He lurks in the shadows of the Seminole Heights neighborhood in central Tampa, Florida. He strikes under cover of darkness, always with a firearm. But he does not appear to target specific individuals. The age and gender of his victims seem inconsequential.

According to a serial killer expert, this is the emerging picture of the person the media has taken to calling the Seminole Heights Slayer.
“The fact that he’s using a gun is an indication that he’s more focused on the act of killing than the process of killing,” said criminologist Scott Bonn, who has spent years studying and interviewing some of the most notorious serial killers.

Bonn explained that the Seminole Heights Slayer is an anomaly in the world of serial killers. The shootings appear to be impersonal and lack the familiar hallmarks of fantasy or pleasure.
“This guy is terrorizing this neighborhood, and his modus operandi suggests to me that he is mission-oriented,” Bonn said. “He seems to have more in common with a mass murderer than an average serial killer. He appears to be sending a similar message: ‘You will recognize me. You will remember me. I am someone to be reckoned with.’”

“Most serial killer have a killing zone that they feel comfortable working in,” Bonn said. “Typically, the first killing is the one most likely to be closest to home.
 
If the last person does end up being one of his victims then it feels like we are moving toward the Washington snipers type of scene.

That stuff was truly scary. Just had such a randomness to it.

At this point for some reason (not caught up ) I just don't feel like this guy is gonna end up connected

They started in one area and then spread out like a cancer .

I think LE needs to be clearer to people in the area. Its becoming very obvious there is a killer on the loose that is shooting people. Im not sure why or how the last sentence is listed from the article because that is really bad advice IMO. If you have to go somewhere then sure you have to leave your home but they should not encourage that until this guy is caught.

Also seen too many reports that say they are not sure all the shootings are related. Its becoming way too obvious they are so they should be very clear about that IMO. This is not a time to be wishy washy with the public about the killer on the loose.

The first part is good advice. The last sentence at bottom where it says to "continue to come outside" I dont think is very good advice at all unless you have somewhere you have to go.

“She heard gunshots, looked up and they saw someone running,” said TPD Chief Brian Dugan. “The safest thing to do is tell the people in the neighborhoods that we think this is related and there's someone or some people running around shooting people.”

Police told neighbors to watch the streets closely, continue to come outside, and to keep the lights on.

I kinda don't think he is that organized for lack of a better word.

IMO this kinda of of behavior is more like a cycle where there is a sense of relief after killing. Anxiety reduction.

Depending on when that urge builds again imo has more influence on the next time.

We used this in domestic violence intervention -- just posting it as a cycle -- a buildup - release - cooling off repeat

I think they have him isolated and are making sure it doesn't turn into a hostage situation.
What they are saying publically may be very different from when they are telling residents face to face.
The perp can watch tv and read the news about on the internet. They don't want to
to tip him off.

"Police had a perimeter set up just minutes after the shooting, but didn't find the shooter."

"We want to talk with as many people as we can, we don't think whoever did this has gone very far at this point," Hegarty said.

“Was there someone missing from your house between the hours of 4:30 this morning and 5:15 or 5:30?” Dugan asked at Tuesday night's meeting, according to Bay News 9. “Was there someone that should have been home in your house at that time frame that wasn't? Because if they weren't, we want to know about it.”


Officials, including officers and agents from the police, Florida Department of Law Enforcement, FBI and ATF, searched the area house by house for hours Tuesday after Ronnie Felton, 60, was found dead. Schools were placed in a lock-in status, residents were asked not to leave their homes and roads were shut down, WFLA News Channel 8 reported.

Still, the killer has yet to be found.

This is my amateur attempt at profiling this shooter. Im assuming the same person shot the 4 victims because this article says that too

Amateur Potential Profile:
-Age from late teens to mid twenties
-He has just recently learned how to shoot handguns
-His motive is the sheer thrill and excitement of killing another person
-His homelife is lacking a typical parenthood. He has little to no supervision of parents.
-He is committing the shootings either on foot or using a non-vehicle device like a bicycle nearby for a getaway. Perhaps even a skateboard or something like it to help him blend in and fake being a typical kid on the street.
-He lives very close to the shootings
-He is used to being out during the very early morning hours and late evening hours.
-He wears dark clothing a lot
-He does not have many friends. The few friends he does have thinks he is really strange.

Interesting that you say skateboard... any particular reason why? Is it bc of the character that we cannot mention here by chance?

No particular reason. I actually think he primarily has been doing the shootings on foot and probably just running/walking home quickly and then shutting the door. But I considered that he is likely a local relatively young person and he most likely had other things like a bicycle or skateboard that he would also use on occasion. So maybe for one or two of the killings he may have used something like that too which would allow a quicker getaway and he would also blend in better as people would mistakingly think he is just another kid in the neighborhood and not the killer. So it wont surprise me if we find out he did use something like that too.
 
Does anyone think that it is possible the killer is angry over the gentrification that is going on in this neighborhood? Maybe their rent increased to the point they could not afford it? I had no realized until watching more videos and interviews that this area was becoming "an up and coming" neighborhood. It happened in my old neighborhood I was delighted, but some neighbors were definitely not nearly as happy as I was.

That is probably why the police are massively zeroing in on him. Someone out there knows something. They need to think of someone other than themselves and turn him in. If it is a relative, they will have to live with this if they know something, assuming they have morals and a conscience.
