The driver of the car involved in the Melbourne attack has allegedly attributed his act to the “perceived mistreatment of Muslims” among other “utterances”.

Victoria’s acting police chief, Shane Patton, said this morning that while police had not yet formally interviewed the 32-year-old Melbourne man, he had made “utterances about hearing voices, dreams” and also attributed his actions to the “perceived mistreatment of Muslims,” while being treated in hospital.

Commissioner Patton said that while he wanted to reiterate the accused had a history of mental health and drug issues, police had not “identified any links to extremist or terrorist groups,” and the investigation was “very much ongoing”.

“This is a man, who has mental health issues, he is on a mental health plan and actually missed an appointment yesterday,” Commissioner Patton said. “He has a history of drug use. But, nonetheless, we’ll completely explore everything that has been raised.”

Melbourne car attack: Flinders St driver spoke of Muslims' 'mistreatment' but had no terror links, police say
ABC News (Australia)
UPDATED 37 MINUTES AGO (as at 09:00 AEDT 22 December 2018)

‘Police say the man who crashed his car into Melbourne pedestrians yesterday has blamed "the mistreatment of Muslims" for "some of his activities", but they still do not know what motivated him to drive his car through a busy crossing.

Authorities say there is no increased threat to the public after the man with a history of drug use and mental illness allegedly crashed his car into people outside Flinders Street train station.’

‘"Last night investigators gained some access to him and were able to not conduct a formal interview, but had some preliminary discussions with him," Acting Commissioner Patton told ABC News Breakfast.

"During those discussions, he made some utterances … in respect to a number of matters.

"He spoke of dreams and voices, but also attributed some of his activities as well due to the mistreatment of Muslims.

"Now, obviously we are continuing to explore this entire incident and trying to ascertain what the motivations are.

"We haven't ruled anything in or out and our counter-terrorism command continues to obviously assist Crime Command in this investigation."

He said police had not identified any links to extremist groups, or anyone "inciting" him to carry out the attack.’

‘They said he was known to police, but was not on bail or under any corrections orders at the time of the incident.

"We believe, based on what we have seen, that it is a deliberate act," Victoria Police Commander Russell Barrett said yesterday.

"The motivations are unknown."’

‘Acting Commissioner Patton said last night there would be "hundreds more police … out and about" in coming days, with the city preparing to host big-ticket events like Christmas carols and the Boxing Day Test.

"We have no increased threat for any of those events … at this stage we believe and understand this is a quarantined incident," he said.’

"At this time we do not have any evidence for any intelligence to indicate there is a connection with terrorism. I want to reiterate that. At this time we do not have any evidence or intelligence to indicate a connection with terrorism

At this time?

No intelligence?

No evidence?

I don’t need to be told what it is, i can form my own opinion.

Radical Islamic Terrorist.

Here on Websleuths, we're supposed to provide links to back up claims. Just because he's brown doesn't mean he's a Radical Islamic Terrorist. THAT LINK even SAYS there is no evidence or intelligence connecting so what is it that you know that the actual real investigators don't?

Bit of a rant - I feel like we need to start hearing a really really strong and consistent message from LE and government that whatever the motive - violent crimes are violent crimes and will be punished appropriately and that there will be serious consequences for those who commit them. In my opinion If someone was in a mentally diminished state at the time and that it was found that they were actually not responsible for their thoughts/actions they should be treated appropriately. To me crimes like this should be reported as less around the motivation and more about individual accountability for what has been done and due punishment for doing it. We know who did it. Now let's show everyone that appropriate action will be taken. MOO

Mental health plan: The treatment program Flinders St driver was on explained

DECEMBER 22, 2017 12:55pm

‘THE mental health plan, which police say the man who deliberately drove into pedestrians in a busy Melbourne street was on, is a common treatment plan issued to people presenting with issues “as simple as moderate anxiety”.

Revealing the driver at the centre of the attack which injured at least 19 people had a history of mental illness and drug abuse, Victoria’s acting police commissioner Shane Patton said the 32-year-old was “on a mental health plan”.

While police have offered this simple term as an indicator of the offender’s condition, the mental health plan initiative is a commonly misunderstood service, AMA Victoria president Dr Lorraine Baker told news.com.au.’

War on terror: why NSW Police will now be armed with high-powered assault rifles
Military-style assault rifles have become the latest weapon against terror and organised crime, with specialist police now trained to use the semi-automatic weapons "in the most difficult situations" across the state.

