The victim was discovered on February 14, 1978 in San Diego County, California
Estimated Date of Death: Recent
Homicide victim

Vital Statistics

Estimated age: 14-17 years old
Approximate Height and Weight: 5'1; 90 lbs.
Distinguishing Characteristics: Brown hair; brown eyes. Hair worn in twisted ponytail with rubberband. Pierced ears. Right ear deformed, and smaller than left ear.
Clothing: Black denim Bib overalls. Midriff blouse with blue flower pattern.
Dentals: Available.

Case History
The victim was located in Proctor Valley, in eastern San Diego County. She appeared to have been tortured and set afire.





This is similar to the racine county jane doe.

There definitely are some similarities- both young women found tortured and burned, both had deformities of their right ear which is sort of an odd coincidence. There is a 20 year time difference though it looks like. Still, interesting.

A dead-end trail that sticks most in Larkie's mind began and ended in a rocky ravine in Proctor Valley , in eastern San Diego County. There the body of a Caucasian girl he estimated to be 14 to 17 had been dumped. Larkie said she appeared to have been tortured and set afire.

Because she was so young, Larkie was sure she would be quickly identified, probably by a concerned mother. He was wrong. Today, seven years later, the girl remains a Jane Doe.

ETA: I've looked and can't find a NamUS entry for her. I don't seem to know how to search there effectively. If someone else wants to double check, that would be awesome.

She's not listed in NamUs (or at least not published)

Her approximate Date LKA was a full year before this Jane Doe was found. But her date LKA is approximate, and we don't really know the circumstances of her disappearance.

On February 14, 1978, the remains of an unidentified female were found next to the pavement of Proctor Valley Road in the rural area of Otay, San Diego County, California.
Based on the condition of the remains, it is believed the decedent had been deceased for approximately 2 days.
The decedent was found wearing a white halter top with a blue flower pattern, and blue denim overalls.
The decedent had extensive dental work completed, including a root canal on the lower front right incisor, which was also cracked in half.
She had brown hair of shoulder length that was styled in a ponytail and tied with a rubber band.
The decedent had pierced ears, and her right ear was malformed and slightly smaller than her left ear.
She is believed to have had brown eyes.

It appears from the drawing that her #7 tooth was a little shorter than the adjecent #8. If so, she probably wouldn't be Kimberly Cozart, as Kim's teeth are pretty straight.
 
I wonder if this young lady might have had special needs and was tortured/murdered by her caregiver. It would explain why she wasn't reported missing. I also think most teen girls with a deformed ear would wear their hair down, covering the ears, especially in the '70s when that was a popular style. The fact that her hair was in a ponytail leads me to believe that she might not have been self conscious about the ear and/or might not have done her own hair. Just my $.02.
