Details of Disappearance
Johnson-Willard was last seen at her family's residence in Jay, Oklahoma on June 17, 1996. She watched movies with her niece, when left to go to her own rented mobile home. She has never been heard from again. Five days later, her family realized she was missing. She had not been to work, picked up her paycheck, or taken care of her dog since June 17. Johnson-Willard's maroon 1986 Mercury Cougar was discovered abandoned near a brush-clogged ravine in Deleware County, Oklahoma on June 27, ten days after her disappearance. Clothing shreds were found inside the car's truck and gasoline tank. Blood and tissue samples discovered inside the truck were matched to Johnson-Willard's DNA; the body fluids found correspond to a deceased person. Transmission fluid had been poured over the vehicle, but the car was not ignited. A white pickup truck was scene in Johnson-Willard's driveway on June 17 and was originally thought to pertain to her case, but it turned out to belong to her neighbor's landlord. Bloodhounds were unable to track the scent of anyone leaving her mobile home. Johnson-Willard was adopted as a child. She worked at the Simmons Industries poultry plant at the time of her disappearance, and had two daughters. The investigative file into her disappearance disappeared in 2001, but was found under unknown circumstances in 2005 in a storage room in the Delaware County jail. There have not been any arrests in Johnson-Willard's case. Foul play is suspected in her disappearance due to the circumstances involved; authorities believe her case is a homicide.

Barbara Ann Johnson-Willard, 29, was reported missing from her Jay home on June 17, 1996. Eight days later, her car was found in a ravine near Colcord.

The car had pieces of torn clothing sticking out of the gas tank and trunk. An OSBI report showed body fluids found in the trunk were Willard's, and were consistent with those of a dead person.

Ten days later, her abandoned car was found in rural Delaware County. OSBI agents collected skin tissue from inside the car which was later identified as Willard’s. Her remains have never been found.

The OSBI said that fingerprint analysts lifted fingerprints from the car which, due to a recent upgrade in technology, were matched to John Lee Weeks, formerly from Gentry, Ark.

Rogers' hope was restored after human bones were found in a shallow grave in Delaware County Wednesday. District 3 workers were digging a grave for a 39-year-old woman who lost her fight to cancer, when only two and a half feet down they stumbled upon the remains.

Sheriff Harlan Moore preserved the skull, upper arm bone and ribs for evidence. He doesn't believe this is suspicious. "I don't think anyone should take it as hope whatsoever. I hope if they have someone missing they wouldn't think this might be the possibility of one of their loved ones. I really don't believe that's the case" Sheriff Moore said.

Barbara Johnson-Willard — Oklahoma Cold Cases
 
The Delaware County Cold Case Unit is following up on a new tip in the disappearance of a Jay woman who has been missing for 27 years.

Barbara Johnson-Willard was just 29 years old when she was reported missing from her Jay home on June 17, 1996. She has now been missing nearly as long as she was alive.

“We received a tip, and we are vetting the tip to see if it’s credible,” said Delaware County Sheriff James Beck. “We are actively pursuing our cold cases.”

After receiving the lead, Cold Case detective, Mark Wall, said he has conducted two interviews and has six more scheduled.

In June 2011, fifteen years after Johnson-Willard's disappearance, authorities charged John Lee Weeks with first-degree murder in her case. Weeks, a coworker of Johnson-Willard's at the Simmons Industries poultry processing plant, is originally from Arkansas. He was in prison in Kansas serving a fifty-year sentence for unrelated sex crimes at the time he was charged: he was convicted of raping three women who were attacked in the Emporia, Kansas area in 1999.

A photo of Weeks is posted with this case summary. Investigators stated he'd been a suspect from early on in the investigation, and they had fingerprints and DNA evidence from Johnson-Willard's car to implicate him. His DNA was found on two cigarette butts found in the ashtray of her vehicle.

However, in 2014, the murder charge against Weeks was dropped for lack of evidence. He was returned to Kansas to resume serving his sentence. His earliest release date will be 2037.

Johnson-Willard was adopted as a child. She left behind two daughters, and she worked at a poultry processing plant at the time of her disappearance.

The investigative file into her disappearance disappeared in 2001, but was found under unknown circumstances in 2005 in a storage room in the Delaware County jail. Foul play is suspected in her disappearance due to the circumstances involved.

JAY, Okla. – A Delaware County citizen who claims they witnessed the gruesome demise of Barbara Johnson-Willard has come forward to identify the Delaware County woman’s killer.

“The eyewitness was deathly afraid of this man,” said Delaware County Sheriff James Beck, referring to the now-deceased suspect.

Beck confirmed the man he believes to be Willard’s killer died in 2022.

“I am confident enough in the eyewitness’s statement and the follow-up interviews our Cold Case Unit has done that if the suspect were alive I would not hesitate to arrest him,” said Mark Wall, Cold Case Detective.

Stephanie Bishop, Cold Case Unit director, worked tirelessly side-by-side with Capt. James Morgan, Beck and Wall.

Cold Case detectives are resubmitting evidence to the Oklahoma State Bureau of Investigations lab to corroborate the eyewitness’s information.

The unnamed witness was very credible and provided information not previously released to the public, Wall said.
