    PORT RICHEY, Fla. — The mayor of Port Richey was arrested after law enforcement officers say he shot at Pasco County deputies.

    The Pasco Sheriff's Office said around 4:40 a.m. Thursday, SWAT team members were attempting to serve a search warrant at a home on Hayward Lane in Port Richey.

    The sheriff's office and the Florida Department of Law Enforcement said Mayor Dale Massad fired two shots at the entry team who he claims he thought was the Port Richey Police Department. Deputies did not shoot back.

    No one was injured, the sheriff's office said. FDLE said Massad was arrested, and the state attorney general's office will handle the case. Pasco County Sheriff Chris Nocco says he now faces multiple counts of attempted homicide against deputies.

    FDLE said agents had gotten a tip that Massad was still practicing medicine without a license. Authorities said Massad's medical license was relinquished in 1992.

    Investigators said Massad had patients come to his home for various treatments, and one patient had to go to the hospital after a procedure. Massad also now faces charges for practicing medicine without a license.

    February 21, 2019

    TAMPA, Fla. – Following a four-month investigation, FDLE agents, assisted by Pasco County Sheriff’s Office, arrested Dale Glen Massad, 68, of 8221 Hayward Lane, Port Richey, on charges of Practicing Medicine without a License.

    Massad is the mayor of Port Richey.

    FDLE agents received information from the Port Richey Police Department that Massad, whose medical license was relinquished in 1992 in place of revocation, was still practicing medicine. Agents launched an investigation and learned Massad had patients come to his home for various treatments. He had performed medical procedures at his residence with one procedure requiring additional hospital treatment for the patient.

    Massad will be taken to the Pasco County Jail. Attorney General Ashley Moody’s Office of Statewide Prosecution will handle the case.

    Most plastic surgery goes smoothly and patients are happy with the results. But complications, including crippling injuries and deaths, can occur. Here are the stories of some Florida patients who died after cosmetic surgery in recent years:

    Procedure: Removal of facial "port wine stains."
    Date of death: Aug. 25, 1990

    Bethany's parents could not find a doctor in their hometown who could use a laser under a local anesthetic to remove the skin discolorations known as "port wine stains" that covered much of the toddler's body. The Morrises said they worried that the stains could eventually harm their daughter's health.

    Bethany's parents said they felt fortunate when the child's grandparents, who lived in the Tampa Bay area, saw an advertisement in a local newspaper for Dr. Dale Massad, of Palm Harbor.

    Massad, a former emergency room physician, performed laser treatments on the child beginning in March 1990. The treatments were a spectacular success at first, removing most of the stains. But after a fourth treatment in the office, which was assisted by a dentist because it involved the area surrounding her mouth, the child had a seizure and turned blue, according to state health agency records.

    No oxygen was available in the office, so paramedics were called and took the child to a hospital emergency room. She died three days later of what state medical-licensing records describe as "lidocaine toxicity," or a fatal dose of the anesthetic drug used during the laser surgery.

    "Words cannot explain what this was like for my family," said Cheryl Ann Morris, a homemaker whose husband runs a trucking company. "It's been eight years and it seems like yesterday."

    Morris took some solace in the fact that state medical-licensing officials charged the doctor in an administrative complaint with practicing substandard medicine and failing to notice early signs that the child's life was in danger. In October 1992, Massad agreed to surrender his Florida medical license. The family settled a lawsuit for $300,000.

    Massad said he was "totally devastated" by the child's death, the first complaint about his competence in 17 years of medical practice. He blamed the dentist, whose license was revoked by the state, for the overdose, but said he accepted responsibility.

    "I'm the captain of the ship. That's the bottom line," Massad said. "If I could be where that child is and let her be alive, I'd do that."

    What is up with his explanation for shooting at them, like shooting at the Port Ritchey police department would be acceptable? I am so glad no officers were injured and that he is alive to answer in court for his actions. Kudos to those officers!

    I think he was attempting to choose “suicide by cop” over prison. Just a guess but that’s the first thing that popped into my mind.

    Since moving to Port Richey in 1999, retired doctor Dale Massad has found himself in some sort of leadership position.

    Originally from Oklahoma, Massad’s first career was in medicine. He came to the Bay area in the 1970s and opened the first emergency walk-in clinic in Pinellas County, and then again in Pasco.

    Now retired, Massad focused his energy on Port Richey. As mayor, he wants to look over the city’s budget and see if the money is used efficiently.

    During the news conference Nocco noted that Massad owned a number of weapons. That statement came as no surprise to Port Richey Councilman Richard Bloom, who said Massad has hunted game in Africa, hence the guns.

    Bloom has worked with Massad in city government since Bloom's election to the city council last April. He told us he was heartbroken in reaction to the morning's events.

    “A tremendous guy," Bloom said of Massad. "He is as friendly as you can imagine, he’s good-hearted, he cares about the city, and I feel just terrible about what took place.”

    No bail for Port Richey mayor after he allegedly shot at deputies

    PORT RICHEY, Fla. — Port Richey Mayor Dale Massad will stay in jail without bond. That’s what a judge ruled Friday, saying there was probable cause for the attempted murder charges and that Massad was a flight risk.

    Massad’s defense attorney Marc Salton reacted to the ruling.

    “I think we expected that. The judge is going to look at the four corners of the probable cause affidavit and he’s not going to look further than that. That’s what happens at advisory hearings,” Salton said.

    But Salton took issue with the severity of the premeditated attempted murder charges.

    “You fire a gun in an occupied house and that could be an offense but a significantly minor offense. As for attempted homicide, I think there are serious issues with those charges in this case,” Salton said, “If you look at what premeditation is, you have a form of intent to kill which we didn’t even get into the details about today.”
