It seems clear that Lily's car was hi-jacked and that she was coerced into using a string of ATM machines moving east from town in the hi-jackers' attempt to obtain cash. She phoned her parents a number of times asking how to do this.

The chart is cast for the correct date, Saturday when she was found, July 25 at 6:15 P.D.S.T. That is 5:15 standard time. Ignore the date in script, which came off a calendar~the wrong calendar.

Girl, 17, found slain in car near downtown L.A.

Drooz and her husband, Gregory Burk, 59, said their daughter left home about 2:30 p.m. Friday to pick up exams for her mother, an attorney and an adjunct professor at Southwestern University School of Law on Wilshire Boulevard, near downtown.

Lily picked up the papers and, more than an hour later, made separate calls to each of her parents, asking them how to get cash using her credit card at an ATM, police said

Early Saturday her black Volvo was found parked in a lot surrounded by warehouses and lofts near downtown Los Angeles. Lily's body was found on the front passenger seat, and police are investigating her death as a homicide.
Diaz said that when the Volvo was discovered at 6:15 a.m. Saturday it "almost immediately" was connected to Lily Burk. ( found near Alameda & Fourth )

Deputy Chief Sergio Diaz said that the cause of death appeared to be blunt force trauma and that there was "strong evidence" that Lily was killed by 5 p.m. Friday.
Sgt. Miguel Arana of the Los Angeles Police Department said there were signs of a struggle inside the car. Lily appeared to have head injuries from striking the passenger side of the front windshield, but the car did not show signs of having been in a crash, he said.
 
What is the nature of this event? It is one causing grief and sorrow, Sun in House 12. The Sun rules the Ascendant, an adolescent, Leo and also rules the cash House, 2. Moon was last over Saturn, an individual needing money and, square Venus, cold as ice emotionally. The Moon "went for a ride", as she is riding the cusp of House 3 and rules the immediate past, House 12. The Moon ruling House 12 also tells us this was a situation of restraint and detention, 12th House meanings.

Mercury is rising which tells us someone spotted the missing car (and perhaps the victim) and investigated or telephoned police because Mercury rules the vehicle House 3. Saturn is the planet of battering, concussion, black and blue and Saturn rules both the day and the hour of what is found here. Uranus, ruling House of death, 8 is in mutual reception and therefore has flexibility in making an escape but when Uranus exercised the option of acting out of his own Sign, Aquarius, he conjoined House 8 for murder. He then retreated to the distance for his getaway, Uranus back in House 9. Neptune being the alternate planet there indicates surveillance film is available--not so fast, Maroon.
 
Good news about the surveillance footage. The perp is a stranger yes?
 
The good news is California had passed some legislation a few years back wherein LE can collect DNA buccal swabs from anyone charged and or arrested for a felony. So, good chance there is forensic evidence on her body or in the car from this criminial(s) and they can be apprehended quickly.

Very sad case here. A life taken away for an easy $$$dollar$$.

Police announced today morning that Charlie Samuel of Los Angeles is being held without bail at a downtown Los Angeles jail.

Officials say the body of high school student Lily Burk was found in her black Volvo on Saturday and that she appeared to have head injuries.

Police say Burk is believed to have been the victim of a botched robbery.

No other details surrounding Samuel's arrest have been released.

"The thing we want people to know about Lily is that she was a beautiful person and that she was looking forward to her life. She was funny, warm, kind and empathetic. She was deeply and widely loved," read the statement from Deborah Drooz and Gregory Burk, a Times freelancer who writes about pop music.

Lily Burk was supposed to begin her senior year at Oakwood School in North Hollywood in the fall.

Burk's body was found about 6 a.m. Saturday in the passenger seat of her black Volvo on the fringe of downtown Los Angeles near Alameda and 5th streets. The car was parked in a lot surrounded by warehouses and lofts.

Her parents said she left Friday afternoon to pick up exams for her mother, an attorney and an adjunct professor at Southwestern University School of Law on Wilshire Boulevard. She picked up the papers, but more than an hour later, she made separate calls to each of her parents asking about her credit card.

They grew worried when she didn't come back by 5 p.m.

"Lily was looking forward to going to college, to being a writer, to what was ahead," her parents said in the statement. "She had a really bright future and it was cut short. If there is anything that people can take away from this horrible tragedy, it's that life is fragile and that they should live every minute of it fully."


Over the weekend, classmates and family friends of Lily Burk, 17, of Los Feliz gathered to mourn her death and remember her life. "She was deeply and widely loved,&#8221; read a statement that her parents put out.

The Death of Lily Burk&#8230;Arrest &#8220;Imminent&#8221;

The official word from the LAPD is that an arrest is &#8220;imminent&#8221; in the murder of 17-year-old Lily Burk. Unofficially, however, a couple of the officers with whom I&#8217;ve been talking tonight have dropped several large hints that the police have already picked up their suspect but that he (and someone did say &#8220;he&#8221;) has not yet been booked.

