Here is a story discussing the opinion that the sheriff at the time botched the investigation.

A former lieutenant who worked the missing person case during his time with the Williamson County Sheriff’s Office hopes the money will help. But he said the sheriff’s office made crucial mistakes when Cooke first disappeared. “There was no reason to think she was a runaway, she had no history of it,” John Foster said.

    ...

Others involved with the search for Cooke have shared Foster’s concerns about the investigation. In 2011, KXAN interviewed Equusearch founder Tim Miller, who also blamed Maspero, saying the sheriff botched the case.

Looks like this wasn't posted yet (from December 1, 2017).

    [...]

But former sheriff Maspero fiercely defends his record, telling Crime Watch Daily affiliate KXAN-TV in 2011: "I brought in the finest people I could think of, the Rangers, FBI, APD [Austin Police]. We went beyond the scope of what was called for, and I'm disappointed Rachel's case is still unsolved."

Maspero was forced out of office while being investigated for serious misconduct including allegations of sexual harassment in the workplace, crawling on the floor of a men's club barking like a dog then biting a dancer, and indecent exposure. Maspero died in 2014.

Sheriff Robert Chody has marshaled an army of veteran retired homicide detectives to start from scratch. Chody ordered new searches and is plowing through a staggering number of leads, new and old.

"We've had over 1,700 tips," said Sgt. Brinkmann. "We are still receiving tips today. We've probably had 30 or 40 in the last few months, so we're trying to track down every single lead."
How many persons of interest do they have in this case?

"Well over a hundred," said Sgt. Brinkmann.

Car found possibly in connection to Rachel Cooke cold case

    http://www.fox7austin.com/news/local...ooke-cold-case

A press briefing is scheduled for Friday morning at 8:30 to update the public on the case.
Car linked to Rachel Cooke case impounded for forensic analysis

    https://www.statesman.com/news/crime...VhRgYgT64qmxI/

The car was located in recent days in the Dallas area, the sources said Thursday, and is being brought back to Williamson County so that forensics analysts from the FBI can scour it for possible evidence. It is possible multiple persons of interest may be linked to the vehicle, the sources said.

Investigators involved in the case consider the car’s discovery the most significant development in years. The revelation brought new hope to an investigation that has long frustrated detectives and remains one of the region’s most mysterious unsolved crimes.

Very Happy to hear they may have a lead. I once lived close to where she went missing and I am close to her age. I frequently think about her.

Georgetown, at the time, was a fairly small community that was quiet and didn’t have much happening. Going to Whataburger was a big deal. It’s now a large suburb of Austin and has vastly increased in population and infrastructure.

I only recall one other attack from an outsider on a female university student at the university located there. It was a few years earlier and the perp was caught.

There just wasn’t a ton going on there and the LE for Williamson county is notoriously strict. People don’t get away with much at all there and this definitely was not something that would have been expected to happen.
