ARRESTS MADE REGARDING *advertiser censored* FILMING AT McDONALD'S

I think this was a move by Ronald and the other characters to draw attention to their plight of being de-emphasized in favor of healthy offerings.
 
Why were they arrested? I wouldn't think making an adult *advertiser censored* film would be illegal unless it's because they didn't have permission.

Vicki, this was during the day. At 3:00PM. My guess is that it's probably not legal to be naked in Japan in public in the middle of the day let alone participating in sex acts. Then again the article says it took three months to arrest them.
