So far we have what appears to be witnesses in the Coroner's Court alleging there were 3 people involved who drove up to Shirley Finn in an unmarked police car, and accusing Lawrie Tudori, Bernie Johnson and Ray O'Connor as being those 3?
Where does Neddy Smith and Roger Rogerson fit in?

Dunno. He's fingering dead people. The number of people being pointed to by a small number of witnesses so far would suggest that a bus parked behind her and a dozen of the passengers took turns shooting her.

None of those pointed at so far in the Coroner's court appear to have a strong motive for killing their cash cow, Shirley Finn.

If there's a strong motive, then Spike Daniels, the god botherer vigilante cop who saw prostitution and corruption as manifestations of evil fits the profile.
As I alluded to before, he might've been a serial killer of a long list of prostitutes, drug dealers and criminals, ala Judge Dread style. It certainly would've made him happy to disrupt a corrupt association between prostitution and cops on the take with a hit on the biggest cash cow of them all at the time. IMO