But logic suggests that the person in question is presently in the company of the LAPD. I am writing this post at about 1:30 a.m., and am told that there will be word this morning.

In the meantime, police have said that Lily was randomly targeted, and that she did not know the person who attacked her.

I do know also know from my talks with Central division that the detectives have been concentrating their investigation in the neighborhoods nearby to the division, not elsewhere, which likely means the Skid Row area or thereabout.

Charlie Samuel, 50, of Los Angeles was booked for murder and being held without bail, the LAPD reported. He was arrested Sunday night, according to the Los Angeles County Sheriff's Department's Web site.

The teen "is believed to have been the victim of a botched robbery," according to the LAPD statement.

Officials will hold a news conference on the case at LAPD headquarters in downtown Los Angeles later this morning, when details of Samuel's arrest are expected to be released.

No cause of death was given, pending an autopsy.

Lily was reportedly their only child.

Burk had gone to the campus at the old Bullock's Wilshire building Friday to collect some papers for her mother, an attorney who worked there. The sources, who spoke on the condition that they not be named because the investigation was ongoing, told The Times that detectives believe the motive was robbery and that Burk appears to have been abducted from that area.

Burk's body was found about 6 a.m. Saturday in the passenger seat of her black Volvo on the fringe of downtown Los Angeles, near Alameda and 5th streets. It was not immediately clear how the vehicle got to that location, which is several miles east of the law school. The car was parked in a lot surrounded by warehouses and lofts. Investigators said it appeared she had died from blunt force trauma and that there were signs of a struggle inside the car.

Authorities have been investigating the death as a homicide. According to law enforcement records, Samuel also had been arrested April 23 on Lankershim Boulevard in North Hollywood on a parole violation.
He listed his occupation to police as a recycler. According to a law enforcement source, Samuel entered a drug treatment program after that arrest. He had been released from state prison in February, where he was serving time after an arrest for petty theft with a prior conviction, law enforcement sources said.

LOS ANGELES (KABC) -- A 50-year-old L.A. man has been arrested for the murder of a teen found dead in her car near Skid Row, police said Monday.
Charlie Samuel was arrested for the murder of 17-year-old Lily Burk, whose body was found Saturday morning near East 4th Street and Alameda Street.

Detectives said her body was found in the passenger seat of her car with head injuries. She appeared to have struggled with her attacker inside the vehicle.

Family and friends are grieving their loss of a girl described as funny, warm and kind.
"She was supposed to be in a play this week," said family spokesman Nick Goldberg.

50-year-old parolee who was initially arrested on suspicion of drinking in public and carrying drug paraphernalia was behind bars today for allegedly killing a 17-year-old girl whose body was found in the passenger seat of her car near Skid Row in downtown Los Angeles.

Charlie Samuel, 50, of Los Angeles, was arrested Friday night for the lesser offenses, but by Sunday, he was booked on suspicion of killing Lily Burk, whose body was found around 6:30 a.m. Saturday near Alameda and Fourth Street.

Within two hours of Burk's final phone call to her father, Samuel drove Burk's car to 458 S. Alameda Street, where he abandoned the car with Burk's body inside and walked away, police said. Signs of a struggle were found in the Volvo, and detectives said the girl had suffered head trauma.

About 30 minutes later Friday night, Samuel was detained by police for allegedly drinking in public near Third and Los Angeles streets. When officers searched him, they found a cocaine pipe, police said. He was arrested and booked on suspicion of possessing drug paraphernalia.

Fingerprints collected from Burk's car then linked him to the girl's killing, police said, and Burk was booked on suspicion of murder Sunday night.

Samuel was in Los Angeles to complete a court-ordered program as a condition of his parole from an earlier conviction. His previous criminal history was not immediately released.

Her body was found the next day. Police said she had head injuries and there were signs of a struggle.

Diaz says a 50-year-old parolee, Charlie Samuel, was arrested at about 11:45 p.m. Sunday after fingerprints in Burk's car linked him to her killing. Diaz says Samuel already was in jail because he'd been arrested on a downtown street a half-hour after the killing for possessing a cocaine pipe.

The Los Angeles Police Department held a late-morning press conference today, one day after they arrested a former convict who had been on parole since last August. Charlie Samuel, 50, has been charged with the murder of Lily Burk, 17. Detectives received confirmation Saturday that latent fingerprints collected from Burk's car were Samuel's. They then discovered that Samuel, who had been living at drug treatment center, was already in custody.

