FBI Asks for Help Identifying Potential First Victim of Serial Killer

FBI agents in Oregon have received information from the FBI’s Anchorage Division that narrows the search for a woman who was allegedly raped by accused serial killer Israel Keyes. Keyes committed suicide while in jail this past weekend as he awaited trial for the murder of a barista, Samantha Koenig, last February in Anchorage.

Keyes told the FBI agents in Alaska that he raped—but did not kill—his first victim in Oregon sometime between 1996 and 1998. He said the girl was 14-18 years old. The sexual assault occurred on the Deschutes River near Maupin, Oregon. The victim was with friends, and Keyes was able to discreetly separate her from the friends. To date, authorities have not been able to find any relevant police reports that would fit this scenario, and it is possible that the victim never reported it. If Keyes was being accurate about the time period and the girl’s age, she would now be in her late 20s or early 30s. She may have lived in the area or simply been visiting the area on vacation.

Keyes is suspected to have specifically traveled through various cities in the Dallas/Fort Worth Metroplex and the Glenrose, Texas areas during February 2012...

The FBI is now attempting to identify the extent of Keyes’ travels and activities and is seeking the public’s assistance specifically as it pertains to the following locations during the time period of February 12 through February 16, 2012:

Prior to his suicide, while in custody, Keyes admitted traveling through the cities of Azle, Aledo, and Cleburne, Texas, during February 2012.

Investigators suspect Keyes’ rental vehicle became stuck in a muddy, rural area, possibly near Cleburne, Texas, between February 12 and 16, 2012...

Keyes is also suspected of visiting the Post Oak Cemetery in the Glen Rose, Texas area between February 12 and 16, 2012...

FBI Releases Writings of Israel Keyes

Mary Rook, Special Agent in Charge of the Federal Bureau of Investigation (FBI) for the state of Alaska, announced today the release of the writings found in Israel Keyes’ jail cell at the time of his suicide on December 2, 2012. The writings, a combination of pencil and ink on yellow legal pad, were discovered beneath Keyes’ body, illegible and covered in blood. Because of their initial condition, the writings were sent to the FBI Laboratory in Virginia for processing. The FBI Laboratory was able to restore the notes to a condition that allowed for their review and analysis. The FBI concluded there was no hidden code or message in the writings. Further, it was determined that the writings do not offer any investigative clues or leads as to the identity of other possible victims. The FBI does not offer any commentary as to the meaning of these writings.

During conversations with investigators, the 34-year-old sometime construction worker revealed the names of two additional victims—along with tantalizing clues about other murders he had committed around the country over a period of years. But last December, Keyes killed himself in his Anchorage jail cell, leaving a trail of unanswered questions and unidentified victims.

Those victims have not been forgotten, however. Today we are releasing new information in the hopes that the public can help us identify others who died by Keyes’ hands. The information includes extensive videotaped conversations with Keyes in jail and an interactive map that contains a detailed timeline of his known movements beginning in 1997.

Eight months earlier, a local handyman and builder, Israel Keyes, well-regarded if not particularly well-known, is at Ted Stevens Anchorage International Airport to board a June 2, 2011, flight to Chicago. This is not a business trip, although Keyes is traveling with a purpose. He’s flying east to kill. Again.

Keyes is a serial murderer, which almost nobody will know for another 18 months. By June 2011, he has killed at least five people in two states, probably more. Only one body was found, and investigators rule the death an accident — a fact Keyes notes with displeasure — and it’s unclear whether anyone is even looking for the other missing persons. Keyes targets loners, those he finds in remote places — people whose disappearances he thinks will raise little concern.

He confessed to killing Bill and Lorraine Currier of Essex, Vt., in June 2011. The couple, in their 50s, were apparently singled out at random, but Mr. Keyes’s planning for a murder in the Essex area was extensive, the authorities said, with a cache of killing and disposal supplies placed as much as two years before. Their bodies were never found.

He said he was planning, before his arrest, on setting up a new circuit for murder in hurricane alley in the Southeast, doing storm recovery repair work as a cover story.

His extensive travels were also financed by property crime, including at least two armed bank robberies that law enforcement authorities have confirmed.

An Alaska man who confessed to killing at least eight people across the country had researched Ted Bundy and other serial killers, saying he recognized himself in them, investigators said Monday.
But Israel Keyes told Anchorage authorities his ideas were his own. And most of all, he never called himself a serial killer, Anchorage homicide Detective Monique Doll said.
"In fact, that was one of those things that he wanted very much, as this investigation progressed, to keep from being identified as," she said.

