The office will provide training for law officers and prosecutors, work with prevention efforts, and provide case managers to help with difficult missing-children cases.
...Law enforcement officials called the center an important resource for Texas, which faces challenges because of its population size. The second-most-populous state, it has the second-largest number of registered sex offenders, and its proximity to Mexico provides an escape avenue for criminals.

Absolutely agree. There should be a written national guideline in every police department and sheriff's office across the land with step-by-step instructions for when a child goes missing. What to do, not to do and how to get federal agencies involved ASAP.