Detectives believe that Samuel approached Lily at her car and forced her to drive to an ATM so she could withdraw money. Approximately 30 minutes after he allegedly killed Lily, Samuel was picked up by the Metropolitan Division's Mounted Unit for drinking a beer in public and being in possession of a crack pipe. Lily's body was found in the passenger seat of her black Volvo around 6:30 a.m. Saturday, near downtown's Skid Row.

I know the Astro's do not do personal charts, but if one were to have a personal chart reading would something like this been seen? In otherwords, can a chart reading be used as a preventative measure? Does that question make sense?

About an hour later, police believe she was abducted in her Black Volvo, presumably for robbery, by Charlie Samuel, a 50-year-old parolee in town to complete a program related to previous programs.
After several unsuccessful attempts, Burk twice phoned her parents between 3:30 and 4 p.m. to ask how to use her credit card to get money from an ATM. She was told by her father that the card she had could not be used at an ATM, but they made arrangements to go to their home to pick up an unspecified amount of money. She never made it home.

Around 7 p.m., her parents made a missing persons report, a couple hours after Samuel was arrested on the streets. Burk's body was reported to police the next morning around 6:15 a.m. and she apparently died from blunt force trauma shortly before 5 p.m. on Friday. Fingerprints inside the car led to Samuel, who was already in custody where he was charged with murder.

Detectives learned on Saturday that latent fingerprints collected from Lily's car were ex-con Samuel's. Bizarrely, about 30 minutes after he allegedly killed Lily in broad daylight, Samuel was picked up by LAPD's Metropolitan Division Mounted Unit -- cops on horses -- on a street downtown for drinking beer in public and possessing a crack pipe.

It appears, from a riveting scoop quoting unnamed sources and published by the Los Angeles Times at 10:18 a.m., that Samuel is a failure of drug treatment programs and recently violated his parole. It is unknown why he was allowed to remain on the streets.

The murder of the teenager, who according to some reports was planning on working with the homeless this summer, has devastated the kids and families at her private school, Oakwood School in North Hollywood, which founded on a philosophy of humane education that focuses on the arts, sciences and humanities.

Her parents are well-known Los Angeles music writer Greg Burk, and law professor Deborah Drooz. The figure who has emerged as the family spokesman is Nick Goldberg, a top editorial page editor at the Los Angeles Times.

She called each of her parents hours later, asking how she could get cash using a credit card at an ATM. According to early reports, her parents were bothered by her strange phone calls and told her to return home.

Police, who believe she was murdered later that day, said that there were signs of struggle found in the Volvo. Detectives said Lily suffered head trauma, and the windshield of her car was broken -- though it had not been in an accident.

Burk left her home in Los Feliz about 2 p.m. Friday to pick up some papers for her mother, a law professor at Southwestern University School of Law in the Westlake area.

Several hours later she called both parents, asking how to get cash using her credit cards at an ATM.

Her father told her the credit card could not be used at an ATM, police said.

Her parents, Deborah Drooz, 54, and Gregory Burk, 59, released the following statement regarding the arrest:

"We are grateful that the police apprehended someone so quickly and that this man is off the streets. We don't want him to hurt anyone else. We will now let the legal process run its course."

Drooz said police didn't arrive at their home until after 8 p.m., and said they were going to write the case up as a missing person. Drooz and her husband believed their daughter had been abducted.

Diaz said the case was always taken very seriously, and was not dismissed as a runaway.

The National Merit Scholar enjoyed throwing surprise parties for friends and nursing sick birds back to health.

Her parents, in a statement, described their daughter as "funny, warm, kind and empathetic."

"Lily was looking forward to going to college, to being a writer, to what was ahead," they said. "She had a really bright future and it was cut short. If there is anything that people can take away from this horrible tragedy, it's that life is fragile and that they should live every minute of it fully."

The suspect, Charlie Samuel, was in custody hours before Burk was found. Police officers arrested Samuel on Friday night for drinking in public and possession of drug paraphernalia, the sort of "quality of life" offenses targeted by LAPD's Safer Cities initiative.

Samuel's prints were matched against those found in Burk's car, and on Sunday he was re-booked on suspicious of the girl's murder.

While the fortunate arrest provided a speedy resolution to Burk's tragic killing, LAPD has been criticized in recent years for just these sorts of arrests.

Advocacy groups such as the ACLU and Los Angeles Community Action Network have charged that the department was criminalizing homelessness by arresting those in Skid Row for menial offenses such as drinking in public.

Just two weeks ago the National Law Center on Homelessness & Poverty named Los Angeles the meanest city toward the homeless, in large part for the tactics used by Safer Cities.

Over the weekend, Burk's classmates and family friends gathered at a Los Angeles home to mourn her death and remember her life.

"The thing we want people to know about Lily is that she was a beautiful person and that she was looking forward to her life. She was funny, warm, kind and empathetic. She was deeply and widely loved," read the statement from Deborah Drooz and Gregory Burk, a Times freelancer who writes about pop music.