"Israel Keyes didn't kidnap and kill people because he was crazy. He didn't kidnap and kill people because his deity told him to or because he had a bad childhood," Doll said. "Israel Keyes did this because he got an immense amount of enjoyment out of it, much like an addict gets an immense amount of enjoyment out of drugs. In a way, he was an addict, and he was addicted to the feeling that he got when he was doing this."

And if you're choosing people to kill, he said, you can't be too picky. "You might not get exactly what you [want]." But on the upside, "there's also no witnesses, really. There's nobody else around."

His first murder, Keyes told authorities, was the double slaying of a couple in Washington sometime just after 2001, about the time he left military service at Fort Lewis and settled in Neah Bay, on the Olympic Peninsula. He says he also killed two others in the state, in separate incidents, between 2005 and 2006, but gave no further details.

The Snohomish County Sheriff's Office had no comment on any Keyes connection to the 2006 Cooper/Stodden murders at Pinnacle Lake, although the Seattle FBI office indicates the case is among the many that have been or are being reviewed. The murders fit into Keyes' timeline of being in Washington and bear similarities to his near-shootings of a couple and a cop in an Alaska park. But the slayings do not match the description Keyes gave of his Washington killings. Rather, he told of two separate homicides in that time period.

In Eugene, Oregon, detectives do see Keyes as a possible suspect in the 2005 Lane County campground murder of two local educators, Stevan Haugen, 54, and Jeanette Bauman, 56, and their dog. They were shot to death July 1, 2005, while on a camping and fly-fishing trip, the Eugene Register-Guard reports. There were no signs of struggle or sexual assault.

ANCHORAGE, Alaska -- Confessed serial killer Israel Keyes admitted he enjoyed killing people, but couldn't or wouldn't give investigators a more meaningful answer when quizzed why he did it.

"There were just times, a couple of times, where we would try to get a why," said Anchorage Police officer Jeff Bell, who helped interrogate Keyes for hours.
"He would have this term, he would say, 'A lot of people ask why, and I would be, like, why not?'" Bell said.

  • At some point he realized he was different. He always thought other people were pretending to be nice to other people and then he realized at some point only he was pretending. He described an incident when he was younger -- how he tortured a cat in front of his friends and everybody got sick and ran away from him. He realized he should shut up about this stuff because he was different.

  • Before killing the Curriers and Koenig, Keyes’ killings didn't attract much attention. He noted that missing men, in particular, didn't get attention. People just assume they've left home. "He goes, 'Oddly the bank robbery I did in New York got more publicity than the person I took and killed,’ " Russo said.

  • Keyes also told investigators that because of his daughter, children were off limits. That's one reason he chose to kill the Curriers in Vermont -- they had no children.

Keyes got a high from killing and shivered with adrenaline when he recounted his murders, presenting a stark break from his usual calmness during interviews, said Frank Russo, assistant U.S. attorney for Alaska.

Yet Keyes was reluctant to provide details of his killings because he worried about how his family would view him, especially his daughter, who is 10 or 11 years old.

"He was very conscious of his daughter Googling him years from now and having to deal with the fallout from this," Russo said. "This is a guy who really cared about his family. And he would say I'm not trying to kill them or give them heart attacks."

FBI special agents believe he may have committed as many as 11 homicides, seven of which are unsolved. After learning about Keyes' trips to Utah and into Wyoming, KSL TV traveled to Anchorage, Alaska, to speak with FBI special agent, Jolene Goeden, who is still working to solve the crimes.

"We do have a number of trips where he was in the Utah area," Goeden said. "Based on travel record, airline trips putting him in the state of Utah, we can say he was there three times for sure."

Debra Feldman was 49 when she was last seen at her home on April 8, 2009. Her bank accounts have remained untouched since, and authorities have detected no other signs she may still be alive.

Today, however, the FBI announced they believe she may have been abducted and killed by confessed killer Israel Keyes.

FBI comes up empty on new information on murders by former Neah Bay resident Israel Keyes

ANCHORAGE, Alaska &#8212; The search for victims of Israel Keyes remains stymied more than a year after the FBI issued a call for new information about the serial killer who told investigators he buried near Port Angeles a still-missing cache of items he could use to murder.

Anchorage, Alaska, FBI Special Agent Jolene Goeden said in a recent interview that more than 150 people had contacted the FBI about the former Neah Bay resident since August 2013, when her office publicly sought information about the case.

But none of the contacts led to substantial, new information on the case, she said.
