photo and had narrowed the list down to 70 potential names before announcing they had identified the man in the photo last week.

Idsinga told the Post he was “incredibly proud” of the project team after the identification was made on Friday

I wonder where this new photo comes from? It looks like an ID photo to me. Taxi ID?

If he was a taxi driver in Canada and went missing wouldn't the employer have reported a missing person to the police?

Well he was in Canada for 5 years before he went missing. He must have been working somewhere. He is described "from Scarborough." He must have had friends and/or roommates. No one reported him missing. Maybe they thought he had to go back to Sri Lanka or move away for some reason.

The homicide detective said Kanagaratnam was identified with the help of an international government agency but refused to provide more details

Kanagaratnam, who moved to Canada from Sri Lanka in 2010, was 37 years old and living in Scarborough at the time of his death, Idsinga said.

He was never reported missing.
“We are still dealing with the family and getting as much information as we can from them. The direct family is not in Canada and we’ve had to utilize a Tamil-speaking officer to get some information. We are still working on that,” Idsinga said, noting that the victim does have some distant family in the GTA.
When asked how police narrowed down a timeframe for Kanagaratnam’s death, Idsgina said records assisted police in the timeline but he would not elaborate further.
Investigators have not yet found anything that ties Kanagaratnam to the city’s LGBTQ community, Idsinga said.

“He doesn’t quite fit the profile that we’ve seen before,” Idsinga said. “Even with Mr. Lisowick, we didn’t have any direct connection right off the bat but eventually we did find a connection. Whether that comes true with Mr. Kanagaratnam or not, I just don’t know yet.”
He added that if McArthur is linked to any historic murders in the city and there are grounds to lay charges, the case would likely be separate from the current case before the courts.

“I will leave that decision up to the Crown attorneys,” he said.

I agree; it's all possible.
SPECULATION: If he was a conditional refugee and refugee claim was denied, possibly friends/people he knew in Canada thought he had left Canada.
The ID might also be a college/school ID.

OHIP, driver's license or passport photo, maybe?
One of BM's alleged victims also sometimes worked as a food delivery man, maybe this man did too and that was his photo ID for work?
Many Indian restaurants in/near the neighbourhood, fwiw, imo, speculation.

I would guess passport photo, since he must have had one to come to Canada, and it would be in both Canadian and Sri Lankan databases, to ensure they were linking to the same person's records.

That's right, or maybe pizza delivery. If related to the food business, could also be dishwasher.

I wonder if he was ever married, either in Sri-Lanka or here.

Did he have children in Sri-Lanka?

Did he live alone in Scarborough?

So many questions.

Apparently Kanagaratnam is a common Tamil name https://en.m.wikipedia.org/wiki/Kanagaratnam. He came to Canada in 2010, the same year as a group arrived by boat off the West Coast, to a less than generous welcome, if people recall. I'm afraid he had a hard life, as well as a terrible death.

Addition info:

Police believe Kanagaratnam was killed between 3 September and 14 December, 2015. Idsinga said he had some cousins who lived in the greater Toronto area.

Looks like his brother posted the TPS info on his page and people already knew it was him. Other photos of Kirushna on there too.