Burk was supposed to begin her senior year at Oakwood School in North Hollywood in the fall.

On July 26, 2009, at approximately 7:15 p.m., Central Area Detectives booked Charlie Samuel, a male Black from Los Angeles, for the murder of Lily Burk.

Detectives received confirmation Sunday afternoon on latent prints collected from Burk's car that confirmed that Samuel had been an occupant inside the vehicle. They then discovered that Samuel was already in custody.

Detectives believe that Burk encountered Samuel in the area of Wilshire Boulevard and Wilshire Place at around 3:00 p.m. on Friday afternoon, July 24, 2009. Burk and Samuel then travelled to the downtown area of Los Angeles where Burk made several attempts to get money from an ATM.

Approximately thirty minutes later Samuel was detained by Metropolitan Division, Mounted Unit Officers Miguel Dominguez and Gary Copeland for a Drinking in Public violation near 3rd Street and Los Angeles Street. During the detention and subsequent search of Samuel, the Officer's found narcotics paraphernalia in his possession. Samuel was subsequently arrested and booked for Possession of Narcotics Paraphernalia.

Evidence already collected directly links Samuel to this crime. Detectives continue to develop the case with additional evidence expected to be uncovered. The motive appears to be robbery.

Police say LA teen tried to get money before death

The last hours of Lily Burk's life were spent trying to get money for a kidnapper who finally beat the 17-year-old to death and left her body in her car in a downtown parking lot, police said Monday.

Samuel was arrested a half-hour after the killing &#8212; and before Burk's body was discovered &#8212; for an unrelated drug crime. Police said he also has a previous criminal background, but did not provide details.

Samuel remained jailed Monday. It was not immediately clear whether he had a lawyer.

The teenager crossed paths with "one of these monsters that unfortunately we have living amongst us," Diaz said.

About two hours after Burk was kidnapped, Samuel got out of the Volvo and left it in a downtown parking lot, with Burk's body in the passenger seat, Diaz said. Burk suffered head injuries, apparently from striking the passenger side of the windshield, and there were signs of a struggle, according to police.

Less than a half-hour later, Samuel was seen drinking beer on a Skid Row street and arrested for investigation of possessing narcotics paraphernalia because he allegedly had a crack cocaine pipe, Diaz said. He was still jailed when Burk's body was found.

Samuel, originally from San Bernardino County, was in Los Angeles to complete a program he was ordered to take as a parole condition for previous crimes, police said.

"We believe he's not homeless, he has a place to live," police spokeswoman Officer Rosario Herrera said. She did not know where he lived, however.

Burk arrived at Southwestern Law School at 2:45 p.m. Friday, according to Deputy Sergio Diaz, who discussed the case at a Monday morning news conference. The high school honor student was reportedly running an errand for her mother, who is an adjunct associate professor at the school.

Samuel allegedly abducted Burk, who would have been a senior at North Hollywood's Oakwood School this fall, around 3 p.m. as she walked back to her vehicle, which was parked on Wilshire Place, just north of Seventh Street, Diaz said.

Samuel allegedly tried to force Burk to withdraw money from an ATM at about 3:35 p.m. in the downtown Los Angeles area.

Burk had reportedly made calls to her parents between 3:35 p.m. and 4 p.m. asking them how to withdraw cash from a credit card, but the card was not set up to be an ATM card, Diaz said. According to Diaz, she did not tell them she was in distress.

Samuel exited the driver's seat of the vehicle at 4:52 p.m. and left it in a parking lot on Alameda Street, Diaz said. Burk's body was in the passenger seat of the vehicle.

At 5:25 p.m., authorities arrested Samuel for drinking a beer in public. The arresting officers determined Samuel was on parole and that he had narcotics paraphernalia in his possession.

Police in Los Angeles have released more information about the murder of 17-year-old Lily Burk. The teenager's body was found early Saturday morning in her car near Skid Row in downtown Los Angeles. A 50-year-old transient named Charlie Samuel is being held on suspicion of murder.

At a news conference this afternoon, police said they arrested Samuel at 5:30 p.m. Friday on a street downtown for allegedly posessing drugs and drug paraphernalia. That was just a short time after Samuel allegedly killed Burk, and 12 hours before the body was found.

The Times is also reporting that the coroner's office said Burk's neck was slashed. It's not clear, though, if that is what caused her death.

Police say Samuel has a long history of violent crime and drug abuse. He was released from state prison in February, where he was serving time for petty theft with a prior conviction. It didn't take Samuel long to get back in trouble. According to law enforcement records, Samuel was arrested on April 23 in North Hollywood on a parole violation. According to a law enforcement source, Samuel entered a drug treatment program after that arrest.