NSW Police Commissioner Mick Fuller announced on Monday that 47 officers from the Public Order and Riot Squad had been issued with the Colt M4 carbines and the squad's other 50 members would be trained by the middle of next year.

That is a bit misleading. 'Can be for something as simple as anxiety' but they are also issued for Bi Polar disorders or Schizophrenia, Post Traumatic Stress Disorder, or whole host of mental illness.

While this is absolutely terrible! right at Christmas time, I have to say, WOW, Austrailia! This is a terrible tragedy for the people of Australia and unlike so many on the websight have loved to bash the US for all our problems..and I will refrain from bashing and just pray for the victims and their families...it is everywhere! not just the US.

They have released his priors ..... three occasions of being charged with offences, one of those was dropped (by who, I wonder).

Wasn't even his car he was driving in this rampage, the vehicle belongs to a relative.

In June, Mr Noori was convicted and fined $1000 after pleading guilty to driving while unlicensed, using a mobile phone while driving, and failing to answer bail. The charge of failing to answer bail related to him missing a court appearance in May that related to the driving offences.

It is believed to have been his first conviction, after he pleaded guilty but was not convicted of recklessly causing injury in 2010.

A charge of unlawful assault was dropped. The nature of the alleged assault is unclear, but Acting Chief Commissioner Shane Patton described it as minor last night.

Deal with what? Assault rifles for Christmas shopper protection? Bring them out on Black Friday too? IMO these are more specialised.

It doesn't look like he had much of a criminal history. And he doesn't seem to have a major mental health history either.

Was that just an excuse, that he was a seasoned criminal with mental health issues? It seems some may have wanted to deflect from other considerations, like him being a refugee from a Muslim country?

Maybe. I guess we’ll find out one day.

The RANZCP saw fit to make a statement:

https://www.ranzcp.org/News-policy/News/RANZCP-homepage-item.aspx

From reports, it seems his use of methamphetamines (ice) may have had an impact on his ‘mental health’. Hence, Jeff Kennett’s comments above:

http://www.websleuths.com/forums/sh...urne-VIC-21-Dec-%9217&p=13827662#post13827662

Mr Noori wouldn’t be the first alleged attacker to use this defence:

http://www.theage.com.au/victoria/b...ser-to-mentalhealth-plea-20171204-gzy2it.html

http://www.theage.com.au/victoria/bomb-squad-investigating-car-after-driver-armed-with-knife-drove-wildly-through-cbd-20170929-

Or the first MSM article to mention it:

http://www.theage.com.au/victoria/m...b-khayres-murderous-rage-20170606-gwljql.html

http://www.smh.com.au/nsw/lindt-sie...n-who-became-a-terrorist-20160407-go0irx.html

As someone who lives with C-PTSD, I’m getting pretty tired of ‘mental health issues’ being raised as a reason/precursor/excuse for the behaviour of violent criminals who terrorise, injure and kill innocent people.

On a more positive note:

Flinders Street car attack: Hero off-duty cop recovering from surgery after fight with driver
ABC News
UPDATED ABOUT 4 HOURS AGO (as at 22:00 AEDT 22 December 2017)

‘A "heroic" off-duty police officer has undergone surgery after arresting a man who allegedly mowed down more than a dozen people in a Melbourne car rampage.

The anonymous officer was the first on the scene and was injured fighting with the 32-year-old driver who had crashed into a tram station.

The off-duty sergeant's bravery potentially saved more people from being injured as uniformed officers made their way to the scene.

"That's putting service above self. You don't know what you're walking into when you walk into a situation like that, in Melbourne," Police Association Victoria secretary Wayne Gatt said.

"The member and his family are still in a difficult period.’

‘The off-duty officer is recovering in hospital after surgery and is in a stable condition.

He has been lavished with praise from police and Victorian Premier Daniel Andrews.

Victoria Police Acting Chief Commissioner Shane Patton said the "heroic" officer was having surgery this morning for an injured finger.

"To step in when you see trauma ... not understanding what the threat is ... it is heroic," he said.

"[It was a] great response, great actions with everyone who responded at the time, including all the police and emergency services."

Victorian Premier Daniel Andrews last night said it "would be right to single [the officer] out for special praise".

"He instinctively came to the aid of others, in the protection of public order, and potentially, avoiding so much other carnage," Mr Andrews said.‘
