On Monday, April 25, the Port Hope Police Service said police were continuing to investigate the whereabouts of a missing 29-year-old woman.

Madison Chard was last seen on April 19, at 6 a.m., said police, adding the service has received information that Chard was seen in the Port Hope, Cobourg and OPP areas.

Police are asking anyone with information regarding Chard’s whereabouts contact the service at 905-885-8123 ext. 3, or email [email protected]. Crime Stoppers is also an option by calling 1-800-222-8477, added police.''

Madison, who goes by Madi Chard, is very much loved and missed by many folks who are looking for her through their FB pages. I hope they can find and get her to safety quickly. MOO

Port Hope police are asking if people see Chard in Cobourg, to contact the service there, so active leads can be followed up. People can contact the Cobourg Police Service at 905-372-6821.''

Madison Chard, 29, has not been seen or heard from since April 19 when she disappeared in mysterious fashion.


“I saw her at 6:00 am before going to work in her room, sleeping,” her father Mark Chard, a local fire fighter, posted on Facebook this week. “Her mother saw her fly out of the house at approximately 2:00 p.m saying she was going to a friends. At 2:37 p.m Madi arrived at 142 Walton St… at 5:07 p.m she left Walton St. with (a friend). They walked to the Pharma Save area, where she separated to walk home… Madi’s last text to her mother was at 5:49pm. Her mother sent her others that showed as delivered, but never read. All transactions from her phone stopped at that time.”

It’s like she vanished into thin air.

But it gets stranger. When using location software they determined her phone had been to an address in Port Hope and another in Cobourg.

“There were no texts or calls made from her phone since the 19th,” said her dad. “Then her phone went dark.”

On April 22, a friend said “Madi’s phone showed up at her place but there was no case or SIM CARD… the police have the phone now with computer forensics.”

In an update disseminated by police on Wednesday morning (May 18), police again pleaded with the public for any information as to Chard’s whereabouts.

Port Hope police Inspector Katie Andrews later confirmed with Northumberland News that Chard by may be the victim of human trafficking.

“We have had information that Madi may be the victim of human trafficking,” said Insp. Andrews.

She added Chard may be in Oshawa, Toronto or Montreal.


Chard, 29, has been missing for almost a month.''

''Chard is described as female, white, 5’7”, 120 pounds. She has blonde hair and has tattoos on her left and right hands, neck, abdomen, both hips, left thigh and right ankle.''
She was wearing a beige three-quarter-length camouflage jacket with pink lining and black running shoes.''

It's too bad the bolded part isn't written a bit more coherently. So she stopped communicating via phone on the 19th but after that date the phone pinged at those addresses? How did the phone "show up at" her home?

''Police have not ruled out any scenario, but Andrews said new information seems to suggest Madi may have been pushed or coerced into the clutches of a human trafficker and may be in their control somewhere between Montreal and Windsor.''

“The first thing human trafficking operations do is take away a person’s phone,” said Andrews.

Another clue is police have determined one of the locations it was at was a house “known for drug use.”


Madison’s family say she had been clean for several years but with addictions issues in the past, police are working on the theory narcotics could have played a role in this riddle.

However, her father does not buy that she would leave so quickly and with no communication. Especially when all was fine earlier in the day.

“I believe that she’s not on a binge and embarrassed to come home,” wrote Chard. “Someone has her and won’t let her go” is his “opinion.”

Police are working on that theory as well.


“People with addictions can be vulnerable,” said Andrews.''

''IDENTIFYING THE SIGNS
When trying to tell whether or not someone is a victim of human trafficking, Drydyk pointed to a multitude of signs to look for. The more obvious indicators can be an older boyfriend or group of friends for young women, as well as wearing expensive clothing or receiving gifts that “don’t quite make sense,” said Drydyk.

But typically, the more telltale signs are seen in victims’ behaviour.


“More often than not, you're looking for signs that someone is withdrawing and being controlled,” said Drydyk. “They might be really secretive about where they're going…who they're seeing and what's going on in their lives.”

This can include pulling away from friends and family, or not being as engaged with school, said Drydyk. It can also involve the victim providing canned responses and not being honest about how they spend their time. Other common signs include cuts or bruises on the body, as well as some form of branding or tattoos. Victims are also likely to be defensive or anxious towards having their personal devices inspected, and often don’t have access to identification.

Drydyk said that friends and family members of victims are especially crucial in helping victims get the help they need. This makes education to be able to recognize the signs of human trafficking especially important for these groups, in order to prevent it and supporting those impacted by it.

“They are instrumental both in terms of being able to see the signs and…have honest communication with the people that might be victims, but they're also so important in terms of exiting and accessing needed supports,” she said.

The mystery of missing Madi Chard took a dark twist with the discovery of a woman’s body in Port Hope on Thursday afternoon.
'“Police believe it is Madi but through routine investigative protocol can’t say that until all of the forensic work is completed,” said a law enforcement source.'

The body was wearing the clothes Madi was last seen wearing, it's almost certainly her. How sad for her father, he seems so lovely and devoted. I wonder if there will be signs of foul play.

Very sad outcome for such a lovely woman, my heart goes out Madison's loved ones.

One of the tips was she was spotted walking along the river, which Port Hope Police responded to with a search team and an aerial drone. It was this team that made the unfortunate discovery.

It’s early in the investigation, so police don’t know the cause of death or if there were any signs of trauma to the body that could lead to possible foul play, or if narcotics or factors related those activities played a role in this death.

What is known is the remains were in a decomposed state, which leads police to believe the person had been dead for weeks.''

Port Hope police have confirmed that a woman’s body discovered on Thursday (May 19) is that of missing 29-year-old Madison (Madi) Chard. [snip] A post-mortem examination was conducted on Saturday (May 21) at the Centre of Forensic Sciences in Toronto. While further examination is underway and could take several months to complete, police say foul play is not suspected at this time.