Samuel won't be getting out again anytime soon -- he is being held without bail.

Lily Burk remembered fondly at homeless center where she volunteered

Last summer, Lily Burk volunteered at a harm-reduction center run by Homeless Health Care Los Angeles, where her mother had once been a board member.

The health center in downtown Los Angeles was only a few blocks from where Burk was found dead inside her black Volvo. But an official with Homeless Health Care said the organization had not had any contact with suspect Charlie Samuel.

Dyhan Cardona, a case manager at the center, said she took Lily under her wing when the teenager first started working there. Cardona remembers feeling protective of the young girl &#8220;from across town&#8221; and didn&#8217;t like her working up front with the drug addicts who would come into the center.

&#8220;She was just such a promising young lady, and it&#8217;s just so sad that her life ended so soon,&#8221; Cardona said.

The following school year, Lily arranged for her classmates to tour the facility, and she planned to return this summer to volunteer.

One thing Cardona remembered about Lily was that the teenager always ate healthy food, including fresh fruits and granola, and marveled at a parfait from McDonald&#8217;s that Cardona once ate at work. Cardona pulled out a memento Lily had left her when she stopped volunteering last summer: a white origami crane with a note written across the bird.

&#8220;Thank you guys so very much for giving me this experience,&#8221; the note read, &#8220;and for putting up with me and my granola bars. Love, Lily B.&#8221;

At a news conference outside the LAPD's Parker Center headquarters, LAPD Assistant Chief Jim McDonnell told reporters that the crime "really hits home for all of us."

"I have a 17-year-old daughter myself and I can't even imagine what the family has gone through over the weekend," McDonnell said.

"And this is something that for all police officers and everybody in the city, I think, it really hits you right in the gut," McDonnell said. "A tragic event for the whole city family today."

"This case does strike close to home for all of us who have children. This is really a parent's worst nightmare," Diaz said. "A young child, once she starts to get out on her own, to drive and to explore the world, through no fault of her own or anyone else crosses paths with one of these monsters that unfortunately we have living amongst us."

Should California rethink treatment of low-level offenders?

ONE of the most controversial proposals in the most recent state budget was the early release of 27,000 inmates from California prisons.

The governor had proposed $1.2 billion in prison cuts that would have meant the early release of some prisoners and a reduction in the number of criminals housed by the state Department of Corrections.

The prison cuts were delayed until later this year when, presumably, the hype of the state budget agreement is over and a discussion on inmate release won't be so contentious.

But the killing of 17-year-old Lily Burk over the weekend is likely to ignite controversy over state prison funding.

Samuels was no stranger to law enforcement. He was released from state prison in February after serving time for petty theft with a prior conviction and was supposed to be in a court-ordered drug program as a condition of his parole.

This killing raises questions about more than prisoner release, but whether we are doing enough to rehabilitate criminals and to keep them from victimizing non-criminals.

The Death of Lily Burk: What We Know - UPDATED

Here&#8217;s what we know about the death of 17-year-old Lily Burk.

This terrible thing happened within a comparatively short period of time and started with no hint of anything dangerous when Lily went to run an errand for her mother in the middle of the afternoon.

It does not appear, according to police, that Lily&#8217;s kidnapper was armed with a gun or a knife.

But he had some kind of sharp weapon.

UPDATE: And we now know that her throat was slashed.

Sometime within that same two hours Samuel allegedly drove Lily&#8217;s black Volvo to 458 S. Alameda Street, where he abandoned the car with this lovely, smart, funny, talented girl&#8217;s body inside in the passenger seat.

He walked less than a mile away where he began to drink. A little after 5 p.m., two Metropolitan Division, mounted division officers, Miguel Dominguez and Gary Copeland, were patrolling downtown when they spotted Samuel drinking in public. They detained him and found a crack pipe in his possession. (Samuel is on parole, thus subject to search at any time.) At around 5:30 p.m., Samuel was arrested for Possession of Narcotics Paraphernalia, which would have been a violation of the terms of his parole at the very least.

At 9 p.m. Sunday night, Samuel was officially arrested for Lily&#8217;s murder. According to the sheriff&#8217;s department inmate information site, he was booked at 11:27 that same night.

Although the arrest was made Sunday night, Central homicide detectives had not yet gone home when officers came into the station for the 6:15 a.m. shift change on Monday morning, a Central officer told me.

The official announcement of the arrest was made around 7. After that Detective Nelson, Detective Thayer Lake, and their core crew went to breakfast.

&#8220;This case strikes close to home for all of us with children,&#8221; said LAPD Deputy Chief Sergio Diaz when he was in front of the press microphones. &#8220;This is really a parent&#8217;s worst nightmare.&#8221;

Yes. It does. I have already talked to my own 23-year-old son twice today because I had the irrational need to hear his voice.

