There are a few reasons that someone would have known about the empty land in this rather remote area:
1 - Army personnel or staff stationed at Fort Belvoir which is just a few miles north on Route 1
2 - Someone attached to the Lorton Correction Complex, which was part of the District of Columbia Department of Corrections and included several levels of security - it had a prison farm, so in addition to inmates, guards and visitors would possibly have had tradespeople picking up product from their dairy or farm.
3 - Someone from Woodbridge, which is across the Occoquan from Massey Creek, or Dale City, which adjoins it
4 - Quantico Marine Base staff (about 10 miles south on Route 1)
5 - And there is always the possibility that someone spied an opportunity while driving on Interstate 95, which crosses the Occoquan immediately west of where the body was found.
Of these, I think that the person was likely someone with a boat - I am not sure that there was a road to access the creek at that time, but there is a lot of marsh around there also, so the body could have washed into the creek. It seems likely that whoever dumped this child had a boat or access to one; I wonder who discovered him? The Doe Network listing says that he was beaten severly about the head and thrown into the water naked. It also specifically lists that he was found near the I-95 exit.

I think it's terrible that this little boy has gone un-named for so long. I think that this is just an extremely cold case and it may never be resolved.
Someone didn't report this little boy for one reason or another. Somewhere out there must be a brother or sister, aunt or uncle, etc. who noticed when he disappeared. Somewhere out there is a person who sometimes thinks at random, "Gee, I still wonder what happened to [name]. It's such a mystery!" not knowing that there are people looking for answers for him.
Probably a sleezy boyfriend or step dad.
That is who is involved in many of these child killings.
Mothers are so stupid for getting involved with these men, they should be prosecuted too...
