Age at Time of Disappearance: 17 years old
Height and Weight at Time of Disappearance: 5'5, 135 pounds
Distinguishing Characteristics: White female. Brown curly hair; brown eyes. Her nickname is "Judy."
Marks, Scars: Chartier has a scar under her chin and another on her left wrist. She may develop a rash on her forehead and knuckles due to a medical condition.
Clothing: Brown corduroy designer pants, a hip-length white sweater with brown buttons and tan sandals.
Dentals: Available. She has a cap on her top left front tooth.
Vehicle: 1977 black Dodge
Circumstances of Disappearance
Chartier attended a party with her boyfriend in Chelmsford, Massachusetts on June 5, 1982. They had an argument during the evening and Chartier drove him to his house, then continued back to the party on her own. Witnesses told the authorities that she left the party at approximately 2:00 AM. Neither she nor the 1977 black Dodge she was driving was seen again.
A couple of years ago, police got a call from the US Secret Service in Washington, who were conducting a counterfeiting investigation. In the trunk of a car owned by the suspect, James Mitchell DeBardeleben, also believed to be involved in serial killings, they found a map of the area where Chartier disappeared, along with sadomasochistic pictures of other young women. There was also a receipt from a nearby motel dated the day before Chartier's disappearance.
A Chelmsford police detective went to Washington and worked with the Secret Service, but never got any information from the suspect.
DeBardeleben was ruled out as a suspect in the 1982 Michigan disappearance of Kellie Brownlee in the mid-1980's.
Chartier was employed at a fast-food restaurant in Chelmsford at the time of her 1982 disappearance. Her mother told authorities that Chartier was being harrassed by a male co-worker at the time she vanished. Chartier's mother also stated that her daughter was frightened of the employee. It is not known if the unidentified male is connected to Chartier's disappearance.