I know that Chief Diaz was speaking&#8212;not just in the professional abstract, but personally. He has two kids of his own on whom he completely dotes. Two smart and talented and beautiful daughters.

Assistant Chief Jim McDonnell, who was also at the press conference, has a daughter too. She is 17.

Just like Lily Burk.

Seth Unger, a Department of Corrections spokesman, said that Charlie Samuel, a 50-year-old transient, had been staying at a residential treatment facility since June. The stay was part of his parole after serving prison time for petty theft.

Unger said Samuel was supposed to return to the facility Friday evening but never returned. Officials learned later that he had been arrested by Los Angeles Police.

Releases from drug rehab centers are generally allowed, and such facilities are not designed to incarcerate those seeking treatment.

Burk was a bright, bookish 17-year-old, whose future was ahead of her. After a summer in which she was to appear on stage as the lead in a play and volunteer at a skid row needle exchange program, she was to have started her final year of high school.

Samuel, 50, had been in and out of prisons for decades. He was a transient with a long record of criminal activities and drug abuse.

Friday, on a hot, bright afternoon, chance brought the two together on a quiet, tree-lined street.

Burk walked down Wilshire Place about 3 p.m., leaving the former Bullock's Wilshire department store that today is home to Southwestern University School of Law. Under her arm, she carried a box of paperwork that her mother, who taught at the school, had asked her to pick up.

Police detectives pieced together their preliminary account of Burk's slaying from security camera footage that captured the teenager and man at several points as they moved from the law school into the maze of streets in downtown's Little Tokyo and skid row.

With Samuel standing by her side "and in control of her body," Burk tried repeatedly and unsuccessfully to withdraw cash at a downtown ATM using a credit card. The attempts began a little more than 30 minutes after she was abducted, said Det. Thayer Lake, one of the investigators on the case.

Over the next 25 minutes, Burk made a call to her mother and then to her father, telling them she needed money to buy a pair of shoes. After her father told Burk that the credit card was not set up for cash withdrawals, she told him she would come home soon. The parents did not hear panic or fear in their daughter's voice, a spokesman for the family and police said.

Sometime over the next 50 minutes Samuel killed the girl, police allege. They do not know where the killing took place or how exactly, but at 4:52 p.m., Samuel pulled the Volvo into a parking lot surrounded by industrial buildings near Alameda and 5th streets. Because he left the car immediately, detectives believe Burk was already dead.

At a news conference Monday, one of the officers described the arrest as "routine as routine could be." Law enforcement sources involved in the investigation who spoke on the condition that their names not be used because of the continuing investigation, confirmed that the officers found a key to a Volvo and a cellphone on Samuel. They turned out to be Burk's. The officers thought it suspicious, and they searched the area for the car.

Blood was also visible on Samuel's clothing when he was detained, the sources said, although it was unclear whether the arresting officers saw it.

The charges, if true, would mark a serious escalation in violence for a man who has had several run-ins with the law, mostly in the Inland Empire.

In July 1987, Samuel was sentenced to six years in prison for robbing a residence in San Bernardino County, according to the California Department of Corrections. In the years that followed, Samuel was paroled several times and repeatedly returned to prison when he committed other crimes or otherwise violated the terms of his release, records show.

Most recently, in late April he was re-arrested in North Hollywood for an unspecified parole violation. In early June he was released from prison and entered the court-ordered drug treatment program on Menlo Avenue, a mile and half from the law school where he allegedly abducted Burk.As the legal case against Samuel took shape, family and friends of Burk continued to mourn her. A production of a David Mamet play that was to have opened this week with her as one of the stars was canceled. And the staff at Homeless Health Care Los Angeles in downtown, where Burk worked last summer in the group's drug outreach and needle exchange program, struggled to come to grips with her death. Burk planned to return to work at the program.

Oh yes, Knox, an event like this in a victim's chart is definitely foreseeable. Having chart readings every three months is probably the best way to insure that details of upcoming threats are noticed and analysed. If long term forecasts are done, there is more of a broad brush treatment. Wynn's Key Cycle is a superior way to look into day by day happenings. Sophia Mason of Ohio has a good series of smallish books working with monthly predictions. Most astrologers are familiar with her type of assessment.

I grinned when talking to a relative this weekend who said she did indeed get thro the eclipse unscathed, "because I didn't go outside." There may be a bit of a misconception tucked into that precaution but it all worked out. Of course, an eclipse doesn't get us where we stand, like a death ray and even though an eclipse isn't visible in your neighborhood, it still affects you as a powerful influence.

Sergio Reyes took the bus from his home in Koreatown to work Saturday morning near downtown Los Angeles. When he got there around 6 a.m., his boss at Jing San Food Inc. told him to get whoever was in a black car in the customer&#8217;s parking lot to move.

