Mexico - Felix Batista, 55, anti-kidnapping expert, kidnapped, Saltillo, Coahuila, 10 Dec 2008

On December 10, 2008, Felix was having an early dinner in Saltillo, capital of the Mexican state of Coahuila, about three hours south of the Texas border... An American citizen born in Cuba and based in Miami, he was a consultant whose work took him to Mexico at least 20 times a year. He was dining with three associates... when one of his two cell phones rang. The call came from a friend named Pilar Valdez, head of security for the Saltillo Industrial Group. He was being held by Los Zetas, the most vicious drug cartel in a nation dominated by cartels...

Soon after Pilar Valdez called him, the man’s son came into the restaurant and sat at another table. Felix talked to the young man, then left the restaurant briefly and returned looking shaken. After a visit to the bathroom to splash cold water on his face, Felix rejoined his dinner companions. He handed over his laptop, shoulder bag, and a cell phone—the one he used to call his family. “If I’m not back soon,” he said, “call these numbers.” He left a card with the contact information for ASI and for his wife, Lourdes. Then he stood out on the curb for half an hour.

Shortly after seven o’clock, two vehicles drove up. Pilar Valdez sat in one of them, a white Jeep Cherokee. He had been badly beaten. One of the men inside the SUV came out and put his arm around Felix. They talked briefly, and Felix got into the car. An hour later, Valdez was dropped off with a few pesos for transportation. Felix has not been seen since.
 
I am afraid there is little doubt about Felix being killed. A wikileaks cable from a Dept of State official concerning his meeting with Mexican government officials says;

"In that side meeting, attended by the Governor, Torres, and the Governor's Chief of Staff, and the CG, RSO, and A/Legatt, our interlocutors related the following: --- per intel information they had uncovered, Mr. Batista was murdered a few days after his abduction, with the body being `cooked' to dispose of the remains. --- The state had identified the Gulf Cartel Saltillo plaza boss, `Tatanka,' as the intellectual author of the crime. Tatanka had been previously taken into custody by the Mexican military on drug-trafficking charges."

El Tatanka's real name is German Torres Jimenez. He was arrested by the Mexicans in April 2009 (3 months before the cable) so whether the US officers were allowed to interrogate him (as the Mexicans promised elsewhere in the cable) would be interesting information. If they did, and obtained information out of him it seems inexcusable that the State Dept did not brief Felix' wife (and I assume they did not as she was talking to the press years later in the hope of finding out something).
 
Reward:
The FBI is offering a reward of up to $25,000.00 for information provided to the FBI leading to the identification, arrest, and conviction of the individuals responsible for the kidnapping of Felix Batista.

Remarks:
Batista is known to play guitar and sing. He was a former United States Army Major and worked for a security consulting group. Batista was also considered a specialist in anti-kidnapping issues and worked as a kidnapping negotiator.

Details:
Felix Batista was last seen on December 10, 2008, outside a local restaurant in Saltillo, Mexico. That morning, Batista learned that his friend and former chief of security for a local industrial firm had been kidnapped. Batista began working as a negotiator to secure the victim's release. While at the restaurant, Batista received a call from the victim who told Batista that he had been released and was sending a car for him. This was later determined to be a ruse. Batista left his cell phone, credit cards, laptop, and all his documents inside the restaurant and went outside to wait. Witnesses reported that Batista was met by four men in a vehicle and was forced to enter into a Jeep. He has not been seen or heard from since. There has not been any ransom demand or communication from the group that took him. The victim was released about an hour after Batista was taken.
