Unidentified White or Biracial Female

* Located on October 27, 1981 on the west side of Interstate-5, 1.7 miles south of Freeport Boulevard, Sacramento, Sacramento County, California.
* Estimated Date of Death is 1 - 6 months prior to discovery
* Cause of death is unknown
* State of remains: Skeletal

Vital Statistics

* Estimated age: 20 - 30 years old
* Approximate Height and Weight: 5'0" - 5'4"
* Distinguishing Characteristics: Dark hair with frosted ends.
* Dentals: The victim was determined to be a smoker due to heavy nicotine stains on her teeth. She had four fillings on her bottom teeth only.
* Tattoos: There was a tattoo of a red flower with a red stem and two green leaves located on her right hip/buttock area.
* Clothing: None

I did some searches on the tattoo (flower, rose, hip, buttock, back), smoker (I'm amazed this isn't reported more often-especially now that so many people are nonsmokers), frosted hair (dyed, streaked), etc. I also widened the search time period to 1979-1982 and didn't find anything I thought was close enough to post.... will check some more another time, when an inspirational search idea grips me.

Vital Statistics

  • Estimated age: 20 - 30 years old
  • Approximate Height and Weight: 5'0" - 5'4"; 100 - 110 lbs.
  • Distinguishing Characteristics: Dark hair with frosted ends. Her skeletal remains show that she was petite and had a congenital defect of a 3/8" hole in one end of her sternum bone. Anthropology reports state that she may have had dark skin and been right handed.
  • Dentals: Her teeth were in good repair. She was determined to be a smoker due to heavy nicotine stains on her teeth. She had four fillings on her bottom teeth only. Her front left incisor overlapped the bicuspid slightly.
  • Tattoos: There was a tattoo of a red flower with a red stem and two green leaves located on her right hip/buttock area.
  • Clothing: Wearing red panties. Clothing and a shoe were found in the vicinity.

Case History
The victim was located on the west side of Interstate-5, 1.7 miles south of Freeport Boulevard in Sacramento, California on October 27, 1981.
A tie tack in the shape of a cocktail glass was found under her.

Sacramento deputy seeks to rescue long-dead Jane Doe from anonymity

More than 30 years ago, somebody dumped a young woman's nearly naked body in a vacant stretch of weeds along Interstate 5.

Her body has long since been recovered, cremated and laid to rest in a local cemetery. Yet she remains nameless.

Paige Kneeland was just 7 years old when a Caltrans worker came across the woman's decomposing body on Oct. 27, 1981. Now, as a Sacramento County sheriff's deputy assigned to cold cases, Kneeland is committed to rescuing this Jane Doe from anonymity.

good luck with this one. dentals are the only thing they got to identify her with and she was found 31 years ago so it is not likely that any MP's dental records are still in existence unless they were preserved in a LE file somewhere.

They also have DNA. They didn't specify whether they were able to get both nucDNA and mtDNA, but they do have a DNA profile.

Kneeland got lucky. As she immersed herself in Jane Doe's case, she found a piece of vertebra had been saved. She sent it to the state Department of Justice for DNA extraction, and the profile was entered into NCIC in 2008.

She has one tattoo on her left breast, but based on the story, this probably would not have been detected. Maybe she had another tattoo that her family was unaware of.

She doesn't have dark skin (as the anthropology reports have suggested), and we don't know of she was a smoker.

they neglected to add the fact that they had DNA to the Namus profile.

Using the app, I clicked the link you posted and saved the image to my camera roll. Then, I quoted your post, and added the image (back from the camera roll). Tapatalk allows you to select the image resolution (size) and I chose the one that was less than 800 pixels. Anything larger than that will blow the margins.

I have no idea who she might be, but I have to wonder if she's a Roger Kibbe victim.

I know he's not behind every murder along I-5 in that part of California, but I just find it so hard to believe that he'd have murdered one woman in 1977 (Lou Ellen Burleigh), be a suspect in a sexual assault case in 1984 (where the victim, Janice Evans, mysteriously vanished after she reported it to the police and they contacted him), and then suddenly a decade later have six (probably nine, and he hinted at more than that to his wife) murder victims in a year and a half. He might have escalated after he lost his business and he definitely got sloppier, but to go from one murder in nine years to at least six and probably more in ~18 months is a bit much.

I think there have to be a few others in the 1970s and early '80s, and this case is in the right location at the right time to be one of his, and the fact that no one has claimed her is pretty telling, too. It took a long time to identify several of his victims — he mostly chose women he felt no one would miss.

On an only semi-related note, I don't want to rule anyone out but looking at Jeanette Miller and where and when she lived, I wouldn't be the least bit surprised if she was a Bundy victim. Again, I know not everyone is a serial killer victim and not everyone who was killed in Washington in the early 1970s was a Bundy victim, but she fits his victim profile to a T, and she lived just north of Seattle right when he was starting his spree.