When Reyes approached the Volvo, he stumbled into a murder mystery.

Inside the car was Lily Burk. At first, he thought she might be sleeping. He said he didn&#8217;t see any blood or signs of trauma. But when he looked closer, he thought maybe something was wrong.

&#8220;I looked at her stomach and it wasn&#8217;t moving,&#8221; Reyes said, noting that he thought Burk was not breathing. He called to a co-worker and said, &#8220;Come over here, look at her, maybe she&#8217;s dead.&#8221;

His friend called the police, who arrived quickly, Reyes said.

Officials said Tuesday they are not sure if Samuel will be charged in the slaying today.

Lily Burk Murder: The Media Gathers At Alleged Abduction Site

Tonight, three nights after Lily Burk was abducted and murdered, the media gathered at the alleged abduction location on Wilshire Place, just north of 7th Street.

Here, Lily had just completed an errand for her mother, who is an associate professor at Southwestern University School of Law which is housed at the old Bullock's Wilshire Building.

After leaving the building, Burk walked up Wilshire Place, which is a side street connecting Wilshire Blvd. and 7th Street, to get back to her car. Wilshire Place is on the east side of the building. It is speculated that her abductor approached her there.

The Lily Burk murder is big news in Los Angeles. The news media gathered three days later at the scene where Burk was found on Saturday morning and at the alleged location of her abduction.

She was found in a parking lot at Alameda Street and 5th Street (or 4th Street, depending upon reports) Saturday morning after being abducted Friday afternoon while running errands. This is near where I've had lunch many times. There's a McDonalds on Alameda and 8th Street, and I have eaten lunch at any one of those lots several times (homeless people hang out at the McDonalds and are a constant annoyance).

UPDATE: It is curious that the mugshot of suspect Charlie Samuels, 50, has not been released as yet. Wonder why?

Police say 17-year-old Lily Burk was beaten to death Friday after hours of trying in vain to get money for a parolee who abducted her off Wilshire Boulevard.

Her body was found Saturday inside her black Volvo in a downtown parking lot at the corner of Alameda and Fifth streets.

Burk's preliminary cause of death appears to be blunt force trauma, said Diaz.

Samuel is a transient with a history of violent crimes and drug problems, according to law enforcement sources.
A law enforcement source said Samuel had a previous history of assault with a deadly weapon, robbery and kidnapping.
According to law enforcement records, Samuel also had been arrested April 23 on Lankershim Boulevard in North Hollywood on a parole violation.

He remains in jail, booked on suspicion of murder.

A parolee was charged today with murder, kidnapping and robbery in the slaying of a 17-year-old girl whose body was found in the passenger seat of her car near Skid Row in downtown Los Angeles.

The murder charge includes the special circumstance allegations that Charlie Samuel, 50, murdered Lily Belle Burk during the commission of a kidnapping and robbery, which could make him eligible for the death penalty if convicted.

Samuel was also charged with one count each of kidnapping to commit robbery, second-degree robbery and attempted first-degree automated teller machine robbery.

Los Angeles Superior Court Judge Henry J. Hall ordered Samuel to remain jailed without bail pending arraignment Aug. 20.

Deputy District Attorney Truc Do told the judge that the evidence against Samuel includes video surveillance, forensic evidence and statements. Police said earlier that Samuel's fingerprints were found in Burk's car.

Over the objection of Deputy Public Defender Susan Roe, the judge agreed to allow television and still cameras in the courtroom for Samuel's brief hearing.

The Los Angeles Police Protective League issued a statement saying the case was "an unfortunate and horribly tragic example of why the LAPPL has vehemently opposed the early release of prisoners and minimizing the seriousness of parole violations as a means of reducing the state budget deficit. We are more passionate than ever about this issue because of the tragedy of Lily Burk."

The union said that the suspect had been arrested April 23 on a parole violation and then released from state prison in February where he was serving time after an arrest for petty theft with a prior conviction.

"This is precisely the type of `low level' parolee the state no longer wants to take responsibility for," according to the police union.

After spending way more time than was likely sensible talking on the phone and exchanging emails with various people from the LAPD, the DA&#8217;s office, and the police union, this is what I can tell you thus far about the criminal past of Charlie Samuel, the 50-year old vagrant who is accused of the soul-wrenching murder of 17-year-old Lily Burk:

1. Samuel&#8217;s most recent felony conviction appears to be in July 2006, for petty theft, a misdemeanor charge that was bumped up to a felony because of a prior conviction. He went to prison for the theft and was paroled in February of this year.

