In earlier reports I was sure they said that it was two units , with the bottom unit occupied by a man who was visited by a sex worker.

When you look at the photo the whole building was gutted by the fire.

The April 2021 article mentions that the man rented a room downstairs, but it's not clear whether it was a separate unit or just a room in the townhouse. The area appears to be newly-built, I tried to find it on Google streetview, but it was just a building site when it was filmed.
