I'm quite certain this is the same person. So she was homeless at one point. Maybe she chose to go off the grid again. Maybe there are mental health and/or substance abuse issues. Maybe.

Its possible that the town did something about their perceived problem and she and her bf migrated somewhere else?? Nothing noted as to her regular habits as far as contact with family/friends.
 
Seemingly she migrated at least once prior to disappearing (or the person quoted in the article is not the same person, although at least the age seems to match).

Manitou springs is in colorado, not oregon.