2. Just exactly what that &#8220;prior&#8221; conviction or convictions plural was &#8212;and when it/they occurred&#8212;has yet to be confirmed. Over the years, Samuel is reported to have committed at least one burglary and/or a robbery, maybe both, maybe a number of burglaries.* [NOTE UPDATE AT END OF POST]

What we also do know is that, between 2003 and now, other than the one petty theft, Samuel committed some very small crimes:

3. In August of 2003 he was convicted of driving with a suspended driver&#8217;s license.

4. In July of 2006, , he was convicted of putting a non-coin slug into a parking meter.

5. After he was paroled in February of 2009 for the theft, in April of 2009 he violated the terms of his parole by being found with a crack pipe.

So does all that add up to someone whom we should have spotted as a man so bad or crazy that he would kill a 17-year old girl? Or is there lots more?

When the case goes to the D.As office&#8212;which may occur today&#8212; we may be able to get a better idea, as the prosecutor will need to acquire an accurate listing of Samuel&#8217;s prior criminal activity.

A hulking, handcuffed Charles Samuel, 50, was led into Los Angeles County Superior Court on Tuesday afternoon.

Bald and dressed in jail-issued, light-blue clothing, Samuel sat in the prisoner dock with his back to the courtroom and his shoulders slumped.

Samuel spoke only once, uttering a soft "yes" when Judge Henry J. Hall asked him if he agreed with his court-appointed attorney's request to postpone his arraignment.

In the afternoon, she made two odd calls to her parents asking how to use a credit card to withdraw cash at an ATM. About 7 p.m., they contacted police to report her missing.

Later that night, police tracked Burk's cellphone and ATM activity to the skid row and Little Tokyo areas, but a search into the early hours of Saturday morning turned up nothing.

At dawn, however, Burk's lifeless body was discovered in the passenger seat of her Volvo in a downtown parking lot. Her head had been beaten and her neck slashed.

Police said they have collected footage from surveillance cameras showing Samuel driving away from the area of the law school in Burk's car with her in the passenger seat, with Burk at a downtown ATM machine and then abandoning the car late Friday afternoon in the parking lot where Burk's body was found.

Fingerprints lifted from the inside of the car have been matched to Samuel, who reportedly made incriminating statements to detectives after his arrest. They believe that Burk was killed within about 45 minutes of her last call to her parents and hours before she was reported missing.

His arraignment, when he would be expected to enter a plea, was put off for three weeks.

A decision whether to seek the death penalty against him will be made on a date closer to the opening of his trial, according to the Los Angeles County district attorney's office.

When Samuel made his first appearance in court, he hid his face behind the public defender. Samuel allegedly kidnapped 17-year-old Lily Burk last Friday. Hours later her body was found brutally beaten.

The District Attorney's office released the following statement:
"Although filed as a capital case, the District Attorney's office will not make a decision on whether to seek the death penalty until the case moves closer to trial. If the prosecution opts not to seek the death penalty, the only other possible penalty for Samuel, if he is convicted as charged, is life in prison without the possibility of parole."

Experts say parents should work out a way for their kids to secretly relay a message to them if they are ever in trouble.

"Have a password, a key word that kids and parents know, a word that they would only use in an emergency situation," said Robin Sax, a legal expert.

Robin Sax is a former District Attorney. She says parents can also set up code messages on cell phones.
"The one nice thing with the handy Blackberries these days is that you can program your phones with messages," said Sax. "And I think, say, a sentence in advance with 'I'm in danger, call 911' ... so with the stroke of one key, a kid could press that one button and ... know that help is on the way," said Sax.

In East L.A., in the Palisades, in Watts, in Pasadena and Long Beach, if you're a parent, you tell yourself a lie.

You tell yourself that your child is safe.

But then there's a horrible story in your own neighborhood, and it punches holes in your shield. There's the child cut down by stray bullets while walking home from school or the store. There's the careening truck that takes out a bookstore and kills a toddler and her father.

Or there's the story of Lily Burk, 17, the Los Feliz girl killed Friday while running an errand for her mother.

Reading that story, I ached for the victim and wondered how her parents could breathe under such crushing news. I also did something a little selfish but human. I looked at the details to see if perhaps Burk was doing anything she shouldn't have been doing, or if she was in a place where she shouldn't have been. I wanted something, anything, that might reinforce the illusion that we can steer our children clear of danger.

In other words, as we cast about in the aftermath of a senseless killing for ways to make us feel safer, we're instead raising the level of risk.

"We're talking about . . . budgetary considerations that cut from programs in the immediate but wind up costing society so much more in the long run," said Assembly Speaker Karen Bass, just back in L.A. after working to close a $26-billion budget gap.

"When you're releasing people without the support system and then banning people with convictions from working, you're setting up a situation where you perpetuate crime. Cutting drug and alcohol programs and cutting Cal-Works is going to leave women and children on skid row, and it's going to increase the number of children in foster care. It's short-sighted budgeting."
